To make use of the vacant land where the Old Jail was housed earlier and which has recently been shifted to a new location outside the city, the District Magistrate Amit Singh Negi has proposed allotment of a part of the land for the new district collectorate office complex presently located in the heart of the city.

The urgency on part of the DM stems from the fact that about three-acre vacant land of the total 11-acre has already been allotted for the district courts complex. In a written proposal to the chief secretary two days back, the DM has requested for allotment of the remaining part of the old jail land, which was built during the British era, for the new complex.

The DM today confirmed that they were trying to get the land in the larger interest of the public. The existing place has become highly congested due to presence of major public dealing offices in it ever since Dehradun became the state capital. “We have proposed to construct a multi-level complex building having adequate parking space to tackle the daily public rush,” he said adding that the number of the floors in the new building would be in accordance with the existing rules.

The move to shift the complex gained momentum after the old jail was shifted to Suddhuwala, near Selaqui. The judiciary has already taken possession of the land allotted to it. Former DM and Negi’s predecessor Dr. Rakesh Kumar had originally mooted the idea about three months back. “I am trying to push it to its logical conclusion,” he said while expressing inability to say anything on the timeframe in which it might be accomplished.

However, one thing is certain: the proposed new buildings will help make optimum use of the available space, as at the existing location, the old single floor buildings have only added up to the space constraints.

Dehradun, November 22
The Dehradun Master Plan 2025 has definitely underlined the importance of Malsi Deer Park, the only wildlife hub within the city limits. The plan envisages safeguarding the Malsi Park, which covers 38.86 hectares and accounts for .11 percent area of the city, as an exclusive wildlife zone. The park is located on the Dehradun-Mussoorie road and on an average attracts 300 to 350 visitors every day. Its revenue approximately stands at 6 to 7 lakhs per year.

The Malsi Park, which finds special mention in the Master Plan, is the only park dedicated to wildlife within the city limits and is a good recreation spot for children and tourists. As of now, the park has two leopards, 54 spotted deer, three barking deer, six Ginni Fowl, one hill goat, two owls, two eagles, two Silver Pheasant, a black buck and a vulture. This is apart from rabbits and parrots that are in abundance here. Parents generally prefer to take their children to Malsi, as the place proves ideal for knowledge excursion.

While the Master Plan calls for compete makeover of the city on the infrastructure front, it has laid equal focus on Malsi Park. The state forest department that manages Malsi has ambitious plans for the park as well. The overcrowded Malsi is now in urgent need of expansion and efforts are already on to ensure it a mini-zoo status. “We are speedily working towards achieving a mini-zoo status for Malsi”, said Dehradun division forest officer B.K. Gangte.

Taking into account the importance of Malsi Park, Friends of Doon, a society comprising denizens of Doon, in assistance with Centre for Environment Education (CEE), had been working to develop the park as a center for nature studies. The CEE has already submitted its report to the forest department.

“Malsi is a good source for school students to know about wildlife,” S.K. Mukherjee, a member of Friends of Doon said.

Significantly, with no other alternative in and around Dehradun city, every wild animal that is recovered in distress from the region is rehabilitated at this very Park.

Dehradun, November 22
As part of the city’s beautification drive, the success of Mussoorie experiment regarding maintenance of streetlights would determine whether it should be replicated in the proposed scheme of installing fancy streetlights on Rajpur Road.

The Mussoorie Dehradun Development Authority (MDDA) had earlier decided to replace the archaic streetlights on the city’s busiest road leading to Mussoorie with fancy ones. According to MDDA executive engineer Anil Tyagi, the authority has decided to install 75 streetlight poles on the central verge with underground cabling to give this public utility a beautiful look. In the first phase, it has been planned to cover the stretch from Darshan Lal Chowk to Dilaram Bazar. In response to the tender process in which three firms participated, one has already supplied the sample poles. The installation would be done in a few months after selection of the best one, he added.

Although he refused to comment whether the responsibility of their maintenance would be given to Dehradun Municipal Corporation (DMC), which is looking after this aspect elsewhere in the city, official sources said the MDDA was mulling following the Mussoorie experiment. “If successful, we will replicate the same here as it will generate income besides ensuring proper maintenance,” said official sources.

In 2004, the MDDA had installed 80 cast iron streetlight poles along with railings and street furniture on the Mall Road, Mussoorie, for its beautification. Some days back, it gave rights to use them for advertisement purpose to a Delhi-based firm in lieu of their maintenance. As part of the agreement, the firm will also pay some money to the MDDA, which was looking after their maintenance so far.

Dehradun, November 22
Agriculturists and experts in the field of agriculture science here do not seem too happy with the state Chief Minister Maj Gen B.C. Khanduri’s (retd) decision that out of the total of 35,687 hectares of agricultural land, 5,000 hectares would be converted into residential colonies under the Dehradun Master Plan.

According to former director agriculture, ministry of agriculture, Union government, G.B.Raturi (retd), the move lacks vision. “Food is the basic requirement of humans. If there will be less fields, obviously the produce would be less. This can lead to serious consequences and will have adverse effect,” said Raturi. He added that he completely disagrees with any move to convert agricultural land into a jungle of concrete. Notably, in the Master Plan it is mentioned that agricultural land in as many as 172 villages will now be used for residential purposes.

Expressing his views on the issue, Dr. Anil P. Joshi, founder of Himalayan Environmental Studies and Conservation Organisation (HESCO), said: “I have been repeatedly stressing that land use of the farmland should not be changed. Construction of houses over agricultural land will do no good to the state.” He further said it was extremely unfortunate that government is reducing the area under cultivation. Former mayor and general secretary of All India Mahila Congress, Manorma Dobriyal Sharma, has also said that the master plan lacks vision.
