Resentment prevails among plot owners of Haryana Shahari Vikas Pradhikaran (HSVP) sectors who had paid their enhancement dues within the stipulated time.
While residents who did not pay their enhancement dues on time got 40 per cent rebate on total amount, plot owners who had paid their dues by then did not get the benefit of the one-time settlement scheme.
The HSVP, formerly HUDA, authorities had sent notices for recovery of enhancement dues from residents and plot owners in October 2017. A month’s time was given to residents to deposit the dues without interest or penalty.
Some residents had deposited the amount within the stipulated period while many did not. Gradually, several residents’ welfare associations started demanding relief for residents and it became a state-level issue.
Eventually, in May 2018, the state government announced the one-time settlement scheme, under which 40 per cent relief on the total outstanding amount was offered to residents who had not paid their dues till then.
Many residents availed the benefit of the 40 per cent rebate under the scheme. But those who had deposited their dues by November 2017 did not get any relief or refund.
“My son owns a plot in Sector 6, Rohtak. We paid enhancement dues of Rs12.97 lakh within the time stipulated. However, we have not got any relief or refund despite our representations,” said Dr Satvir Singh, senior professor at the PGIMS.
Surender Arora, an ex-serviceman and serving bank officer, owned a plot in Sector 4-Extension meant for ex-servicemen. He had paid about Rs7 lakh within the stipulated time, but had not got the 40 per cent rebate.
Dr Anshu Kalra, whose wife owned a plot in Sector 5, said they had paid Rs11 lakh as enhancement dues, but had not got any refund or relief.
“Had we got 40 per cent rebate, we would have had to pay Rs6.6 lakh. Hence, we have suffered a loss of Rs4.4 lakh due to timely payment of our dues,” he added.
