PPCB sets up online monitoring cell for real-time environmental surveillance

In a major move to strengthen environmental compliance and improve regulatory oversight, the Punjab Pollution Control Board (PPCB) has established a dedicated Online Monitoring Cell (OMC) at its headquarters in Patiala.
It will function as a centralised digital monitoring hub, keeping round-the-clock watch on emissions and effluents generated by industries and common treatment facilities.
The initiative is aimed at enhancing transparency, ensuring compliance with environmental norms and enabling swift action against violations.
PPCB Chairperson Reena Gupta said the Online Monitoring Cell will monitor a range of digital surveillance and monitoring systems, including Online Continuous Emission and Effluent Monitoring Systems (OCEMS), Continuous Ambient Air Quality Monitoring Stations (CAAQMS), Online Data Acquisition and Monitoring Systems (ODAMS), CCTV surveillance networks, GPS tracking systems and barcode-based software deployed by industries and waste-treatment facilities.
The cell will oversee the uninterrupted connectivity of these systems with PPCB servers and maintain a comprehensive database of all online monitoring platforms. It will also develop standard operating procedures for data analysis, prepare daily monitoring reports and identify habitual violators for further action by field offices.
She said that serious environmental violations detected through online monitoring, such as discharge of untreated wastewater, excessive polluting emissions, improper disposal of hazardous waste and violations related to biomedical waste management, will be immediately reported to the competent authorities for action.
Gupta believes that this initiative will significantly improve environmental governance by facilitating real-time monitoring and evidence-based enforcement. The digital system is expected to help regulators identify non-compliance at an early stage and take corrective measures.
She said environmental regulation in the modern era must be driven by technology, transparency and timely intervention. She said the Online Monitoring Cell represents a major step towards proactive environmental governance and will help the Board improve compliance while protecting Punjab’s air, water and public health.
The functioning of the Online Monitoring Cell will be reviewed regularly by the Member Secretary of the PPCB to ensure effective implementation and continuous improvement of monitoring mechanisms across the state.
