Over 80% of state’s District Plan funds remain unspent
Rs 76.33 cr used so far; Jhajjar, Gurugram report nil utilisation
Utilisation of District Plan (D-Plan) development funds in the state has remained sluggish, with barely 19 per cent of the allocated budget spent so far in the current financial year.
Two districts — Jhajjar and Gurugram — have not spent even a single rupee from their share of the District Plan funds released by the state government for 2025-26, while Yamunanagar has recorded a negligible utilisation of just 0.03 per cent, according to a report compiled on December 8.
The State Planning Department had released a total budget of Rs 400 crore for all districts during the current financial year. However, as of December 20, only Rs 76.33 crore had been utilised, amounting to 19.08 per cent of the total allocation. This leaves over 81 per cent of the funds yet to be spent, even as the financial year heads towards its final quarter ending on March 31.
Among the districts, Faridabad emerged as the top spender with 45.83 per cent utilisation, followed by Sonepat at 44.85 per cent and Hisar with around 39 per cent expenditure.
Under the District Plan, the state government’s Revenue Department allocates funds to districts for development works based on population. Commonly referred to as the D-Plan budget, the funds are spent on the recommendations of local ministers, MLAs and Zila Parishad members.
Despite sizeable allocations, Gurugram, which was allotted Rs 23.89 crore, and Jhajjar, which received Rs 15.12 crore, reported zero expenditure. Yamunanagar, with an allocation of Rs 19.15 crore, spent only Rs 61,000.
Among other major districts, Faridabad utilised Rs 13.08 crore out of its Rs 28.55 crore allocation, Sonepat spent Rs 10.26 crore from Rs 22.87 crore, while Hisar utilised Rs 10.82 crore out of Rs 27.51 crore.
