Every time tariffs are raised, sanctions imposed or trade deals torn up, a familiar argument resurfaces: Why mix economics with politics? The recent decision of the United States to impose high tariffs on India — and the claim that trade policy is being “weaponised” for political gains — has triggered exactly this debate. But history offers a blunt answer: economics and politics have never lived in separate rooms. They share the same bloodstream.From the rise of nation-states to the fall of empires, from revolutions to global institutions, economic decisions have repeatedly shaped political destinies. Markets do not merely respond to power; they create it, sustain it and sometimes destroy it. To imagine a pure, apolitical economy is to believe in a world that has never existed.Before free trade: Mercantilism and the birth of the modern stateIn early modern Europe, economics was explicitly political. Mercantilism, the dominant doctrine between the 16th and 18th centuries, treated trade as a zero-sum game. Wealth meant power and power meant survival. States actively intervened in commerce, imposed tariffs, controlled colonies and restricted imports to accumulate bullion.Colonial empires were not built for cultural exchange but for economic extraction. Spain’s silver from Latin America, Britain’s control over Indian textiles and France’s plantation economies were instruments of geopolitical rivalry. War and trade were two sides of the same coin. The state did not merely regulate the economy; it owned it.This period makes one thing clear: the modern sovereign state was forged through economic control, not despite it.Zollverein: Economics as a prelude to political unityThe 19th-century German Zollverein remains one of history’s clearest demonstrations of economics paving the road to political integration. Long before Germany became a nation-state in 1871, Prussia led a customs union that abolished internal tariffs among German states.This was not a neutral trade reform. By aligning markets, standardising rules and integrating infrastructure, Prussia quietly established political leadership. Economic interdependence made political unity not only possible but inevitable.Otto von Bismarck later used “blood and iron” to unify Germany, but the groundwork had already been laid by customs and commerce. Zollverein proves a powerful lesson: economic unity can precede and prepare the ground for political consolidation.Liberalism, Marxism and the economics of powerEven political theories are deeply rooted in economic realities. Classical liberalism emerged alongside capitalism, private property and expanding markets. Thinkers like Adam Smith advocated free trade not just as an economic ideal, but as a path to peace, prosperity and limited government.Marxism, in contrast, turned economics into the primary engine of history. Karl Marx argued that political institutions, laws and ideologies were merely “superstructures” built upon the economic “base”. Class struggle, not culture or morality, drove political change.Whether one agrees or not, the implication is profound: political power cannot be understood without understanding economic relations. Ideologies themselves are shaped by material conditions.The Corn Laws and the politics of breadIn 19th-century Britain, the Corn Laws imposed tariffs on imported grain to protect domestic landowners. Economically, they raised food prices. Politically, they created social unrest.The industrial working class bore the burden, while the landed elite benefited. The eventual repeal of the Corn Laws in 1846 was not merely an economic reform. It marked the political victory of industrial capital over aristocratic land power.Here, tariff policy directly altered class power structures and reshaped British politics. Trade policy became social policy.Empire, trade and the logic of imperialismLate 19th-century imperialism was driven less by civilising missions and more by markets, raw materials and strategic trade routes. Lenin famously described imperialism as the “highest stage of capitalism”, arguing that surplus capital pushed industrial powers to seek colonies.Whether in Africa, Asia or the Middle East, political domination followed economic interests. Railways, ports and plantations were built to serve metropolitan economies, not local societies. Borders were drawn to facilitate extraction, not governance.Political control was the means; economic gain was the end.Bretton Woods and the post-war world orderAfter World War II, the United States did not merely rebuild economies. It designed a political order through economic institutions. The Bretton Woods system created the IMF and World Bank, tying financial stability to a US-led global order.The Marshall Plan was both humanitarian and strategic. By rebuilding Europe, the US contained communism. Aid, loans and trade preferences became tools of ideological competition during the Cold War.Economic assistance was diplomacy by other means.Sanctions, tariffs, and the modern “weaponisation” of tradeSanctions on Iran, Russia and North Korea; trade wars between the US and China; tariffs imposed on allies and rivals alike. These are not anomalies. They are continuations of a long tradition.What has changed is scale and visibility. Globalisation has made economies deeply interdependent, so economic actions now have immediate political consequences. Tariffs can signal displeasure, coerce behaviour or rally domestic constituencies.When the US imposes tariffs on India, it is not abandoning economic rationality. It is pursuing political leverage through economic tools. That may be contested, even counterproductive, but it is not unprecedented.Can economics unite—or divide?History suggests both. The European Union emerged from the idea that economic integration could prevent war. Coal and steel, the tools of conflict, were pooled to make war materially impossible.Yet the same EU faces internal fractures over trade, debt, and fiscal rules. Brexit itself was driven by economic anxieties translated into political choices.Economics can bind nations together, but it can also sharpen fault lines when gains are uneven or perceived as unfair. Power always finds a price tagThe idea that economics should be kept separate from politics is comforting, but fictional. From mercantilist empires to modern trade wars, economic decisions have always been instruments of power.Tariffs, sanctions and trade agreements are not distortions of a pure market order; they are expressions of political priorities. Even the call for “free trade” is a political choice, reflecting who benefits and who bears the cost.For students of history, policy or civil services, the lesson is essential: to understand politics, follow the money; to understand economics, examine power. Economics can unite or divide, liberate or dominate, but it never operates in a political vacuum.In the end, money doesn’t just talk. It governs.
