Haryana millers see red over rice kernels

The Karnal Rice Millers and Dealers Association has expressed concern over the non-allotment of non-FRK (fortified rice kernels) rice to millers in most parts of Haryana, calling the move discriminatory. The association said earlier, non-FRK rice was allotted to millers across all districts in proportion to paddy procurement, but this time, the FCI had restricted the allotment to Ambala and Shahabad centres.As per the association, the FCI has approved procurement of 1,66,621 MT of non-FRK rice for ethanol for Haryana region. Of this, the Shahabad centre (Kurukshetra division) has been allotted 49,986 MT of non-FRK rice, while the Ambala centre (Karnal division) has been permitted procurement of the entire 1,66,621 MT.Divisional managers have been directed to ensure procurement and movement of the required quantity of non-FRK rice for ethanol production, said the letter issued by the FCI.The association alleged that by limiting the allotment to Ambala and Shahabad, the quota of other districts, including Karnal, had been diverted.Raj Kumar Gupta, district president, Rice Millers and Dealers Association, Karnal, said millers of the district had been deprived of their share. “The quota has been allotted to millers of Ambala and Shahabad. Last year, Karnal millers supplied the maximum share of non-FRK rice. On that basis, we should have been allotted at least 25% of the total quota,” he said.He said the association would meet the Director, Food, Civil Supplies and Consumer Affairs Department, on Tuesday to raise the issue.Saurabh Gupta, president, Karnal Rice Millers and Dealers Association, said the millers of Karnal should be allotted non-FRK rice strictly as per the procurement in the district. “When procurement has been done proportionately across districts, this allotment should follow the same principle,” he said.Meanwhile, a senior official of the Food, Civil Supplies and Consumer Affairs Department said it was a policy decision taken by the FCI headquarters.
