Having allowed 67,000 persons to enter HP, the state government has now shifted the onus of ensuring that they undergo home quarantine on municipal councillors and panchayat pradhans, who have been designated as surveillance personnel.

If found erring in their duty, they will face action under the HP Municipal Act (1994), Panchayati Raj Act (1994) and Disaster Management Act (2005).
