Lt Gen Raj Shukla, Army Commander, ARTRAC, addressed police officers at the Police Headquarters in Shimla and said: “A leader must have his eye on the big picture with equal attention to the minutest of details.” He said wisdom, communication, judgement and compassion were the traits of a good leader. —TNS
