HOW little reliance can be placed on some of the summaries of speeches in the Council supplied by the Associated Press is shown by the full text of Sir William Vincent's speech on Mr. Banerjea’s resolution, which is now available. It will be remembered that in the telegraphic summary of the speech, which appeared in these columns and elsewhere, Sir William was reported to have made the astonishing statement that “the announcement of August 20 was binding upon all of us.” The statement was taken strong exception to by ourselves and others. We now find that Sir George did not make this statement at all, but made a statement which was very different.
