The progress was reviewed during a meeting of all Deputy Commissioners chaired by Financial Commissioner Revenue and Disaster Management Department Sumita Misra.

She termed the exercise a long-term structural reform aimed at safeguarding historical land records and improving public access.

“The digitisation effort is a structural reform aimed at preserving historical land records, ensuring data security and providing citizens seamless access to certified documents,” she said, directing officers to maintain strict quality checks and uniform standards across districts.

Reviewing performance indicators, it was noted that as of February 16, nearly 95 per cent of registries were completed within the prescribed five-day time limit, suggesting that most property transactions are being processed within the normal timeframe.

The meeting also assessed pending mutation cases across 7,104 villages and 143 tehsils. Officers were instructed to expedite entries in the web-based land records system and prioritise cases awaiting sanction beyond stipulated timelines.

Officials informed the meeting that 51,199 pending mutation cases were cleared across the state in the past month alone. Misra directed that the remaining pendency be cleared within the next month.

Progress under land modernisation

Under the land record modernisation programme, 60.79 lakh ‘tatimas’ have been completed out of 64.34 lakh received from the Survey of India. Additionally, land maps in 4,115 villages have been updated under the Bhu-Naksha initiative.

Districts reporting higher backlogs were directed to accelerate progress in a time-bound manner. Misra instructed all Deputy Commissioners to complete the ‘tatima’ update work by February 28.

Farmer registry and digital crop survey

Under the AgriStack initiative, also known as the Haryana Farmer Registry, over 10.76 lakh farmers have enrolled, with more than 6.37 lakh approvals completed so far.

The Digital Crop Survey project is currently being implemented across 3,312 villages, covering around 68 lakh agricultural plots, reflecting the state’s focus on data-driven agricultural governance.

The meeting also reviewed compulsory partition of joint landholdings under Section 111A of the Haryana Land Revenue Act, rectification of ownership entries, uniform nomenclature of government land, and digitisation of mutation and fard badar records.
