Special revision of revenue records ordered to ease paperless registration

Move aimed at reducing litigation, ensuring accurate land records

In a move to streamline paperless land registration and reduce land-related litigation, Karnal Divisional Commissioner Rajiv Rattan has ordered a special revision of anomalies in revenue records under Section 32 of the Haryana Land Revenue Act, 1887.

Under the order, all circle revenue officers in the Karnal Division have been directed to correct revenue records of khewats in notified revenue estates where ownership-related discrepancies exist.

Under the existing paperless registration system, only those individuals whose names appear in the ownership column are eligible to register land. However, several buyers who had purchased land earlier were unable to complete registration as their names continued to be recorded in the tenancy column instead of the ownership column.

With the issuance of the order, the names of such purchasers will be corrected and reflected in the ownership column after due verification. This will enable them to sell, mortgage or lease their land — transactions that were earlier not possible under the paperless registry system.

The order also provides for the deletion of incorrect or outdated entries, aimed at improving accuracy and transparency in land records. Officials believe the exercise will help ensure error-free land transactions and significantly reduce litigation arising from ownership disputes.

District Revenue Officer (DRO), Karnal, Manish Kumar Yadav said the initiative would benefit a large number of landholders and strengthen the efficiency of the paperless land registration process.

“Before proceeding with any correction, the record of rights up to the stage of consolidation must be thoroughly perused to ensure a holistic approach and avoid any unintended legal consequences,” he said.

“All corrections will be processed through Mutation for Correction as prescribed in para 7.30 of the Haryana Land Record Manual,” Yadav said, adding that at present the names of purchasers figure in column number five (khana kasht). “The mutation of correction will be entered to reflect the purchasers as co-sharers in the ownership column against the original owner who has sold the land,” he added.
