Newly upgraded civic bodies may go without general house

Residents of newly upgraded urban civic bodies constituted after the merger of rural areas are apprehensive whether a general house meeting will be held or not.

Key decisions on development of an area are taken in the general house of an urban civic body and it is convened once in a quarter. The term of a civic body expires in December following which elections are held to elect new councillors.

With nearly 11 months remaining, the absence of a general house can hit key developmental works as councillors try to put in their best in the fag-end of the term.

Director, Urban Development Department, Neeraj Chadha, when contacted, stated that a legal opinion would be sought on the issue and a proposal was being presented before the government tomorrow to seek clarity.

While Baddi Municipal Council has been upgraded to a Corporation after merging 18 panchayats, the Kunihar panchayat has been upgraded into a nagar panchayat after inclusion of rural areas from the three neighbouring panchayats, either wholly or partially.

The ward members representing the rural areas will, however, be granted honorarium by the newly upgraded urban body.

They will not be able to execute any developmental work in their areas in the remaining term of the civic body, which will expire in December.

The number of wards will go up in both the civic bodies after the upgrade. Both have nine wards presently and the number will rise after the delimitation process is completed, wherein the boundaries of wards will be re-defined. According to the directions of the State Election Commissioner Anil Khachi, the process of re-organisation, delimitation and reservation of urban civic bodies is supposed to be completed before March 31 as the elections are slated to take place in the last quarter of this year.

“In case of an exigency, the commissioner or executive officer of the upgraded body can, however, take up the issue with the Deputy Commissioner to execute urgent works,” said an official of a civic body.

The state government has upgraded six new nagar panchayats — Sandhol, Dharampur, Badsar, Bhoranj, Bangana and Kunihar, besides three Municipal Councils of Baddi, Una and Hamirpur into Corporations.
