VIP security panel to report by March 9; Mohali court complex incident challan filed, HC told
A complaint in the matter was lodged by the Additional Chief Judicial Magistrate on July 11, 2025, along with the CCTV footage
The Punjab and Haryana High Court was today informed that a committee constituted to review the security of VIP protectees would submit its report by March 9. The submission came during the hearing of a matter in which the High Court has been examining issues relating to police administration, security preparedness and compliance with earlier directions.
Placing the State’s stand on record, the counsel submitted: “A committee to review the security of VIPs protectees has been constituted on 09.02.2026 which is likely to submit its report by 09.03.2026 and the details of the action taken in pursuance thereto shall be placed before this Court thereafter.”
The Bench of Justice Anupinder Singh Grewal and Justice Deepak Manchanda was also told that the challan in the recent incident at the District Court Complex, Mohali, had been filed and a supplementary report would follow within 15 days. The court, on a previous date of hearing, had referred to “an unsavoury incident” that took place on July 6, last year, wherein a police officer manhandled and thrashed a chowkidar/court employee on duty in the Mohali District Court premises.
The Bench, during the course of hearing, observed it had come to its notice that police officer snatched the keys, opened the entry gate lock before entering the court premises. The incident was captured by a CCTV.
A complaint in the matter was lodged by the Additional Chief Judicial Magistrate on July 11, 2025, along with the CCTV footage. But FIR was not registered. Later, the CJM directed FIR registration by passing a judicial order on July 30, 2025. An FIR was registered on July 31, 2025, but “there appears to have been no action in furtherance thereto even though a period of six months has elapsed”, the Bench had observed
Appearing in person, Mohali Senior Superintendent of Police submitted: “With regard to the incident in the District Court Complex, Mohali, the challan has been filed and further investigation is going on to collect additional evidence and a supplementary challan would be filed within 15 days.”
The Bench listed the matter for February 26 for further consideration.
