Relief for PGIMS outsourced workers

Govt allows HKRN porting after seven-month agitation

The Haryana Government has cleared the way for porting over 1,250 outsourced employees working at Pt BD Sharma University of Health Sciences (UHS) and PGIMS, Rohtak, to the Haryana Kaushal Rozgar Nigam (HKRN), after finding that all conditions laid down by the Finance and Human Resources departments have been met.

Sources said the Human Resources Department has also agreed to grant a one-time relaxation of government instructions dated August 13, 2024, to facilitate opening of the HKRN portal for uploading details of outsourced manpower, subject to conditions stipulated on July 8, 2025.

The employees are currently engaged through a private agency under the state’s outsourcing policy and have been demanding porting to HKRN to ensure job security and access to benefits. A section of the staff has been agitating for the past seven months and recently held a protest march in Kurukshetra.

An official communiqué issued by the Department of Medical Education and Research said the Vice-Chancellor of UHS has given a formal undertaking that any pending civil cases or litigation related to outsourced employees would be handled by the university at its own level, as per law.

“In view of these undertakings, the department has decided to request HKRN to open access to its portal, enabling the UHS and the PGIMS to upload the required data of outsourced staff while dealing with the civil suit/ any other litigation at its own level as per law,” sources said.

The Vice-Chancellor of UHS and the Director of PGIMS Rohtak have been directed to take further action in line with the decision, with copies of the order sent to the Finance and Human Resources departments.

Confirming the development, Prof HK Aggarwal, Vice-Chancellor, UHS, said they had already requested the state authorities to open the HKRN portal so that details of outsourced employees could be uploaded.
