banned CHANDIGARH, April 22 It is time to stop lavish expenditure and be frugal. If the Haryana government's latest circular on economy measures is to be believed, the state this year will save a neat Rs 100 crore by just cutting down all avoidable expenditure. Expenses on cars, telephones, travelling and lavish official expenditure is to end forthwith. But much more important - no new posts in the government. "Government machinery is already very heavy. We have over the years collected a lot many employees who at times end up working less. So no more fresh recruitment," the Chief Minister, Mr Bansi Lal said. And his instructions have been followed up by an official circular to all heads of departments. The government's worry comes from a bad fiscal state of affairs. It spends over 68 per cent of revenue on salaries and pensions. A single decision like the last week's 10 per cent hike in dearness allowance means a clean Rs 250 crore expenditure. It seems that the government by and large collects taxes to feed its vast machine, some useful and some useless, indeed. Now there will be a complete ban on the creation upgradation of posts. All proposals which are under process are hereby stayed. However, the creation of posts in specific areas would have to be approved by the Chief Minister on the high powered committee so authorised. Posts lying vacant for more than two years as on March 31,1998, shall stand abolished. All departments will inform the Finance department about the number of posts so abolished. The remaining vacant posts will be reviewed on the basis of need and functionality in view of the staff strength already available to the department. The administrative secretaries will initiate immediate action in this regard and send the outcome report of the review to the Finance department. With a view to making the best use of the state resources and to avoid unnecessary overlapping expenses, the government has decided to eliminate duplication and overlapping of social and promotional services and agencies. The staff becoming available as a result of the reduction in the number of such schemes on account of this review should be redeployed, after training, if required, in useful schemes within the department. The government has decided that the expenditure on POL should be cut in 1999-2000. It has, therefore, been decided that the use of vehicles in the departments be so managed that expenditure on POL is reduced by 10 per cent of last year's actual expenditure. The POL coupons will, therefore, now be issued by the Finance department after imposing the cut. It has been decided to impose a cut of 10 per cent on the "office expenses" and 5 per cent on the "travelling expenses" in 1999-2000. The departments, should therefore, manage their expenses on office and travelling accordingly to implement this decision. The expenditure on
lavish office furnishing and other office items should be
stopped. Before considering any proposal for purchase of
new stores items by the departments, the inventory being
maintained by them, including by the engineering
departments, should be carefully reviewed and purchases
with regard to only those items will be allowed whose
requirement is essential and not met from within the
available inventory. In order to effect economy it has
also been decided to impose an overall cut of 10 per cent
on non-Plan revenue expenditure by all departments in the
year 1999-2000. |
HVP's "hurt ego"
delayed letter GURGAON, April 22 The HVP delayed submitting the letter of support to the Vajpayee government on account of its leaderships "injured ego" following realignment of the principal Opposition party in the Haryana Assembly, the Indian National Lok Dal (INLD), with the BJP. The INLD leader, Mr Om Prakash Chautala, told TNS today that he decided to extend support to the Vajpayee-led government during the motion of confidence only after the Centres assurance to roll back the hike in urea price. However, sources said that one of the components of the compromise between the INLD and the Vajpayee governments crisis managers was that the BJP would withdraw support to the Bansi Lal government in Haryana in the near future. The HVP delayed the letter of support as it wanted a clarification from the BJP on "reports" that it had assured the INLD of withdrawing support to the Bansi Lal government. In a counter move, the HVP supporters also gave the impression that its leadership was not averse to joining hands with the Congress. Significantly, the INLD also tried to fish in troubled waters by making overt efforts to isolate the HVP in the BJP camp in the past two days. Mr Chautala claimed that Mr Bansi Lal could join the Congress any time. Also, rumours were floated last afternoon that the BJP had decided to withdraw support to the Bansi Lal government in Haryana. Significantly, the BJP leaders in Haryana maintained a "studied silence" in the face of the rumours. There were reports that BJP leaders of the state were advised to maintain silence by the party managers involved in efforts to reinstall the Vajpayee government. The development has led many to believe that the BJP propaganda machinery was following the policy of running with the hare and hunting with the hound to browbeat the HVP leadership to submit the vital letter by 7 p.m. yesterday. Bansi Lal, appears to have apprehended a 'threat' to his
government. In a related development, the state
intelligence in Haryana is said to have apprised Mr Bansi
Lal, about a month ago, that in case of a mid-term
election in the state, the HVP would get 70 seats if it
contested on its own. The intelligence is further said to
have apprised Mr Bansi Lal that in case the HVP contested
in alliance with the BJP, the two would get 60 seats. |
HVPN indifferent
to complaints SONEPAT, April 22 Power supply remained erratic in this industrial city for the third successive day today. Life was thrown out of gear. Drinking water supply was hit. Hospitals, too, were affected. The industrial belt on the G.T. Road is the worst hit. Angry industrialists said officials of the Haryana Vidyut Prasaran Nigam were not responding to their complaints and did not even answer phone calls. Mr S.K. Singhal, president of the G.T. Road Industries Association, said the officials were indifferent to their repeated complaints regarding erratic power supply and unscheduled power cuts. Enquiries by this correspondent revealed that power quota allocated to the Sonepat Operation Circle of the HVPN had been reduced by one third. This had resulted in unprecedented power cuts in this city and elsewhere. A fault in the Northern Grid and faulty working of the Panipat thermal power plants were the main causes of the power crisis. It is learnt, the HVPN
authorities are making concerted efforts to maintain
power supply to all essential services. |
3700 water connections
illegal ROHTAK, April 22 The rising number of illegal water connections has been causing a loss of lakhs to the state exchequer and causing water shortage for the law-abiding consumers in the town. According to unofficial sources, their are about 3700 illegal water connections in various colonies. People in unauthorised colonies have been getting regular water supply free of charge, while consumers in other parts of the town are facing a scarcity of water. Explaining the reasons for this mushrooming of illegal water connections, an official of the Public Health Department said a no-objection certificate (NOC) from the municipal committee was required for the department to approve a water connection to a consumer. The NOC was issued by the committee only when the consumer concerned had paid various taxes, including the development charge and house tax. However, a large number of consumers neither deposited the development charge nor got their house plan approved. Since the committee could not give an NOC to these defaulters, they took illegal water connections from the main pipe. On the other hand, the consumers who have valid connections and have paid the development charge, face water shortage. A consumer told this correspondent that he deposited Rs 18,000 as development charge with the municipal committee at the rate of Rs 60 per square yard. But, he lamented, he had been facing an acute shortage of potable water while those with illegal connections were facing no problem. Officials of the Public Health Department, while admitting the presence of illegal water connections, complained that whenever a campaign was launched against such malpractices, it was obstructed by influential people. They said they were even forced to restore certain illegal water connections following pressure from bigwigs. They alleged that they were threatened that they would be transferred to distant places if the 'recommendation' was not followed. However, the officials said they had issued one-week-notice to nearly 700 'earring' consumers to stop drawing water illegally. A large number of consumers get their water connections from the lower part of the main pipeline. According to rules, a connection should be taken only from the upper part of the pipeline for equal distribution of water. There are reportedly about 28,000 private valid water connections in the town and about 3,700 illegal ones. In addition, the number of public stand posts (public taps) is nearly 1,500. The residents also complained that potable water was going waste due to capless public taps at several places. Mr Rajbir Singh Saini,

Students for mid-term poll ROHTAK, April 22 Disgusted by the uncertain political situation prevailing at the Centre following the fall of the Vajpayee government, students and other young voters favour early elections to end the stalemate. TNS today spoke to a cross-section of the students of Maharshi Dayanand University (MDU) to know their reaction to the developments at the Centre. Most of the students appeared annoyed with the Congress and blamed it for creating instability. Bhavna of the ISMAR Department felt that the Vajpayee government should not have fallen and favoured one-party rule for development and stability. No government, she said, could survive for a full term if the composition of the present Lok Sabha was any indication. Upasana and Vartika of the same department favoured single-party rule, but were against mid-term elections. The finances of the country were in a bad shape and it could not afford frequent elections, Upasana said. Nitin Goyal and Kamal felt that Mr Vajpayee should be given another chance and if that was not possible, then elections were the only answer to end the uncertainty. Sanjay Singh, a resident of Karauntha village felt that elections should be held if Mrs Sonia Gandhi failed to form an alternative government. Mahesh Bajaj, Sarpanch of Gugaheri village, wanted that Mr Vajpayee should be reinstalled as Prime Minister. He criticised the Congress for engineering the fall of the BJP-led government. Prof Daleep Singh, Director ISMAR, said political instability was bad for overall development of the country but felt that the sharp decline in the sensex after the fall of the Vajpayee government was totally 'manipulated'. He said the country had governments with all kinds of ideologies since 1991, therefore, there was no reason why the sensex should have reacted so sharply. Meanwhile the CPM's Haryana unit has asked the ruling HVP-BJP alliance to clarify the relationship between the ruling partners following the claim of the INLD supremo, Mr Om Parkash Chautala, that the Bansi Lal government would fall soon. The Party Secretary, Mr
Inderjit Singh, said after extending support to the
Vajpayee government, the INLD leader had said that the
present HVP-BJP government could fall any day, but the
ruling alliance was totally silent and had not reacted to
the statements. The silence had created an uncertain
situation in the state. He said the party secretariat
would meet here tomorrow to review the political
situation in the state. |
RDX being smuggled into
Haryana AMBALA, April 22 The Director-General of Haryana police, Mr S.K. Sethi, said here today that RDX was being smuggled into the state through the neighbouring states and though the police had got vital information about those who had planted bombs at Shahabad recently, the evidence was insufficient. He was talking to newsmen at Babyal firing range after inaugurating the all-India police duty meet shooting competition. Mr Sethi said though the number of crimes had increased in Haryana during last year, there was no law and order problem. The state had not sought any paramilitary forces from the Centre as there was no disturbance of any kind at present. The number of reported crimes had shown a rise simply because the police had been told to register any complaint being made to it and no attempt was being made to suppress any information in this regard. Action had been taken against those police officers who had not followed these instructions. The DGP said the prevalent socio-economic conditions in society coupled with the impact of the visual media were responsible for the increase in the crime in the state. He expressed concern over the increasing involvement of schoolchildren in violent crimes. He urged social scientists to analyse this factor and find a remedy. The police had been directed to involve the public in the prevention of crime. The new motto, 'Seva, suraksha and sahyog', of the police was having a positive impact on the personnel, he claimed. He defended the recent order of the department requiring the suspended policemen to remain on duty at the police lines. Even after suspension, the cops remained government servants and the order had been passed after studying the legal position. Due attention was being paid to the housing and education problems of policemen, he said. Indiscipline in the force had been curbed to a large extent during the past year and DIGs had been given the responsibility of training cops. Crime management was the best in the state, as had been certified by the National Crime Record Bureau, he claimed. Among those present were

Child development scheme
proves a boon CHANDIGARH, April 22 Integrated Child Development Scheme has proved a boon, especially for the poor rural children as 538 anganwadi centres have been set up in Panipat district alone. This centrally sponsored scheme was launched in the state in 1978 under the Integrated Child Development Scheme. Each centre was set up for a population of 1000 to provide supplementary nutrition, immunisation, health check-up, non formal pre-school education to the children aged below six and pregnant and nursing mothers. Under the project, expectant and lactating mothers and children between six months and six years of age were also being given nutrition. As many as 38,447 children and 10,241 women were benefited by the scheme besides protecting the mothers and children from diseases. Also, 17,327 DPT, 15,333 polio and 15,729 small pox and BCG injections were administered in the last financial year. Under the scheme all children of anganwadis, pregnant and nursing mothers were checked up and children aged below five were weighed and given supplementary nutrition. As many as 19,687 children aged between three and six were given non-formal pre-school education last year. Besides women in the age group of 15 to 45 were acquainted with nutrition and health education. Expectant and lactating mothers were also acquainted with the importance of breast feeding. A medicine kit was provided to each anganwadi centre by the state government. In Panipat district, under the "Apni Beti, Apna Dhan" scheme 1,300 girl child were given financial aid in the last financial year. Under this scheme, families belonging to the Scheduled Castes and those living below the poverty line are eligible to avail of the benefit. As much as Rs 500 is being given to the mother giving birth to a girl child for nutrition and Rs 2500 is invested in Indira Vikas Patra in the name of the new born girl for a period of 18 years. The maturing amount of Rs 25,000 will be given to the girl on attaining the age of 18. In Panipat district as many as 913 mothers were given financial aid under the national maternity benefit scheme. Under the scheme Rs 500 each in cash is being given as financial assistance to the expectant mothers before delivery for those living below the poverty line. Similarly, in the Panipat district as many as 263 girls benefited under the "Balika samridhi yojna" during 1998-99. Under the scheme, a woman, who had given birth to a girl child and who belongs to families living below the poverty line was provided financial assistance of Rs 500 each and a Vikas Patra of Rs 2,500 signed by the Deputy Commissioner would be invested in Vikas Patra in the name of girl child for a period of 18 years. This amount is
applicable only for two children besides many training
camps are being organised in the district to ameliorate
the lot of women. |
Bribe money donated FARIDABAD, April 22 The Faridabad Brick Kiln Association has deposited the bribe money of Rs 1.50 lakh, in the District Red Cross Fund. The money was said to have been recovered from Nem Chand Garg, an employee of the City Corporation, which he had allegedly taken as bribe for issuing a no-objection certificate to a brick-kiln owner. When contacted, Mr B.K. Panigarhi, Deputy Commissioner, who is also president of the Red Cross, denied that he had asked the brick-kiln owner to deposit the money in the fund. The association itself donated the recovered cash to the Red Cross as it did not want to pursue the case. It would be used to purchase x-ray machine for the Civil Hospital. Mr Panigarhi, however,
said departmental action against Garg had been initiated
by the Corporation and he had already been suspended. |
1999 is Social Awareness year
in Haryana CHANDIGARH, April 22 The Haryana State Social Welfare Advisory Board is observing 1999 as Social Awareness Year Chetna Parv, to focus attention on important social issues and obtain the participation of the masses in addressing these issues. As part of the year-long calendar drawn up by the Central Social Welfare Board, the state board has already organised events on chosen themes in March and April and has chosen May to focus attention on the problems being faced by the working women. Several workshops and a mela is being organised at the trade fair ground, Faridabad, from May 1 to 8. Social activists, specialists and NGOs will be participating in the Chetna Parv from all over the state. An exhibition and
display of products of women entrepreneurs and a campaign
on the prevention of AIDS will also be launched. An
awareness campaign on polio vaccination will also form
part of Chetna Parv. |
Wheat glut leads to space
shortage LADWA (Kurukshetra): April 22 The glut of wheat has led to space shortage in the grain markets of the area. Farmers in almost all markets, including Ladwa, Pehowa, Karnal, Assand, Panipat, Samalkha, Israna and Matloda visited by this correspondent complained that there was no space in the market for unloading their wheat stocks. The arrivals were so heavy that the authorities will finding it difficult to lift the stocks every day. The slow lifting of stocks had led to heaps of wheat being unloaded even on the roads in the market. It had become difficult for farmers to take their vehicles inside the market. Mr Ved Parkash Singhal, president of the Ladwa Grain Merchant Association, told TNS yesterday that the arrival of wheat this year was very heavy. The arrivals had started 10 days in advance. About 2.80 lakh quintals of wheat had arrived in Ladwa till yesterday compared to only 19,000 quintals this day last year. This indicated an excess of 1400 per cent in wheat arrivals in the Ladwa market alone. Mr Singhal said the traders expected an overall 25 per cent excess wheat arrival this year as compared to last year. He said in the Ladwa market, about 7.25 lakh quintals of wheat were likely to arrive by the end of this season as compared to 5.9 lakh quintals last year. Keeping in view the arrivals, the government agencies, including the FCI, the Districts Food and Supplies Corporation and HAFED have entered the market. These agencies entered the Ladwa market on April 6. The three agencies were finding it difficult to find space for stocking the wheat. According to official sources, the District Food and Supplies Controller had space to store only 80,000 quintals of wheat in Ladwa mandi. The rest way to be transported to the buffer stocks area in Pipli. Traders said they were facing transportation problems for taking wheat to the Pipli buffer stocks. Similarly all HAFED godowns in the Ladwa area was full. The problem of the government agencies had been further compounded as private traders were not buying enough wheat this year as they could not earn much profit on the stocked wheat last year. Although, the government has removed the purchase limit fixed on the traders, yet they are not coming forward to buy wheat. It is learnt that last year there was a limit on every traders to stock and purchase up to 250 quintals of wheat only. But this limit was removed this year. Furthermore, the government agencies had so far not approached private dealers to provide storage space on hire rate basis to the government agencies. Farmers complained that the lifting operations in the grain markets were very slow. It is learnt that only one train load of 10,000 quintal was lifted from the Ladwa market on Tuesday. While the arrivals were 70,000 quintal. The glut has led to numerous problems. Farmers interviewed by this correspondent said they had to wait for unloading their stocks, although there was no sale problem. Payments were being made in time by the agencies. However, Mr Phool Singh, a farmer from Bharan village, complained that farmers were facing problems for threshing operations because of non-availability of power. There were unscheduled power cuts which were delaying the threshing operation. He maintained that the government's claim to provide round-the-clock power to the farmers by June-end seemed to be "a pipe dream only". Mr Jagdish Chand of Kalra village echoed the same feelings and was upset over the power shortage. In the Assand grain market, farmers complained about shortage of space and of drinking water. Often they had to unload it on "kutchha" places. Some farmers also complained of overfilling of bags by the traders. Labourers in the market complained that they were not being given fixed wages. Meanwhile, the Deputy Commissioner of Karnal, Mr M. Kithan claimed that the government agencies so far had procured about 1.95 lakh quintals of wheat. Last year, the arrival of wheat till this date in Karnal was only 15092 tonnes only. He disclosed that 23 purchase centres were procuring wheat in the entire district. Teams of officials had been constituted to visit the grain markets to ensure proper rates to the farmers and other facilities. They had also been directed to listen to the farmers problems on a priority basis. He claimed that the arrivals this year were going to be 10 per cent more as compared to last year. In the grain markets of Samalkha, Bapoli, Israna, Matholda (all in Panipat district), farmers complained that there was no proper arrangement for drinking water, light and space for unloading their wheat. Although, the arrivals in these markets will slow, the farmers wanted the government to act immediately to redress their grievances. In all, there were 14 purchase centres in Panipat district. Arhtias complained of slow lifting by the government agencies. However, there were no complaints of payments from the farmers. The arhtias maintained
that if the present trend of wheat arrivals continued,
the agencies would face an acute problem of wheat
unloading. |
10,231 SCs received Rs 18.6 cr
Nigam loan CHANDIGARH, April 22 The Haryana Harijan Kalyan Nigam has provided financial assistance to the tune of Rs 18.68 crore to 10,231 beneficiaries belonging to the Scheduled Castes under various income generating schemes up to February in the last financial year. An official spokesman said here today this amount involved a subsidy of over Rs 5.59 crore, margin money Rs 2.63 crore, direct loan Rs 79.29 lakh and over Rs 9.65 crore were arranged through banks as loan. The margin money was being provided by the nigam to the beneficiaries at the nominal rate of 4 per cent interest. During this period the recovery of nigam loan was also very encouraging as it had recovered over Rs 3.16 crore. He said the nigam had also provided loan for over Rs 49.17 lakh to 234 scavengers and their dependants, including a subsidy of Rs 21.92 lakh, in February for taking up various income-generating schemes by providing them financial assistance in the shape of loan and subsidy under the National Scheme of Liberation and Rehabilitation of Scavengers and their dependants. The nigam had provided a financial assistance of Rs 2.57 crore to 1,246 scavengers which involved a subsidy of over Rs 1.13 crore. The spokesman said the nigam also provided financial assistance to the tune of over Rs 3.50 crore to 1953 beneficiaries belonging to the Scheduled Castes in February which involved a subsidy of over Rs 1.04 crore, margin money Rs 46.54 lakh and direct loan Rs 3.27 lakh. Besides, a loan of more than Rs 1.96 crore was arranged through banks. He said the nigam was
providing loan to the beneficiaries for dairy farming,
sheep rearing, piggery, kiryana shop, animal-driven carts
besides for agriculture and allied sector. The nigam was
also implementing a scheme on the pattern of TRYSEM for
providing training in various trades in order to enable
them to take up related activities successfully. |
Surcharge waived on outstanding
bills CHANDIGARH, April 22 The Haryana Vidyut Prasaran Nigam has decided to waive the surcharge of the outstanding bills of those rural and domestic urban consumers who are able to deposit the outstanding amount of their bills by May 31. An official spokesman today said that a one-time facility to deposit the principal amount of the outstanding bills in a single instalment by the domestic consumers with an outstanding amount of Rs 5,000 or more for urban domestic consumers and Rs 500 or more for rural domestic consumers had been allowed up to May 31. The surcharge of the outstanding bills would be waived after the deposit of the principal amount. The amount would pertain to the latest bill issued to the consumers, he added. One-time facility for depositing the principal defaulting amount of the bills to the agricultural tubewell consumers had also been allowed up to May 31. The principal amount would have to be deposited in a one instalment and the surcharge will be waived and adjusted after depositing the amount. He said the facility had also been allowed to the agricultural as well as domestic consumers under the above categories which had been permanently disconnected. The out connections would be restored after the completion of other formalities. He said it had been decided to allow concessional tariff to all agricultural tubewell consumers based on patwar circle as a unit. However, the tubewell owners would have to pay the arrears in four instalments by paying the amount equal to three instalments in a lumpsum by May 31 and the balance, fourth instalment, by July 31. The decision to waive
the surcharge of such consumers had been taken as a
gesture of goodwill towards those who had understood that
bills should be paid regularly. |
Tissue culture centre for Hisar CHANDIGARH, April 22 A tissue culture centre is being established at Hisar by the Science and Technology department, Haryana in collaboration with Department of Bio- technology, Government of India to give a boost to new agricultural techniques and extend scientific facilities in the state. To be built over an area of 10 acres, the centre will cost Rs 5 crore. This was disclosed by Mr Kanwal Singh, Development and Panchayats Minister, Haryana, while delivering his inaugural address at a one-day workshop on remote sensing and geographical information system for watershed management organised at the Haryana State Remote Sensing Application Centre, Hisar. The workshop was attended, among others, by Additional Deputy Commissioners and officers of the Science and Technology department. The Minister said scientific projects should be worked out with the help of science and technology. While formulating such projects, available scientific resources of the state and natural calamities faced by it should be taken into account. Mr Bhim Sain Mehta,
Minister of State for Science and Technology and
Electronics, said in the current financial year, an
amount of Rs 180 lakh would be spent on the development
of technology and to popularise science in the state. |
Lok Adalat on bank loan
cases in Ambala CHANDIGARH, April 22 The Haryana State Legal Services Authorities will organise a Lok Adalat to settle bank loan cases for the first time in Ambala on April 24. However, this will be the 37th Lok Adalat to be held in Ambala district which will be inaugurated by Mr Justice V.K. Bali, of the Punjab and Haryana High Court and Executive Chairman of the authority. Bank loan cases of weaker sections of society, farmers and businessmen will be settled at this Lok Adalat which will be beneficial for the borrowers as well as the banks. A meeting was held in
this connection under the chairmanship of Mr Justice Bali
here which was attended by chief executive officers of
nationalised banks. It was decided at the meeting that
all possible efforts should be made to decide bank loan
cases in Haryana through Lok Adalats. |

courses CHANDIGARH, April 22 The State Board of Technical Education, Haryana, through government polytechnics, has invited applications for admission to one and two-year courses in computer science at Hartron workstations in the state. A board spokesman said application forms had been invited at Government Polytechnic, Ambala city for Panchkula, Ambala city, Ambala Cantt. and Yamunanagar districts, Government Polytechnic, Nilokheri for Panipat, Kaithal and Kurukshetra, BKN Government Polytechnic Narnaul for Bhiwani and Rewari, GIES Technical Institute, Hisar for Hisar, Government Polytechnic, Sirsa for Sirsa and YMCA Institute of Engineering, Faridabad for Faridabad and Gurgaon district. Application forms should reach the office of the principals of the polytechnics and workstation concerned latest by April 24. Eligibility for admission to these courses is 10+2 pass or equivalent in any discipline. Those appearing for the 10+2 examination could also apply but their admission would be provisional, subject to passing of the examination. The admission will be on the basis of merit. The reservation of seats will be as per the Haryana Government rules. The prospectus having all the detailed information and admission form is available at government polytechnics and various workstations. Interviews for the
courses will be held in polytechnics in the state from
April 27 to 30. |
