Halda fest: Traffic, tourism curbs imposed in Sissu
Vehicle movement banned; tourist activities, loudspeakers prohibited in Koksar-Sissu belt
The district administration of Lahaul and Spiti has imposed traffic and tourism-related restrictions in Sissu ward in view of the traditional Halda festival.
The decision was taken following a resolution passed at a District Council (Zila Parishad) meeting held in Sissu ward, which approved the organisation of the festival for a duration of around one and a half months.
The Halda festival holds deep cultural and religious significance for the tribal communities of the region and is traditionally observed to invoke peace, prosperity and protection from natural calamities. Considering the scale and sensitivity of the event, the administration has put preventive measures in place to ensure its smooth and peaceful conduct, while maintaining public order and safeguarding life and property.
In this regard, Sub-Divisional Magistrate (SDM), Keylong, Kunika Akers, has issued an order by exercising powers under Section 163 of the Bharatiya Nagarik Suraksha Sanhita and Section 115 of the Motor Vehicles Act, 1988, to regulate movement and activities in the area during the festival period.
As per the order, the movement of all categories of vehicles from Kuthbihal towards Koksar and Sissu will remain completely restricted from January 14 until further orders. In addition, all tourist activities have been prohibited in Koksar, Sissu, Dimphuk and Ramthang. The use of loudspeakers has also been banned in these areas to prevent disturbance and to preserve the sanctity and traditional atmosphere of the festival.
However, the restrictions will not apply to essential and emergency services. Vehicles belonging to the Border Roads Organisation (BRO), ambulances, fire services, police and other emergency services have been exempted to ensure uninterrupted critical operations.
The district administration has appealed to all departments, field officers, enforcement agencies and the general public to strictly comply with the directions, warning that violations would invite strict penal action under the relevant provisions of law.
Officials said the restrictions are preventive in nature and aimed at the larger public interest. The administration has sought the cooperation of residents and visitors to ensure that the centuries-old Halda festival is celebrated in a peaceful, disciplined and culturally respectful manner, reflecting the rich heritage of the Lahaul-Spiti region.
