New Delhi, August 19

The Union Cabinet today approved a proposal to set up a National Recruitment Agency (NRA) for conducting the Common Eligibility Test (CET) to select candidates for all Group B and C posts in the Central Government and public sector banks.

Briefing media after the meeting of the Union Cabinet, Information and Broadcasting Minister Prakash Javadekar said, “The government has decided to set up National Recruitment Agency to conduct Common Eligibility Test. This decision will benefit young job-seekers.”

1,000 exam centres across country

  • The agency will conduct CET to screen/shortlist candidates for the Group B and Group C (non-technical) posts
  • Based on CET score, final selection shall be made through specialised exams conducted by SSC and Railway Recruitment Board
  • Initially, 1,000 exam centres will be set up to conduct the CET. All districts will have at least one centre. Nearly 2.5 crore take exams for selection to 1.25 lakh government jobs each year

The minister said 2.5 crore aspirants take multiple examinations conducted by agencies for selection to 1.25 lakh government jobs advertised each year. Now, candidates will appear for a single online test and its scores will remain valid for three years.

The agency will initially supplement three recruiting agencies – Staff Selection Commission (SSC), Railway Recruitment Board (RRB) and Institute of Banking Personnel Selection (IBPS) by conducting the first level of unified eligibility examination, Minister for Department of Personnel and Training (DoPT) Jitendra Singh said, adding that the final exams would be conducted by the respective recruiting agencies.

The NRA, which will conduct a CET to screen/shortlist candidates for the Group B and Group C (non-technical) posts, will have representatives from the Ministry of Railways, Ministry of Finance/Department of Financial Services, the SSC, the RRB and the IBPS.

For now, the scores of the CET will be used by three major recruitment agencies, but other agencies would be included over a period of time, Singh said, adding that in the long run its score could be shared with other recruiting agencies in the Central government, state governments/Union Territories, public sector undertakings and the private sector.

The NRA will conduct a separate CET each for the three levels of graduate, higher secondary (12th pass) and the matriculate (10th pass) candidates for non-technical posts to which recruitment is currently carried out by the SSC, RRB and the IBPS. Singh said the initial plan is to set up 1,000 exam centres across the country to conduct the CET.
