The Vigilance Bureau (VB), Ludhiana, on Wednesday apprehended Ravinder Singh, a clerk posted at the ESI dispensary in Dhandari Kalan, here, for demanding and accepting a bribe of Rs 15,000.

Stating this here today, an official spokesperson for the state Vigilance Bureau said the clerk was arrested on the basis of a complaint lodged by Rajwant Singh, a resident of Chankoian village in Ludhiana district, who is employed as a peon at Guru Harkrishan Public School, Doraha.

The complainant stated in his statement that he had got medical treatment at the DMCH and being a beneficiary of free medical treatment under the ESI scheme, his bills amounting to Rs 4,78,136 were pending for clearance in the ESI dispensary.

The complainant alleged that the dealing clerk concerned, Ravinder Singh, demanded Rs 30,000 bribe in lieu of clearing his bills, otherwise he would pass bills amounting to Rs 1,25,000 only, of the total amount.

The clerk advised the complainant to pay the bribe in two instalments, Rs 20,000 in advance and the remaining Rs 10,000 later.

He said Ravinder also told the complainant that he also had to share the bribe amount with the oficial concerned in Chandigarh. The complainant also made a recording of his conversation with the suspect in his mobile phone and submitted it to the VB as evidence.

The spokesperson said after a preliminary investigation of the complaint, the VB range, Ludhiana, laid a trap and the clerk was arrested while he was accepting Rs 15,000 as the first instalment of the bribe from the complainant in the presence of two official witnesses. In this regard, a case under the Prevention of Corruption Act was registered at the VB range police station. He would be produced in a competent court on Thursday and role of other officials would also be probed, he added.
