NGT seeks report on violation of norms by Panipat cement factory
State pollution board told to submit report
The National Green Tribunal (NGT) has sought a report from the Haryana State Pollution Control Board (HSPCB) regarding the violation of environmental norms by a cement factory at Khukhrana village. A joint committee headed by the Central Pollution Control Board (CPCB) had already submitted a report, mentioning the violations of norms.
Sunil Kashyap of Khukhrana village had filed a complaint to the NGT, alleging that a factory adjacent to the village, and about 10 ft from the residential area of the village, was operating in violation of environmental laws. Cement dust fly deposited in the residential area, including on trees and plants, causing a health hazard to people.
Plantation had also not been done by the factory, he claimed.
Following the complaint, the NGT formed a joint committee of the CPCB, HSPCB and the District Magistrate, Panipat.
The committee filed an interim report on February 27 last year and found severe environmental law violations. The CPCB said the total area of the plant was 34.6 acres. As per the site plan, a green belt had been developed over 11.72 acres. The unit had proposed additional green belt in 950 sq metre towards the village, which was yet to be implemented. The 10-12 ft wall was inadequate to prevent dust emissions from reaching the village.
The unit undertook water sprinkling system using a tractor and tanker, but it was not effective.
The CPCB also mentioned that the HSPCB had not taken any action against the respondent-project proponent for the past violations. The HSPCB sought six weeks to submit its report. The next date of hearing is May 5.
