The doctors and staff will remain under the Department of Health and Family Welfare. They will eventually be redeployed to other locations according to the department policy, ensuring that their seniority and cadre management remain unaffected.

The university is authorised to hire its own doctors and staff to ensure smooth operations. It also gains control over all buildings, machinery, and existing equipment.

The BFUHS is permitted to use these facilities for medical education, research and to start new courses. The university must ensure that these institutions always maintain health services equivalent to a 100-bed hospital for the general public. User charges must also align with existing state government patterns, read the orders.

Despite the transfer, the state government will continue to provide funds for national and state-level welfare programmes, such as the Janani Suraksha Yojana and Mata Kaushalya Yojana, reads the orders and notification issued by Kumar Rahul, Principal Secretary to the Government of Punjab, Department of Health and Family Welfare.
