EVEN as the Central government invests thousands of crores in hydroelectric projects across the Chenab Valley, growing climate risks—particularly Glacial Lake Outburst Floods (GLOFs)—underscore the urgent need for comprehensive risk assessment and mitigation planning.Several major hydropower projects in Kishtwar district, being developed by Chenab Valley Power Projects Limited, including Pakal Dul, Kiru and Kwar, are located in zones vulnerable to GLOF events. A sudden surge in water levels or a breach of natural glacial dams could severely damage infrastructure, disrupt operations and heighten downstream flood risks.According to an official government report, GLOFs pose a significant threat to Kishtwar district, particularly in the tehsils of Padder, Machail, Dachhan, Marwah and Warwan, as well as areas surrounding the Kishtwar High Altitude National Park. These regions lie in close proximity to glacial lakes, making them especially susceptible to sudden flooding events with potentially devastating consequences for communities, infrastructure and fragile ecosystems.“Key infrastructure in Padder, Machail, Dachhan and Marwah tehsils—including roads, government buildings, schools and hospitals—is at considerable risk,” the report notes. The tehsils of Marwah and Warwan, often described as “shadow areas” due to their remoteness, comprise low-lying settlements and agricultural communities with limited disaster preparedness and constrained emergency response capabilities, further heightening their vulnerability.The report identifies two glacial lakes in Kishtwar as high-risk and two others as moderate-risk, warranting continuous monitoring and preventive measures.In recent years, the government has intensified efforts to develop the Chenab Valley—comprising Kishtwar, Doda and Ramban districts—into a major power hub, with several projects under construction and others in the pipeline. While hydropower is critical for energy security and regional development, experts stress that climate resilience must be embedded into planning and execution.A GLOF occurs when water accumulated in a glacial lake—typically dammed by unstable formations of ice, sand, pebbles and debris—is suddenly released. Triggers can include accelerated glacial melting, geothermal activity, avalanches, earthquakes or landslides.Strengthening monitoring systems and early warning mechanisms in vulnerable areas must be a priority. Deployment of satellite surveillance, automated lake-level sensors and real-time data-sharing systems could significantly reduce risk. Authorities should also map vulnerable habitations and develop practical evacuation plans tailored to high-altitude terrain, where mobility is often restricted and response windows are narrow.As climate change intensifies glacial melt in the Himalayas, a balanced approach is essential. Power generation remains vital for sustainable development, but environmental safeguards cannot be sidelined. Economic growth and ecological security need not be competing objectives; integrating both is crucial to ensuring long-term prosperity and safety for the people of the Chenab Valley.
