3 high-level panels to work out modalities

JAMMU:The government has constituted three high-level panels to work out the modalities for the functioning of the proposed Union Territories (UT) in Jammu and Kashmir and deal with financial matters and staff-related issues in both the proposed Union Territories, including the UT of Ladakh.

The government has constituted three high-level panels to work out the modalities for the functioning of the proposed Union Territories (UT) in Jammu and Kashmir and deal with financial matters and staff-related issues in both the proposed Union Territories, including the UT of Ladakh.

According to the order, a committee, chaired by Advisor to Governor KK Sharma, has been constituted to work out the modalities for the functioning of the proposed UTs which will take formal shape on October 31.

The terms of reference of the committee will be steps to be taken for the transition from State to the proposed Union Territory of J&K by various departments and the conduct of government business in the proposed UT of Jammu and Kashmir.

In another order, the government has accorded sanction to the constitution of a committee to deal with the financial matters related to the proposed Union Territory of J&K and Ladakh. The Committee will be headed by Financial Commissioner, Finance Department.

The members of the Committee are Principal Secretary, Home Department, Commissioner Secretary, Power Development Department, Secretary, General Administration Department and Secretary, Department of Law, Justice & Parliamentary Affairs.

The order said that the terms of reference of the Committee would be realisation and distribution of funds and other related issues concerning the proposed UT of Jammu & Kashmir and UT of Ladakh under both Revenue and Capex components.

Similarly, the government has constituted a committee to deal with the staff-related issues in the proposed Union Territories. The committee will be headed by Principal Secretary, Home Department.

The order said the terms of reference of the Committee will be to suggest measures to be taken for providing staff to the proposed UT of Ladakh and any other issue(s) related to staff of the proposed UT of Jammu and Kashmir.
