Learning no lessons from the audit reports that raised objections over the non-submission of measurement books (very important records) by the officials concerned, the MC has failed to take any concrete action till date.

Information obtained under the RTI Act has revealed that a number of MC officials had failed to return over 300 measurement books to the MC since 2014.

The MC engineers are supposed to record information and measurements about the road and other works done in these books as per information. It is their responsibility to return the books to the MC.

An RTI activist Rohit Sabharwal has filed a complaint to the Department of Local Government in this regard. “I have obtained information under the RTI Act and it revealed that around 330 measurement books had not been submitted to the MC by the officials concerned since 2014. It indicated big irregularities in the construction and carpeting work of roads in the city,” he alleged.

Notably, the objections were also raised in the audit reports prepared by the Local Fund Account Punjab in the past as the MC officials had earlier also failed to submit their measurements books for audit. According to a report, when the auditing team had checked the register of period between 1990 and 2013, it had found that the measurement books were issued to various employees but they did not submit these books back to the civic body.

The forensic audit report that was earlier prepared by a private auditing firm states that the measurement book was not maintained by the civic body as per the engineering procedure. The measurement books, which have details about the civil works, are one of the most important records.
