Vinod Sood, a resident of Model Gram, Ludhiana, who is also the owner of plot no. 279-D at Surya Enclave Extension, a scheme launched by the Jalandhar Improvement Trust (JIT) in 2011, has said despite making several requests and visits to JIT officials, he has neither received possession of his plot nor got any refund.

Now, he has complained to the Prime Minister through an online complaint portal, Centralised Public Grievance Redressal and Monitoring System (CPGRAMS).

In his complaint, Sood, a retired bank manager, has written that in 2011, during the SAD-BJP government in Punjab, the JIT launched a housing project known as ‘94.97 acre Surya Enclave Extension Scheme’. He said it had offered around 431 plots ranging from 100 sq yards to 500 sq yards to the general public at a reserve price of Rs17,000 per sq yard.

Sood said he had booked a 200-sq yard plot in the name of his wife Mintu Sood and they were allotted plot no. 279-D at Surya Enclave Extension in November 2011.

He said he paid the complete amount of Rs39, 65,000 for the plot to the JIT by 2014, but not received possession till date.

In his complaint, he demanded that the Union Government should intervene in the matter and conduct a high-level inquiry. He said at present, the JIT is reeling under a financial debt and a number of allottees had registered cases with the state and district consumer forums against the Trust for duping them and not fulfilling the promises of giving possession.

Sood said he had also filed a complaint against the JIT with the state consumer forum and had won the case against the Trust in 2017, but it further challenged the orders in the National Consumer Forum.

“Now, I completely feel helpless as there is no response or any action being taken against the JIT. Therefore, I approached Prime Minister’s office to seek justice,” he said.

Meanwhile, in a reply to the complaint, the Department of Administrative Reforms and Public Grievances has fixed the responsibility of Vini Mahajan, Additional Chief Secretary, Department of Housing and Urban Development, Government of Punjab, to look into the matter and serve a suitable reply to the complainant’s complain.
