What to do with the Kaiser, is a question being asked and discussed in the allied countries. None of the allied Governments or prominent allied statesmen have hitherto committed themselves to any policy in this matter. But the Press in France and elsewhere and individual politicians and groups of politicians have expressed their opinions with warmth and emphasis. Whether the opinions are in any way representative is not known, but they leave no room for doubt that there is a feeling that the Kaiser should be brought under allied control. A resolution will be moved in the French Chamber in favour of the Allies approaching enemy Governments to secure the extradition of those responsible for the war, while some Dutch residents in London are said to have wired to the Hague demanding “Holland shall not harbour the world’s greatest criminal”.
