Today, artificial intelligence (AI) promises a different arc — one of efficiency, scale and global competitiveness. Under the banner of “AI for All”, India envisions using algorithms to improve governance, healthcare, agriculture and industry. Yet beneath this optimism lies a harder question central to the Indian labour market: can AI-led growth create jobs or will it deepen the paradox of jobless growth in a country where work is both an economic necessity and a source of dignity?This question sits squarely at the intersection of GS Paper III (Economy, Technology) and GS Paper I (Social Issues), demanding not just technical answers but a socio-economic imagination.AI and promise of productivityAI’s immediate impact on the labour market is through productivity enhancement. In manufacturing, predictive maintenance reduces downtime; in services, chatbots and automation streamline customer support; in agriculture, AI-driven advisories improve yields and input efficiency. For firms, this means lower costs and higher output. For the economy, it promises higher GDP growth and global competitiveness.India, with its strong IT backbone and vast data ecosystem, is well-placed to benefit. AI could help Indian firms climb the value chain — from routine back-office work to high-end analytics, design and innovation. In theory, higher productivity should free up labour for more creative and higher-paying roles.However, history cautions against linear optimism. Productivity gains do not automatically translate into broad-based employment, especially in an economy already struggling with low labour force participation and informalisation.The spectre of jobless growthIndia’s growth story over the past decade has often been criticised for being capital-intensive and weak in employment generation. AI risks reinforcing this trend. Automation disproportionately affects routine, repetitive tasks — exactly the kind that employ millions in India’s services sector, from call centres to clerical work.White-collar disruption is no longer theoretical. Entry-level jobs in accounting, legal research, journalism and software testing are increasingly automated. Unlike previous technological shifts that displaced mainly manual labour, AI directly threatens the middle layer of skilled but replaceable workers.For a country where nearly 90% of workers are in the informal sector, displacement without adequate social security can be devastating. If AI-led growth raises output without absorbing labour, India may face rising inequality, underemployment and social unrest, turning the demographic dividend into a demographic liability.Uneven impact and the digital divideAI does not land evenly across society. Its benefits accrue where data, connectivity and skills already exist, mainly in urban, formal and English-speaking India. Meanwhile, rural areas grapple with poor internet access, low digital literacy and limited exposure to emerging technologies.This digital divide has a direct labour-market implication. As AI reshapes jobs, those without access to digital tools risk being locked out of future opportunities. A farmer with AI-enabled advisories can boost income; one without connectivity falls further behind. Similarly, an urban graduate with exposure to AI tools adapts; a rural youth without digital skills is rendered invisible to the new economy.Thus, AI risks creating a dual labour market: one integrated into global technological flows, the other trapped in low-productivity work. For a society already marked by caste, gender and regional inequalities, this technological divide can harden existing fault lines.Gender and social dimensionsAI’s labour impact is also gendered. Women in India are overrepresented in clerical, routine service roles — precisely the jobs most vulnerable to automation. At the same time, women remain underrepresented in STEM fields that drive AI development.Without corrective policy, AI may worsen already low women labour force participation. Similarly, marginalised communities with limited access to quality education and digital infrastructure risk being excluded from AI-driven opportunities, raising concerns of technological exclusion as a new form of social inequality.The case for a national skilling frameworkIf AI is inevitable, policy choice lies in shaping its impact. The single most important intervention is a robust, future-oriented national skilling framework.First, skilling must shift from narrow vocational training to continuous, lifelong learning. AI evolves rapidly; static skills become obsolete. Workers need adaptability — critical thinking, digital literacy and domain-specific AI familiarity.Second, skilling must be inclusive and decentralised. Rural skilling centres, vernacular digital content and public-private partnerships can help bridge the urban-rural gap. India’s Digital Public Infrastructure such as Aadhaar, UPI and DigiLocker can be leveraged to deliver training at scale.Third, education policy must align early. Integrating computational thinking, ethics of AI and problem-solving into school curricula is not a luxury but a necessity. The goal is not to turn everyone into coders, but to make workers AI-literate rather than AI-dependent.Finally, skilling must be matched with labour market reforms and social protection. Transition periods will involve displacement. Without unemployment insurance, reskilling support, and portable social security, workers will resist change—slowing adoption and amplifying social tensions.Rethinking “AI for All”“AI for All” cannot mean AI for efficiency alone. It must mean AI for employment, equity and empowerment. This requires moving beyond a purely market-led approach to one where the state actively shapes outcomes — through regulation, public investment and ethical frameworks.India must also invest in labour-intensive AI applications, such as assistive technologies that augment rather than replace workers — AI for teachers, doctors, farmers and artisans. Augmentation, not substitution, is where India’s comparative advantage lies.Choosing the social trajectory of technologyAI is not destiny, it is a tool. The Indian labour market stands at a fork in the road. One path leads to higher productivity but fewer jobs, deeper inequality and social strain. The other leads to shared prosperity, where technology amplifies human capability rather than erasing it.For a civil services aspirant, the lesson is clear: the real challenge is not technological, but institutional. India’s success with AI will be judged not by algorithms deployed, but by livelihoods protected, skills upgraded and opportunities widened.In the end, the question is simple yet profound: will AI work for India or will India work for AI? The answer will define the future of work and the soul of India’s growth story.
