The target killings in J&K have alarmed the security establishment as Multi-Agency Centre (MAC) has witnessed an exponential increase in the signals relating to Intelligence inputs. An inter-state anti-terror plan has also been put in place, sources said.

Several groups on Sunday staged anti-Pakistan protests at different places in J&K to condemn the killing of civilians and security personnel by terrorists. They set ablaze effigies of the Pakistan government to denounce its support to the terror activities in the UT. PTI
Spate of killings this month
- On October 2, Mohammad Shafi Dar and Majid Ahmad Gojri were shot dead by terrorists in Srinagar. On October 5, Makhan Lal Bindroo, Virender Paswan and Mohammad Shafi Lone were killed.
- On October 7, teachers Supinder Kaur and Deepak Chand were killed in a government school in Eidgah area. On October 16, Sagir Ahmed from UP and Arbind Kumar Shah from Bihar were murdered in Srinagar.
- On October 17, Raja Reshi Dev and Jogindar Reshi Dev, both from Bihar, were killed by terrorists in the Valley.
Security officials held a meeting amid the recent targeted killings amid fears that Pakistan-based terror groups would aim to create a law-and-order issue through proxies for the next few months by targeting civilians and jawans.
As per a plan, various agencies have been tasked to work in tandem not only in J&K but other states, such as Delhi, Uttar Pradesh and Punjab. Anti-terror wings of various states have also been asked to swiftly work on graded inputs so that helpers of terrorists residing in other parts of the country can be nabbed, the sources said.
Of late, the number of daily signals has been increased by almost 40% at the MAC that comprises 28 agencies, including the central Intelligence, security forces, Delhi Police and other investigating agencies.
J&K-related inputs, which on an average comprise close to 19% of the total inputs every month, have increased to nearly 32% in the threat management system. The top four officers of various intelligence and investigating agencies are supervising all the operations and inputs.
Sources claim that the investigation part is being supervised by the NIA as the agency will look after conspiracies in the recent target killings and probe links across India and abroad. In the past one week, the NIA has conducted almost three dozen raids related to the ISIS conspiracy in J&K and other parts of the country.
On the other side, the IB and the R&AW are involved in giving inputs not only to the J&K Police but also to other states’ cops after analysing the network of these terror outfits based on ground reports. The arrest of an alleged terrorist from Delhi’s Laxmi Nagar area is one such example, they added.
