Shoolini varsity’s Category-1 status opens new avenues

Shoolini University of Biotechnology and Management Sciences, Solan, has achieved a major milestone with its elevation to Category-1 status by the University Grants Commission (UGC) under the Graded Autonomy Regulations, 2018. This distinction places the university among the most autonomous and high-performing higher education institutions in the country.

The decision was taken during the UGC’s 591st Commission Meeting, following a detailed proposal submitted by the university. Shoolini University earned the top classification after meeting key criteria outlined by the UGC, including securing a position among the top 500 global universities in the Times Higher Education World University Rankings.

With this recognition, Shoolini University now enjoys expansive academic and administrative autonomy. The university can introduce new courses and departments, establish off-campus centres and initiate international collaborations without prior approval from the UGC — privileges reserved only for institutions in the highest category.

Founder Chancellor Prof PK Khosla welcomed the development with pride, calling it a transformative step for the institution. “This distinction provides us greater autonomy in research and access to enhanced grants. With this momentum, I envision Shoolini University evolving into an institution on par with Oxford in the coming decade,” he said.

Prof Khosla emphasised the importance of bolstering the university’s global academic footprint. “We must now focus on increasing our global citations. I firmly believe that Shoolini will be among the top 50 universities in the world within the next 10 years,” he added.

According to UGC norms, Category-1 universities must notify the Commission within 30 days of any drop in global rankings or accreditation scores. Failure to maintain required standards can lead to a downgrade in classification and a withdrawal of the associated privileges. However, any initiatives undertaken while holding Category-1 status will be allowed to continue until completion.
