J&K Govt pushes data-driven steps to reduce road accidents
Chief Secy assesses measures aimed at improving traffic mgmt, reducing road accidents and strengthening road safety mechanisms
Jammu and Kashmir Chief Secretary Atal Dulloo on Tuesday chaired a comprehensive review meeting of the Transport Department to assess measures aimed at improving traffic management, reducing road accidents and strengthening road safety mechanisms across the Union Territory.
During the meeting, the Chief Secretary reviewed the implementation of key road safety initiatives, including enforcement drives by the Motor Vehicles Department (MVD) and Traffic Police, the functioning of the Integrated Road Accident Database (iRAD) portal, and the rollout of the PM Rahat Scheme that provides immediate assistance to road accident victims.
Dulloo directed all departments concerned to ensure timely uploading and verification of accident data on the iRAD portal to enable accurate analysis and prompt corrective measures, particularly at identified accident black spots.
He also called for strict implementation of all directions issued by the Supreme Court and stressed the need for mandatory reporting of every major road accident.
Transport Secretary Avny Lavasa informed the meeting that the department, in coordination with other agencies, has been carrying out detailed analysis of road accidents through the iRAD portal, which helps identify accident hotspots and enables data-driven interventions.
She added that the integration of electronic Detailed Accident Reports (eDAR) with judicial systems is also being pursued to streamline accident reporting and the compensation process.
The meeting also reviewed the implementation of the Prime Minister’s Road Accident Victims’ Hospitalization and Assured Treatment (PM Rahat) Scheme, which provides cashless treatment to accident victims during the critical “golden hour” for up to Rs 1.5 lakh per case.
Officials said accident analysis through the portal has helped identify 16 major accident hotspots across Jammu and Kashmir, including locations in the districts of Jammu, Udhampur, Reasi and Srinagar.
Lavasa informed the meeting that since June 2022, over 3,800 accidents have been reported in Jammu district alone, while around 1,500 accidents were recorded in Srinagar, highlighting the need for targeted interventions in high-risk corridors.
The review also highlighted enforcement measures being undertaken by the Traffic Police and the Motor Vehicles Department to curb violations.
IGP Traffic M Suleiman said strict action is being taken against violators under the Motor Vehicles Act. In 2025, a total of 15,947 vehicles were seized, while 786 vehicles have already been seized so far in 2026 for serious violations.
The Transport Commissioner also informed the meeting about the utilisation of the Road Accident Victim Fund (RAVF) for accident-related relief measures.
He said Rs 1,226.10 lakh has been received under the fund, out of which Rs 1,153.10 lakh has been released to Regional Transport Offices (RTOs) and Assistant Regional Transport Offices (ARTOs), while Rs 73 lakh remains available for further use.
