Goyal and eight information commissioners were recommended for appointment by a panel led by Prime Minister Narendra Modi and comprising Union Home Minister Amit Shah and Leader of Opposition Lok Sabha Rahul Gandhi last week.
With these appointments, the Central Information Commission will have its full strength of a CIC and 10 information commissioners after a gap of nine years. The commission can have a maximum of 10 information commissioners.
Goyal, a retired 1990-batch Indian Administrative Service (IAS) officer of Arunachal Pradesh-Goa-Mizoram-Union Territories (AGMUT) cadre, superannuated as Secretary, Department of Justice on August 31. He was earlier Secretary (Border Management) in the Home Ministry.
