Mid-term poll in Feb likely

FARIDABAD, Dec 11— The mid-term election to the Haryana Vidhan Sabha is likely to be held along with other states which are scheduled to go to the polls in February.

This view has been strengthened with the reported directive issued by a department head to district officials at a meeting held in Chandigarh early this week.

The officials were told to concentrate on the villages to publicise the policies and programmes of the INLD government as elections were round the corner. They were also asked to make a specific mention of the announcements made by Chief Minister Om Prakash Chautala during his tour of the rural areas where he listened to grievances and solved them at the "government-at-your doorstep" programme considered to be a "pre-election exercise".

It is stated that Mr Chautala wants to hold the election as he feels there is a wave in his favour after the abolition of octroi, round-the-clock supply of electricity, increase in the old-age pension and grant to families of martyrs of the Army and the restoration of grant to Agroha Medical College.

The INLD leadership is learnt to be of the opinion that this is the right time to cash in on the wave in favour of the party.

Meanwhile, senior leaders of the state BJP have been holding meetings for the past two days in Delhi to prepare a strategy for contesting the impending election in alliance with the INLD.

Talks have also been held between BJP and INLD leaders over the issue of seat sharing between the two parties. Reports reaching here suggest that an agreement to field BJP candidates on 30 seats and 60 by the INLD is on the cards. Top

PANNIWALA (Sirsa), Dec 11 — Panniwala is a small village of a few thousand. But unlike other villages of the state, it has the privilege of falling in the Chief Minister's constituency, Rorhi. Favours are bound to fall. Recently the Chief Minister laid the foundation stone of a sugar mill.

The sugar mill will cost about Rs 40 crore, despite the fact that sugarcane is not grown in nearby areas. So far, farmers have been growing cotton only. But Mr Chautala has been advising farmers "to switch over to sugarcane farming as cotton crop has successively failed. He hopes the farmers in his constituency will now grow sugarcane.

He has an explanation. Even if one acre of land could produce only 400 quintals of sugarcane, a farmer will get Rs 44,000. This is much more than the farmers get from the cotton. Besides, the risk factors are low.

The Chief Minister has issued directions to the officials concerned mill should be completed at the earliest. He said the government would float its shares at a premium of Rs 100 per share. He asked the farmers to purchase the shares and share the profit.

On the other hand, Mr Chautala laid the foundation stone of a rice mill in Ding village. The mill will cost about Rs 2 crore. The farmers in that areas have been advised to grow paddy. The Chief Minister has been insisting upon the farmers to go for diversification.

The Chief Minister is also expected to lay the foundation stone of a hospital at Mani Dabwali on the anniversary of fire tragedy, which resulted in the death of about 200 school children.Top

 

Cultural mela to mark Gita Jayanti

KURUKSHETRA: This historical town celebrates Gita Jayanti every year with gaiety and enthusiasm. This year it will be celebrated from December 15 to 19.

It is a befitting occasion to try to bring about a moral and cultural resurgence among people through the ideas and ideals propounded in the Gita.

The festival was first held in 1989 in a humble way. Gradually it became a major affair involving multifarious activities in which people from all walks of life participated. Eventually, it was enlisted in the country's festival events and called Kurukshetra Utsav-Gita Jayanti Samaroh. To begin with only religious and cultural programmes were organised by religious organisations and the Kurukshetra Development Board. Now a wide range of social, cultural and academic programmes have been incorporated. Social organisations organise blood donation, dental and eye camps on the occasion. 'Prerna' arranges for the adoption of orphans. Mass marriages are held for poor youths by the Jai Ram Vidyapeeth Ashram.

Declamation and recitation competitions are organised for children and the youth.

One of the revered tanks called Brahmsarover is located here. It is the largest bathing tank in India. 'Deep daan and arti', a ceremony specially held on the banks of Brahmasarover, forms an important part of Gita Jayanti celebrations.

Jyotisar literally means source of light and so it is, being the birthplace of Srimadbhagavadgita. Situated 8 km from the Kurukshetra railway station, it is the most sacred destination. Lord Krishna is said to have given the holy serman to Arjuna under a banyan tree which still stands. It also houses the ruins of an old Shiva temple. Another banyan tree provides shade to this holy structure.

A museum established in Kurukshetra called Sri Krishna Museum depicts various aspects of the personality of Lord Krishna presented in the form of sculpture, paintings and archaeological material. These artefacts present Lord Krishna as a revered god, an avatara of Lord Vishnu, a great philosopher, an epic hero, an astute statesman and a supreme lover.

Other attractions of this heritage city are Sthaneshawar Mahadev Mandir which is one of the 69 'svayambhus' of India. Bhadra Kali Temple is also one of the 52 "shaktipeeths" of India. The Sheikh Chehli tomb, considered the crown of Mughal architecture in Haryana, is also one of the attractions.

This time the festival will begin with various social and religious programmes, the most important being a cultural mela. In the evening cultural programmes, including bhajan recital by Vani Jai Ram and the Agnihotri brothers will be held.Top

 

Four arrested in extortion case

PANIPAT, Dec 11 — The district police has arrested four persons allegedly involved in kidnapping of a local financier extorting Rs 12 lakh from him. Those arrested have been identified as Ravinder of Machhroli, Surinder and Juginder of Nangal Kheri and Naveen of Ugra Kheri village in the district.

According to Superintendent of Police M.S. Mann, financier Sanjiv Kochar lodged a complaint stating that four gangsters used to work for his finance company.

He said on October 24, the gangsters came to his residence and abducted him and took him to a tubewell where five other persons with swords and daggers were also present. There he was threatened that if he did not give Rs 20 lakh, his entire family would be eliminated. Frightened Sanjiv agreed to pay the amount from his ancestral house in Chandigarh. Then they brought him back to Panipat and forcibly took his wife also along with them to Chandigarh.

After reaching Chandigarh, the gangsters threatened the parents of Sanjiv Kochar with dire consequences and demanded a payment of Rs 20 lakh. Finally, they agreed for Rs 12 lakh and the first instalment of Rs 4 lakh was paid to them on October 25 at Chandigarh and remaining two instalments of Rs 4 lakh each were paid to them on November 2 and November 12, respectively.

Sanjiv Kochar alleged in the complaint that on November 20 the gangsters demanded Rs 10 lakh more. Fearing danger to life, he left Panipat and went to Chandigarh. The gangsters took away his truck from his godown with the help of a crane and continued to threaten him. On the advice of friends, he lodged a complaint with the SP, Panipat on November 30.

On receiving the complaint, the SP said the police nabbed the gangsters one by one and recovered Rs 2 lakh from them. The four accused have been remanded in police custody.Top

 

Life term for raping, killing minor

FARIDABAD, Dec 11 — Mr P L Goyal, Additional District and Sessions Judge, yesterday sentenced Jagan, alias Jagdish, to life imprisonment for kidnapping, raping and killing a minor girl on April 10, 1998.

According to prosecution the accused had come to the house of Daya Shankar in his absence and asked his wife to prepare tea for him stating that her husband was to come soon to drop him at the railway station. But she refused to prepare tea for him by stating that she did not know him.

Later she sent her daughter and son to the market for purchasing vegetables. The accused followed the children to the market and from there allured the girl to sit on his bicycle promising to drop her at the shop where her father Daya Shankar was working.

After sometime the son returned home and told his mother that his sister had been taken by the person who had visited their house earlier. Efforts to trace the girl and the Jagan proved abortive.

On July 1, a report in a Hindi daily stated Jagan alias Jagdish, had been apprehended by the Faridabad police on the allegation that during the past three months, he had kidnapped seven minor girls and had killed them after raping them. Daya Shankar and his wife went to Faridabad where there they came to know that the accused had been sent to the Rohtak jail and he was to be brought to a Faridabad court on July 15.

On the said date the accused was identified by the wife and son of Daya Shankar as the same person who had come to their house and taken the girl with him. When confronted, the accused confessed his guilt by stating that he had killed their daughter after raping her. The accused also got recovered the earrings of the girl during investigation.

The Judge held the accused guilty for the offence under Section 366, 376 and 302, IPC, and directed him to undergo rigorous imprisonment for seven years for the offence under Section 366, IPC, 10 years for the offence under Section 376, IPC, and imprisonment for life for the offence under Section 302, IPC. All the sentences would run concurrently.Top

Mr Chautala assured that steps were on to make available enough power to the consumers and to meet the increasing demand, power was being purchased from Delhi, Punjab and Himachal. Dwelling upon the various step being taken to check power theft, minimise line losses strengthen the distribution system and increase the capacity of power generation.

The Chief Minister told that work on repairs of canal had been started. He disclosed that the canals in the state were not fit for carrying enough water, because the previous government had never got the embankment of canals strengthened, once the Bhakra Canal came into being. Canals used to carry 10700 cusecs of water, now they were carrying merely 7000 cusecs water. He told that the government would repair, clean and desilt canals to ensure water to the tail ends by increasing water carrying capacity on canals.

Talking about the improvements to be made in drinking water supply systems in the village, the Chief Minister observed that per capita consumption of water had gone up along with the increase in the population. Decision has been taken, to make available 70 litres water per capita as against 50 litres per capita. New pipe lines will be laid down, small pipes will be replaced by larger ones, booster stations will be set up and water works will set up as per the requirements.

The Chief Minister also said that the work on road repair was going on and would be completed by the end of May next. He said that due to some irregularities in the list of people identified to below poverty line, a new survey would be conducted. He also said that due to some modifications in the rules of old age pension in the state a new survey for the identification of eligible prospective, beneficiaries are already underway. The old age pension has also been revised from Rs 100 to Rs 200 by the government he said.

The Chief Minister gave on the spot direction to the officials of the various departments to redress the grievances of the people and take necessary action on the various demands and requests of the people from different villages of Pai constituency. Most of the demands were related to upgrade of schools, construction of link and approach roads, paving of village streets, construction of retaining walls of village ponds, construction of additional rooms in village schools, repair of village chaupals, panchayat ghars and schools. He also assured the people of some villages to open veterinary dispensaries, post office, harijan chaupals, dispensaries and toilets for women. He directed the officials of Irrigation Departments to examine the possibility of rehabilitation of Kasun drain which has been causing floods in the area due to its faulty levels and back flow of water. He ordered to expedite the already sanctioned 33 kv power house at village Jakholi.

Replying to the queries of reporters regarding panchayat election in the state, the Chief Minister said the matter was sub judice and he would not like to make any comment upon it. On the question of Assembly election in the state, he said that as per constitution there was a full term of one year to go and as Chief Minister, he would like the elections to he held on time.

He told that he had already held open darbars in as many as 20 Assembly constituencies under the program, "govt at your door steps" and he was determined to cover all the 90 Assembly constituencies. He expressed satisfaction over the holding of open darbars because they were proving effective in solving the problems of the people on the spot and it gave fillip to the pace of rural development.

Among those, who were present on this occasion included Mr Narender Sharma, Minister of State for Irrigation and Elections, Mr Jaswinder Singh Sandhu, Chief Parliamentary Secretary, Ram Pal Mana, MLA Pai and Chairman, Haryana Public Enterprises Bureau, Lala Naranjan Dass Bansal, Chairman, Haryana Warehouse Corporation, Mr Makhan Singh and Amar Singh Dhandhe, former MLAs from Pundri and Guhla respectively, Mr H.S. Ahlawat, IG Ambala range, Deputy Commissioner, Dr Mahavir Singh and S.P. Mr K.K. Sharma were also present.Top

 

Chautala holds talks with lawyers

CHANDIGARH, Dec 11 — The Haryana Government has to wait for the final word from the Punjab and Haryana High Court on holding elections to panchayat and civic bodies.

The case is fixed for December 16 when the petition by a Congress MLA, Mr Randip Surjewala, and one more would come up. Mr Surjewala has drawn up a schedule for the elections and has sought the court's directive.

As per the constitutional provisions the election process has to be completed by January 15. The state's election commission is believed to have urged the government to issue the necessary notification so that the whole exercise as envisaged in the Constitution is completed by January 15. The high court which had given relief to the State Government to revise the electoral roles and hold elections later has recalled its earlier order. This has paved the way for the elections to be completed by the January 15 deadline. The court has also issued contempt notices to certain state government officers and to former Advocate-General as to why they had misled the high court.

The INLD leader and Chief Minister, Mr Om Prakash Chautala, had no problem with elections, but he is said to have been making efforts to hold a snap assembly poll so that he could emerge clearly as the leader of the majority of the MLAs. Right now his rule rests on the defectors from the Haryana Vikas Party. It is the least stable government. In fact, not only the BJP, but also his own party is not participating fully in the government. Except three, all others are defectors in the council of ministers. But if the panchayat and civic bodies elections have to be held earlier, assembly poll will have to wait. This is one view. Another view is that the cabinet could recommend the dissolution of the Assembly and seek elections and thereby argue that since Assembly elections have prerogative over the panchayat and civic body elections, these could be held later.

Mr Chautala held a discussion today with his colleagues, senior officers and lawyers. It is not clear what the final view would be. In any case the government will have to make its stand clear before the high court on December 16.Top

 

Wrong’ person abducted, freed

KAITHAL, Dec 11 — A local business man, Mr Naresh Batra, who was kidnapped on Wednesday night by some armed persons, returned home safely here today.

He said the kidnappers took him to some unknown place where he was kept in a sugarcane field. He was offered bed and food by the kidnappers. He was neither tortured nor any ransom demanded from him. He said he was blindfolded, so he could not recognise the persons or the place.

Mr Batra said the kidnappers spoke "Haryanvi" and he heard them talking that they had kidnapped a ‘wrong’ person, as verified from his driving licence. He said the kidnappers snatched his gold chain and ring, but returned them later.

According to information provided by Mr Batra he was released at a link road, about 30 km from here on the Jind road today morning.

The kidnappers, however, did not return his car and mobile phone.Top

 

BJP leaders ‘discredited’

GURGAON, Dec 11 — A former union minister, Col Ram Singh, who quit the BJP and joined the Congress a few days ago, yesterday said BJP leaders at the Centre now stood discredited and a section of the party in Haryana “continued to lack class and culture”.

Col Ram Singh, who joined the Congress along with his wife, Sharda Yadav, vice-president of the women's wing of the BJP in Haryana, told reporters that he was constrained to quit as he and other workers were continuously neglected. He had joined the BJP after resigning as a minister of state in the government headed by Mr P.Y. Narasimha Rao during the run-up to the 1996 Lok Sabha elections.

A prominent leader from South Haryana, he was elected from his traditional Mahendergarh parliamentary constituency on BJP ticket. His victory facilitated the party winning of the first time from this constituency, encompassing the entire Ahirwal belt. He had won the Rewari Assembly seat in 1977 as a Janata Party nominee and was made a minister in the Bhajan Lal Cabinet. Subsequently, he became the Speaker of the Vidhan Sabha. He joined the Congress when Mr Bhajan Lal along with his entire Cabinet joined the party.

He alleged that the state BJP leaders were instrumental in his and his wife's poll defeat even though they were the nominees of the BJP. They were wary of his popularity and jittery of his straightforward approach, he added. Although he poured scorn on a number of party leaders, he particularly made reference of Prof Ram Bilas Sharma, leader of the BJP in the Haryana Vidhan Sabha, who represents the Mehendergarh Assembly constituency. “Ram Bilas is a plotter and schemer of the first order and has always been manipulating the BJP for his own benefit”, he said.

Col Ram Singh said the Union Home Minister, Mr L.K. Advani, the BJP president, Mr Kushabhau Thakre, and other senior leaders had assured him that his wife would get the ticket for the Lok Sabha election in case he was not made the party nominee. But a section of the party manipulated things to deprive her of the ticket. He revealed that Mr Advani had told him that he was surprised at the denial of the ticket as he had cleared her name.

He said the BJP was no more a disciplined and cadre-based party. The authority of the leadership was being constantly flouted.

He said that joining the Congress was a homecoming for him. “I was constantly finding myself in an alien milieu and out of contact during my stay in the BJP. The Congress leaders, both from the Centre and state, had been giving me respect even though I had parted company with them”, he said.

Lauding the leadership of Mrs Sonia Gandhi, he said she was able to inject discipline in the Congress after assuming the charge as its President.

In response to a question, he said he had not set any terms and conditions for rejoining Congress. When asked if he would contest the next assembly election in Haryana, he said he would do whatever he was asked by the leadership.Top

 

College staff sans wages for 5 months

HISAR, Dec 11 — At least 10,000 teachers and non-teaching employees of various private aided colleges in Haryana have not got their salaries for the past five months, thanks to procedural delays aggravated by red-tapism.

There are 103 private aided colleges in Haryana. This is about double the number of government colleges. Some big cities have no government colleges. "The performance of students in aided colleges is usually better than those in government colleges, yet private colleges are subjected to a stepmotherly treatment," observed Mr Subash Sharma, Principal, Dayanand College, here. There are 35,00 students in the college. It is one of the few big institution in the state.

The government provides 95 per cent grant to these colleges. Earlier, the grant was sanctioned on a quarterly basis about four months in advance. However, during the time of Mr Bansi Lal, the procedure was altered and the sanction granted every three months.

The grant is provided to these colleges by the Directorate of Higher Education, after the sanction of the Finance Department. However, officials in the Finance Department and the Directorate of Higher Education try to put the blame on each other.

Recently, Finance Minister Sampat Singh at a function in Dayanand College had assured private college teachers and employees that they would get their salaries regularly and on time. "However, the finance minister’s assurance remained an assurance only", remarked Ms Deepti Darmani, in Lecturer in the CMK College for Girls, Sirsa.

Private college teachers allege a special grant of Rs 8 crore from the University Grants Commission exclusively meant for the private colleges was diverted by the government for paying arrears to university employees.

The teachers of the private colleges in Sirsa, Hisar and Fatehabad are sore over the "apathetic" attitude of the government towards their problems. They pointed out while the government has enough money for populist schemes, it has have to pay timely salaries to the employees of private aided colleges, who share most of the burden of higher education in the state.

Ms Kavita Chopra, Principal, CMK College for Girls, Sirsa, Mr Rakesh Singhla of Namdhari College, Jeevan Nagar, and Mr Darshan Singh of MM College, Fatehabad, want the government to adopt a uniform policy for all colleges in Haryana and private college employees be also paid their salaries on time at the end of each month like their counterparts in government colleges.Top

AMBALA, Dec 11 — Assistant Collector (Class I) and District Development and Panchayat Officer, Raj Kumar Rabish in a order passed on December has directed Society for Creation of Heaven on Earth to vacate the possession of 360.04 kanals of panchayat land situated near Tepla village 10 km from here which was allotted to them in March, 1995 on 99 years lease at the rate of Rs 300 per acre per year.

The society had taken this land to develop "Krishi Vigyan Kendra" for giving latest knowledge of farming and irrigation to the farmers of nearby villages.

On the other hand the spokesman of the society alleged that the decision had been taken due to political reasons and to harass them.

According to the contents of the order the panchayats of Tepla, Akbarpur and Falelmajra had sent separate resolutions to the government to allot the panchayat lands of 368.04 kanals which fell in their area to the society. In response of it the government directed the panchayats to allot the land to the society as donation which was not approved by the panchayats concerned. However the panchayats gave the possession of the land to the society. Three civil pleas were filed by some residents of the villages in the Punjab and Haryana High Court in this regard in 1996. Disposing all the three writs the court had cancelled the order of the state government by which the land was granted to the society as donation. After the court decision the three panchayat filed suits against the society to vacate the possession of the land.

During the proceedings of the case the society maintained that it does not possess the illegal possession as it was offered to them only after the proper order of the government. Moreover, the society has been getting the grants from the ICAR and Central Government. The society has been working for the welfare of the villagers and it spent Rs 1,46,00000 on the different development works on the land.

The Assistant Collector said in his order that the irrigated land of panchayat can not be given on lease for more than two years and the land should be allotted to any one only after open auction. The society has taken the land in its possession illegally and through conspiracy. He said that society could not present any evidence through which it could be proved that the society has benefited the area in any way. The Assistant Collector also refused to give any compensation to the society.

The Assistant Collector has also directed the society to pay Rs 5000 per acre as "tavan" (penalty) for the period till it kept the illegal possession of the land. He also directed to vacate the land within 10 days otherwise the panchayats would be entitled to take the possession of the land after demolishing the structure built on it.Top

 

Haryana CM cuts market fee

CHANDIGARH, Dec 11 — Despite setback by yesterday's high court judgement, the Haryana Chief Minister, Mr Om Prakash Chautala, seems determined to go ahead with his plans to hold mid-term poll in the state.

Today the Chief Minister announced yet another round of sops when he reduced the market fee from the existing 2 per cent to 1 per cent and abolished the rural development fee of 2 per cent. The two steps will benefit the traders and those engaged in the profession of agricultural marketing.

Such sops, which Mr Chautala has been announcing periodically since he assumed office after Mr Bansi Lal, are widely anticipated to be linked with the former's plans to hold mid-term Assembly elections in Haryana.

Friday's judgement, which effectively deflated the ruling party's alleged design to delay the panchayat poll and hold it after the Assembly elections, was expected to pour cold water on the plans to terminate the present Assembly's tenure.Top

PANIPAT, Dec 11 — The former president of the Panipat Canter Transport Union, Mr Dharam Pal, was shot and seriously injured last night near Badoli village under Sadar police station by two gunmen.

According to available information, Dharam Pal was returning to Badoli from Panipat last night on his motor cycle. When he reached near the village, two gunmen waiting on the roadside fired at him from close range. Dharam Pal was hit by the bullet in his head and fell from the motor cycle.

On hearing the shot many people rushed towards the site of the incident but in the meantime the assailants escaped under the cover of darkness.

Dharam Pal was immediately taken to the Panipat Civil Hospital from where he was shifted to the PGIMS, Rohtak in a serious condition. It is learnt that the bullet was removed from the head in an operation but his condition is reported to be serious but stable.

After this incident, the Superintendent of Police, Mr H.S. Mann, has also reportedly visited Badoli village and enquired about this case from the villagers.

Union rivalry is stated to be the main cause of this incident.Top

 

House tax structure will be ‘reviewed’

CHANDIGARH, Dec 11 — The Haryana Chief Minister, Mr Om Prakash Chautala, said today that the system of house tax being imposed by the municipal committees on residential accommodation would be examined thoroughly in order to rationalise it.

The Chief Minister expressed these views while talking to three MLAs of the Faridabad area, Mr Krishan Pal Gujar (Mewla Maharajpur), Mr Chander Bhatia (Faridabad) and Mr Anand Kumar (Ballabgarh).

Mr Chautala, on the request of the MLAs, ordered withholding of the increased house tax on residential accommodation in the area of municipal corporation till a final decision. However, the owners of industries and commercial complexes would continue to pay house tax according to the new assessment.Top

 

House tax slabs reduced

FARIDABAD, Dec 11 — The Haryana Government has reduced the house tax rates which had recently been increased in the municipal corporation area here.

This was announced by Mr Om Prakash Chautala, Chief Minister, after a meeting senior officials of the Local Bodies Department held at Chandigarh yesterday. Three MLAs of Faridabad — Mr Krishna Pal Gujar, Mr Anand Sharma and Mr Chander Bhatia — also attended the meeting.

Mr Gujar said here today that the current collection of house tax would be postponed and a new survey would be undertaken.

The new increase in rates of house tax would be 25 per cent up to plots of 160 yards, 50 per cent up to 350 yards and 75 per cent above 350 yards.Top

 

4 pilgrims die in accident

HISAR, Dec 11 — Four pilgrims, including two women and a seven-month-old child were killed and at least 12 others were injured, some of them seriously, when a vehicle carrying them collided with a truck parked near Roorkee, on the Haridwar road yesterday, according to a report received here today.

According to information, 20 pilgrims of Rohana village in Fatehabad district of Haryana had left for Hardwar for a dip in Ganga in a DCM Toyota. Near Roorkee the vehicle dashed against a truck reportedly parked on the roadside at night. Eighteen pilgrims were admitted into Roorkee hospital where four of them died later. Their bodies have been sent for a post-mortem examination, the report said.Top

 

SHSAD conference postponed

AMBALA, Dec 11 — The state-level conference of the Sarb Hind Shiromani Akali Dal (SHSAD) (Haryana unit) which was proposed to be held at Karnal on December 14 has been postponed.

This was disclosed by the dal organising secretary, Mr Kartar Singh Takkar, here yesterday.

Mr Takkar said the conference would now be held at Karnal on January 1. He said Mr G.S. Tohra, President of the dal, would also participate.Top
