Women safety, drug menace Haryana govt’s focus areas, but no concrete plan listed out

Amidst the “usual” reiteration of bringing Haryana’s share of the SYL waters to the state and an update of its performance in sectors including power and revenue growth, Haryana’s BJP-JJP government seems alive to two critical social issues — the need for improved safety of women in homes and in public places as also to the growing drug menace.

Budget on Feb 28

The Business Advisory Committee has decided that Budget estimates will be presented on February 28. There will be discussions on the Budget on March 2, 3. The session will end on March 4. On demand for extension by a day, Speaker Gian Chand Gupta has said it will be prolonged if needed. There will be holidays from February 21 to 23 and on February 29 and March 1.

That’s the good news from Haryana Governor Satyadeo Narain Arya’s address delivered to the Haryana Vidhan Sabha on the opening day of the Budget session here on Thursday. The disappointment, however, comes from the fact that the government plans to strive for this improvement in safety of women through a mass movement. It fails to list out concrete steps on this front unlike other sectors where detailed plans find mention.

The Governor who read out the beginning and the end of the 27-page address which lasted just about 10 minutes and announced that the rest be deemed to have been read, added that the government would further strengthen infrastructure and provide police support to prevent crime against women.

On the drug menace spreading its tentacles in the state, the address listed a “multi-stakeholders approach” with focus on demand reduction and choking supplies. The Governor said increased policing and improved security through additional recruitment has been the focus area while setting up of the Haryana Narcotics Enforcement Bureau is in the pipeline.

Cong thumbs down to Guv’s Address

Congress leaders gave the thumbs down to the Governor’s Address and planned to corner the government on crime against women, paddy procurement, post-matric scholarship scam, mining scam and drug addiction via calling attention motions. CLP leader BS Hooda said there was no information on the condition and direction of the government in the address.

Announcing that the government was observing 2020 as ‘Sushasan Sankalp Harsh’, Arya said several new good governance initiatives would be launched.

Highlighting the government initiative to promote hygiene among BPL category of adolescent girls and women in the 10-45 age group by providing sanitary napkins, Arya said these would be distributed free of cost to approximately 11 lakh BPL families in the state.

The Governor mentioned the government’s intent to complement the strength of the Haryana Roadways bus fleet by hiring buses under the “kilometre scheme”.

The reduced aggregated technical and commercial losses of the power distribution companies from 30.02 per cent to 17.45 per cent in three years, Haryana topping the overall ranking in State Energy Efficiency Index of 2019, a fund of Rs 5 crore to every MLA for development works, increase in exports from Rs 4.5 crore (1967-68) to Rs 98570.24 crore (2018-19) and 96 per cent full immunisation coverage were among the accomplishments mentioned.
