The Himachal Government has lifted ban on carrying out transfers of Group-C and Group-D employees (except teaching cadres of Education and Technical Education Departments) till March 31. The ministers will be able to order the transfers of Group C and Group D officials while observing certain conditions.
As per the order issues today, transfers should be ordered strictly in accordance with the ‘Comprehensive Guiding Principles-2013’, amended from time to time. While ordering transfers, normal tenure/stay of three years of an official is to be considered. The transfers shall be restricted to the barest minimum, keeping in view the administrative requirement and in no case shall exceed three per cent of the respective cadre strength in the department.
Besides, in cases where condonation /relaxation of short stay, short distance, etc., is involved, the transfer will be made with the approval of the Chief Minister through the minister-in-charge. The employees can directly apply for transfer to their respective department.
