Man shell-shocked by transformer, PSPCL fails to transform itself

The PSPCL says shifting cost will be borne by the complainant.

Installation of 200-KVA transformer close to a house of Davinder Kumar in Shaheed Bhagat Singh Nagar by the Punjab State Power Corporation Limited (PSPCL) has been constantly posing a risk to his life and property.

Such has been the fear that Davinder had to knock on the door of the Punjab Human Rights Commission (PHRC) to seek justice.

The PSPCL officials refused to shift the transformer to a safe distance even after the Chief Electrical Inspector (CIE) had pointed out in his report that the transformer had been installed on four poles near the house of the complainant and on the secondary side an LT fuse unit had been installed with the help of bobbin insulators at another pole which stood very close to Davinder’s house.

The report submitted by the CEI to the PSPCL further mentioned that the height of naked fuse unit from the ground was inadequate and was too close to the house of the complainant which could lead to an accident.

The CEI had further directed the PSPCL officials to shift the LT switch to another side of the transformer and submit a compliance report.

In his petition filed with the PHRC, Davinder stated that the adamant attitude of the PSPCL towards his grievance made him seek redressal and justice under the provisions of the Protection of Human Rights Act 1993.

The petitioner said even after the report of the CEI had clearly stated that the transformer, naked fuse and the LT switch had been installed in violation of the specifications and conditions laid down in the Indian Electricity Act, the PSPCL gave in writing that shifting of the transformer and other equipment – if desired – would be carried out at the cost of the consumer.

The petitioner in his representation said the CMD and concerned officials, including the Chief Engineer of the PSPCL along with the CEI ought to be held responsible incase of any loss to life and property caused by the faulty installation of electrical equipment.
