HPSEBL digitisation cuts power billing costs by 46%: Himachal CM

Transparent bidding saves Rs 5.61 crore annually

Chief Minister Sukhvinder Singh Sukhu on Tuesday said the state government had slashed annual support costs for electricity billing and Enterprise Resource Planning (ERP) by nearly 46 per cent by breaking away from high-cost outsourcing practices and introducing competitive, transparent bidding.

“The annual cost for support services has now come down to Rs 6.68 crore from the earlier Rs 12.29 crore,” the CM said, adding that the initiative would result in direct savings of around Rs 5.61 crore every year.

Sukhu said the digitisation of the Himachal Pradesh State Electricity Board Limited (HPSEBL) had been undertaken to empower nearly 29 lakh domestic and industrial consumers across the state. “The government is committed to delivering governance at the doorstep of citizens. From online applications for new electricity connections to smart billing and prepaid services, we are ensuring that people no longer have to navigate bureaucratic hurdles for basic utilities,” he added.

The CM said HPSEBL had strengthened consumer services through end-to-end digitisation, enabling online applications, bill payments, complaint registration and faster grievance redress. This, he noted, had helped reduce delays while enhancing efficiency and transparency.

He further said to improve the Board’s financial health, the state government was focusing on reducing aggregate technical and commercial (AT&C) losses, ensuring timely billing and collections through smart and prepaid metering, plugging revenue leakages and rationalising operational costs.
