The state government has formulated a policy for appointment of “part time multi-task workers” (PTMTW) and issued detailed guideline to ensure that appointments are made purely on the basis of merit as per the parameters defied in the policy.

Appointment in specific school

The appointment will be made in specific school only and marks would be awarded to the candidates for parameters like distance from school, educational qualification, widows/persons living in extreme indigent condition etc.

The need for appointing the PTMTW arose after the government regularised the services of part time water carriers and water carriers-cum-peon on daily wages and there was no workforce for carrying out daily works as opening and closing of schools, cleaning of premises, distributing the post and arrangement of drinking water.

The appointment of the PTMTW would be on contractual basis with no claim for regularization. The workers will be paid consolidated amount of Rs 5,625 per month for 10 months as honorarium in an academic year.

The vacant posts in elementary, high and senior secondary schools would be identified and advertised and appointments would be made by selection committee headed by Sub divisional Officer (Civil) of the area and Block Education Officer/ Principal /Headmaster of school would be member secretary while the president of School Managing Committee would be the lone member, sources in the education department said.

The appointment would be made in specific school only and marks would be awarded to the candidates for parameters like distance from school, educational qualification, widows/persons living in extreme indigent condition, families who have donated land for the school, candidates belonging to ST/SC/OBC/BPL and unemployed families.

Ten marks would be given to the candidates residing within one-km distance from the school, eight marks for distance up to two km, five marks for distance up to three km, four marks for distance up to four km and two marks for distance up to five km. Further, five marks would be awarded to the candidates who have passed class V and eight marks to candidates who passed middle school.

Out of total 30 marks, three marks each would be given to widows/persons living in extreme indigent condition, deserted women and the candidates belonging to the families who have donated land for the school, candidates belonging to ST/SC /OBC/BPL and candidates who have no person in government employment.

A waiting list of two candidates would also be prepared which would be valid for one year and the candidates from waiting list would be given employmentin case the selected person fails to join of quits midway.

The government would have power to make any appointment on compassionate grounds without following the selection procedure if the candidate is BPL (below poverty line), widow, deserted by husband, person with special needs, orphan or member of family living in extreme indigent conditions, sources added.
