Though the state Education Department claims to have bigger plans such as introducing IELTS programme, providing teaching-learning materials, converting schools into smart schools and improving quality education for government schools, the fact is schools even don’t have teachers.

There are three government elementary schools in Kapurthala — at Jallowal, Badiyal and Kesar Pur — where a single teacher is teaching students of Classes I to V as well children of pre-primary classes.

In Government Elementary School, Jallowal, there are 31 students, in Badiyal, 25 and in Kesar Pura, there are 34 students, including pre-primary children. However, in all three schools, there is a single teacher who has been managing all the tasks.

As per information received from sources, following the transfers in the Education Department in August, many schools in the district are facing shortage of teachers.

A teacher from Kapurthala, on the condition of anonymity, said: “Through political approaches, the teachers are taking stations of their own choice, while the department has failed to check the problem of uneven distribution of the teaching staff.”

The teacher alleged that many schools in Kapurthala such as Government Primary School, Bishanpur Araian, and Government Elementary School, Jallowal, even lack basic facilities such as proper classrooms as there are only two rooms in these schools for six classes. While the toilet has been built outside the Bishanpur school premises in the adjoining street, the school has no playground and any provision of drinking water.

A parent, Kulveer Singh, said: “On the one hand, the government boast of quality education under the Parho Punjab, Parhao Punjab project, on the flip side, it has no teachers.”

In the absence of the lone teachers, EGS volunteers are deputed to take care of the schools, who also teach students. When asked how lone teachers manage six classes together, Kulveer said: “The teacher divides all students into groups. She gives work to one class and in the meantime, teaches the other one in the same room.

He said the Education Department had been playing with the future of the students. “How a lone teacher could teach both pre-primary and primary students at the same time,” he said while lashing out at the state government for ignoring the needs of schools situated in the villages. Meanwhile, Kapurthala DEO Harinderpal Singh confirmed that at present in these three schools, there were only a single teacher.

He said: “Due to shortage of teachers, the schools have been facing a problem but another teacher will be appointed soon in the schools.”

Inderjit Singh, DPI (Elementary), said: “We are working on the issue. Schools have been facing a shortage of teachers due to recent transfers. The department was making sure that the problem resolves soon.”
