Residents of the Urban Estate Welfare Society, Kapurthala, have raised the long-standing demand for declaring Urban Estate and Seed Farm, Kapurthala, as a separate ward, keeping in view the forthcoming Municipal Corporation elections.
Residents stated that Urban Estate and Seed Farm are well-planned and fairly densely populated residential areas.
However, at present, Urban Estate has been divided into three different wards — Ward No. 13, Ward No. 16, and Ward No. 17 - and has been clubbed with other localities. This arbitrary division, residents said, has created serious problems of effective representation and proper administration.
Anuj Anand, Advocate and President of the Urban Estate Welfare Society, Kapurthala,
said that dividing a single, integrated residential colony into three separate wards and attaching it with other areas is totally unfair, impractical, and against the interests of the residents.
Due to this arrangement, residents are compelled to approach different elected representatives for the same locality, resulting in confusion, lack of accountability, and neglect. As a consequence, Urban Estate and Seed Farm have continued to suffer in terms of civic amenities, maintenance, and development works.
Anand further informed that even prior to the last Municipal Elections, residents had submitted written applications to the administration requesting the formation of a separate ward for Urban Estate and Seed Farm. But despite repeated representations, no concrete action was taken, and the genuine demand of the residents remained unaddressed.
Expressing serious concern, residents stated that the present division of Urban Estate into three wards raises doubts, as it does not appear to have been carried out primarily for the convenience or welfare of the residents. They said the flawed division has only contributed to the continued neglect of the area and has deprived residents of focused and effective representation.Residents said to ensure transparency and fairness, the administration should conduct a proper and impartial survey of the residents to ascertain their views regarding the creation of a separate ward. They stated that if the majority of residents support the demand, an appropriate and timely decision should be taken in the larger public interest.
On this occasion, senior residents and social workers K.S. Nagra and Dinkar Sangar extended their unequivocal support to the demand, stating that the creation of a separate ward for Urban Estate and Seed Farm has become an absolute necessity to ensure efficient administration and just representation.
Advocate Amrik Singh, along with a large number of residents, also firmly endorsed the demand, asserting that the long pending and legitimate issue deserves immediate consideration and decisive action by the authorities.
Anuj Anand said that the residents of Urban Estate and Seed Farm are wise, aware, and mature enough to fully understand the situation and its implications. He appealed to the district administration to take a positive, fair, and just decision on this long-pending public issue well before the upcoming Municipal Corporation elections.
