The Joint Action Committee (JAC) representing HPSEBL employees, engineers and pensioners has announced a statewide pen-down and tool-down protest on February 12 in response to a nationwide call given by the National Coordination Committee of Electricity Employees and Engineers (NCCOEEE).

The protest is being organised to express solidarity with the national movement by power employees across the country opposing the proposed Electricity (Amendment) Bill, 2025, along with several other pressing issues affecting the power sector in Himachal Pradesh.

On the day of the protest, employees and engineers will remain present at their respective workplaces, but will abstain from performing routine duties for 24 hours, as per the programme of action declared at the national level.

Demonstrations will also be held in front of HPSEBL offices across the state during the lunch hour.

The Joint Action Committee has assured the public that essential and emergency services will be maintained to ensure grid stability, public safety and protection of critical installations. It has expressed hope that the HPSEBL management and the state government would initiate meaningful dialogue with employee representatives on the issues pertaining to HPSEBL and requested the state government to convey the concerns of power sector employees and consumers regarding the Bill to the Union Power Ministry as well.
