Campaign against graft mere ‘eyewash’

CHANDIGARH, Dec 16 — The President of the Punjab Pradesh Congress Committee, Capt Amarinder Singh has sought a CBI probe into what he described as a "big scandal", involving Rs 400 crore in clearing waterlogging in the state.

Speaking to mediapersons here this morning, Capt Amarinder Singh said only a few crore had been spent on the removal of waterlogging while the balance had been "bungled". Only a CBI enquiry could reveal the truth in this regard.

Saying that the government’s campaign against corruption was mere eyewash, Capt Amarinder Singh asked the Punjab Government to disclose as to how many top officers had been suspended or dismissed in cases of corruption. He alleged that the government was harassing Class III employees in the name of eradicating corruption. Corruption always percolated from top to bottom and Mr Badal should explain to the people how many top-level politicians and government functionaries had been taken to task while launching campaign against corruption.

The Congress would oppose strongly the reappointment of Mr Harbans Singh Rai as Lok pal of Punjab. The party would not recognise Mr Rai as Lok Pal as he was close to Mr Badal’s family.

He requested the Chief Justice of the Punjab and Haryana High Court to appoint any other judge as Lok Pal and the Congress would welcome such a decision. "I am not against the institution of Lok Pal but against, the appointment of Mr Rai as its head", he said clearly. He said he would write to the Chief Justice soon in this connection.

Capt Amarinder Singh criticised the Punjab Government for shabbily treating the Deputy Commissioner and the SSP of Bathinda district. "This should have not been done," he added.Top


 

18 IAS, PCS transferred

CHANDIGARH, Dec 16 — The Punjab Government today ordered the transfer of 18 IAS and PCS officers.

Mrs Gurbinder Kaur Chahal has been posted as Financial Commissioner and Secretary of the Department of Forest and Wildlife. Mr J.S. Kesar has been posted as Financial Commissioner and Secretary of the Department of Rural Development and Panchayats against a vacant post.

Mr R.N. Gupta has been transferred to the Department of Youth Affairs as its Secretary and Mrs S.K. Sandhu has been shifted to the Agriculture department for appointment as Managing Director of Punjab Agro Industries Corporation vice Mr A.R. Talwar, who has been posted as Director, Food and Supplies. Mr R.C. Nayyar has been shifted to Mahatma Gandhi State Institute of Public Administration as its Executive Director in place of Mr R.S. Sandhu, who goes to Punjab School Education department as its Secretary.

Mrs Geetika Kalha has been appointed Secretary, Coordination, and Mr H.L. Kumar as Deputy Director, Urban Local Bodies, Ferozepore, in place of Mr Karamjit Singh Sra, who has been shifted in the same capacity to Ludhiana. Mr Satwant Singh has been sent to the Local Government department for appointment as Additional Commissioner of Municipal Corporation, Ludhiana.

Mr Anurag Verma has been posted as Additional Secretary of the housing and urban development against a vacant post. Mr Ashwani Kumar has been posted as Assistant Commissioner, Faridkot, and Mr Bhupinder Singh has been shifted to Patiala as Land acquisition officer in the Drainage department.

Mr Upjit Brar goes to Bathinda as Assistant Excise and Taxation Commissioner and Mr Mukand Singh Sandhu as Assistant Commissioner (Grievances), Fatehgarh Sahib. Mrs Dalraj Kaur has been posted as District Transport Officer Jalandhar and Mr Pritpal Singh Grewal as District Transport Officer at Moga.

Mr Bikramjit Singh, Secretary, Irrigation department, has been given charge of Chairman of the Punjab State Electricity Board till a regular incumbent is appointed.

Mr Jai Singh Gill has gone on deputation to the Union Government for appointment as Additional Secretary in the Department of Consumer Affairs, and Mr A.S. Chhatwal, Director, Food and Supplies, Punjab, also goes to the Centre for appointment as Private Secretary to Mr Sukhdev Singh Dhindsa.

Custodial death: challan presented

ROPAR, Dec 16 — The Ropar police has presented a challan in the court of Chief Judicial Magistrate, Mr D.S. Malwai, against Inspector Didar Singh, Sub-Inspector Malwinder Singh Malhi, constable Manjit Singh, constable Gurcharan Singh and an ex-SPO Devinder Singh, in the custodial death of Devinder Singh, a 21-year-old truck driver from Hasanpur village near Kharar.

Devinder Singh had died in the custody of the CIA staff here on September 18. He was arrested along with three youths — Karnail Singh, Sapinder Singh and Inderjit Singh — also from Hasanpur village on a charge of possessing an illegal weapon. They were arrested from the Hasanpur village on September 18.

Besides, Didar Singh, the then SHO of Anandpur Sahib police station, Malwinder Singh Malhi, the then SI of the Ropar CIA staff, Manjit Singh, Gurcharan Singh and Devinder Singh, Sant Singh, a retired police Inspector, was also arrested by the police in this case.

But now the police has absolved Sant Singh in the challan presented in the court. As the police has absolved him and has not presented challan against him, the court has discharged Sant Singh on the request of the prosecution.

The challan was presented in the court on Tuesday.

Now the case will come up in the court on December 22 for scrutiny of document.

It is recalled that a case regarding custodial death of Devinder Singh was registered at the local sadar police station against Malwinder Singh Malhi, Sub-Inspector of the CIA staff, and other police officials concerned under Section 302 of the IPC on September 18 at 9.55 on the ‘rukka’ (written message) of Mr Avtar Singh, DSP, (Commando) of this district.

In his ‘ruka’ the DSP had mentioned that as per the version of the Sub-Inspector of the CIA staff Manvir Singh and record of the CIA staff here, it was found that Sub-Inspector Malwinder Singh along with other policemen had interrogated Devinder Singh for the recovery of arms in the CIA staff which led to some health problem to Devinder Singh and he died on the way to hospital.

Malwinder Singh’s name was only mentioned in the FIR of September 18 while the names of other accused in this case were included on the basis of investigations made by the investigation officer.Top

BARNALA, Dec 16 — According to Ishwar Singh SSP, Barnala an incident of cheating and fraud by a travel agent and his brother, who duped two young girls was solved by the police: Gurmeet Kaur and Paramjit Kaur (names changed) are two young girls from a nearby village, Barnala the girls having diploma in sewing, Gurmeet Kaur had gone to Shamsher Singh son of Balwant Singh who runs a shop ‘Swaroop Enterprises’ near bus stand Barnala to get a passport made. Shamsher Singh had promised to take her to the USA and find a job and settle her there. Gurmeet Kaur had also taken her cousin Paramjit Kaur to get the passport made as she also possessed a ‘diploma in sewing’. Shamsher Singh got the passport made for the girls. He had also taken 3,00,000/- from both the girls. Shamsher Singh along with his brother Bhagwan Singh on September 18,1999 took the girls on a flight to Hongkong and then to Thailand and were proceeding to Italy. They were caught at Thailand for not possessing relevant papers and were deported to India. The girls were brought back by Shamsher Singh to Barnala and confined them at his house. They were not allowed to go out of the room and were not allowed to meet any one including their parents. After 10/15 days Paramjit Kaur was taken by Bhagwan Singh to Thailand, again. Here they stayed with an Indian for one month an 15 days and made attempts to go to Italy. They returned to India on November 20th and came back to Barnala. The girls were sent to stay with the sister of Shamsher Singh at Ghabta village for few days.

Meanwhile, Shamsher Singh had been assuring the girls parents that the girls are well settled in Italy and also collected around Rs 20,000/- to send clothes for the girls. He refused to give their addresses to them and also their telephone numbers. Shamsher Singh and Gurmeet Kaur had applied for fresh passports. In the meantime, the father of Gurmeet Kaur, Surjit Singh complained to the police that the girls were missing and narrated his story. Also some persons from his village had informed Surjit Singh that he had seen Gurmeet Kaur at Barnala.

Suspecting foul play. Gurmeet Kaur’s father enquired from Shamsher Singh who assured that the girls were in Italy. Surjit Singh had also met Mr S.S. Gill, DSP Barnala and narrated the story, the DSP had detected that the girl supposedly in Italy has also applied for a fresh passport.

DSP Barnala raided the address mentioned in passport and found Gurmeet Kaur confined there. On questioning Shamsher Singh revealed that the other girl is with his brother Bhagwan Singh. The girls were recovered and handed over to their parents.

Both Gurmeet Kaur and Paramjit Kaur narrated the torture they were put through and the fraud that these brothers played on them. A case U/S 366/376/420/34 of the IPC was registered against Shamsher Singh and Bhagwan Singh and were arrested and sent in judicial custody. Top


 

ABVP to organise ‘black day’

PHAGWARA, Dec 16 — The Punjab unit of the Akhil Bharatiya Vidyarthi Parishad will observe black day in all 127 ITIs, 37 polytechnics and medical/dental/ayurvedic colleges of Punjab on December 23 in protest against the back-breaking hike in fees and funds of trainees and from medical students doing housejobs.

Disclosing this at joint press conference here today, Mr Jagmohan Singh Gill, and Mr Mohan Kumar, state Secretary and Regional Organising Secretary, ABVP, said black-badges wearing students would hold rallies and present memorandum to MLAs against the hike of ITI annual fees from Rs 515 to Rs 1600 and polytechnic fees from annual Rs 2400 to Rs 5075.

Students would also resort to a novel way of protest against the Punjab government, they disclosed. Before December 31, they would hold "katora - yatras" (begging - bowl marches) to beg publicly from a penny up to a Re in bazaars and send the amount as "alms" for "divalia" (bankrupt) government, declared parishad leaders. This local-level "bheekh mangna" programme would be accompanied by burning of effigies of the government, continued leaders.

They also released conclusions of comprehensive survey conducted by the parishad. The survey revealed that while many ITIs lacked instructors, others were wanting in raw material.Top


 

SHSAD against withdrawal of free power

PATIALA, Dec 16 — Mr Prem Singh Chandumajra, general secretary, the SHSAD and former member of Parliament yesterday opposed the central government’s advice to the state government for scrapping power supply free of cost to the farmers.

He said the state government should not bow to the pressure of the Centre which had given this advice to the Punjab government in lieu of giving funds to the fund-straved state.

Mr Chandumajra said already the farmers were facing many financial problems due to increase in the cost of inputs of agriculture due to hike in diesel and patrol prices.

He said the state government had not cared to increase the sugarcane support price from the existing Rs 95 per quintal while the neighbouring state of Haryana was giving the support price of Rs 110 per quintal.Top

According to the FIR lodged with Sadar police, Jalalabad by Jarnail Singh, brother of deceased Karnail Singh, he saw Sumitra set his brother ablaze on Wednesday morning, when he was passing near his (Karnail Singh’s) residence. He raised the alarm and with help of other villagers tried to extinguish the flames but by then Karnail Singh had suffered grievous burns and succumbed to his injuries.

According to the FIR Sumitra had reportedly thrashed her husband over the past 2-3 days. When even that he did not work she ‘killed’ him. The police has registered a case against Sumitra.Top


 

Panel notice to SGPC chief

AMRITSAR, Dec 16 — The Sikh Gurdwara Commission today issued notice to Bibi Jagir Kaur, president Shiromani Gurdwara Parbandhak Committee to appear before it on January 18, 2000 on a petition filed by Mr Vishan Deep Singh a confidant of Mr Gurcharan Singh Tohra, president Sarb Hind Shiromani Akali Dal.

The petitioner had alleged that Bibi Jagir Kaur had abused SGPC funds for paying the bills of a telephone which had been allotted to her while she was a minister in the Badal government.

The petitioner said payment of the telephone bill was a "clear act of malfeasance, misfeasance, breach of trust, neglect of duty and abuse of powers".

The petition also named Mr Balbir Singh Naushehra Pannua, senior vice-president and many other office bearers of the SGPC.

The petitioner said Bibi Jagir Kaur was allotted an official residence in Sector 39 as minister which was still being used by her long after she resigned from the ministry. A telephone with STD facility was installed at her residence during this period.

Interestingly the incharge of the sub-office of the SGPC, at Chandigarh had actually submitted before Bibi Jagir Kaur an office note seeking her permission to pay her phone bill of Rs 48,319 for this phone from SGPC funds. She granted permission on May 28, 1999 allegedly in gross violation of SGPC rules.

Furthermore, the respondents as members of the executive committee of the SGPC, vide resolution No 766 dated August 18, 1999 allowed the sub-office to continue making payments in future on the basis of the office note.

The petitioner alleged that the act was unprecedented in the history of the SGPC. The respondents were trustees of the SGPC funds and could not make payments of such bills.

The petitioner pleaded for sealing of the proceeding book of the meeting of executive committee dated August 18, 1999 which passed a resolution permitting making payment of telephone bill so that the record should not be tampered with.Top


 

Excise staff not to conduct raids

AMRITSAR, Dec 16 — The Excise and Taxation staff today unanimously decided not to conduct any checking or raids till the arrest of the culprits who had attacked a raiding party a few days ago.

The Excise and Taxation Officers Association decided to continue its dharna till the arrest of the staff of Messrs King Transport who allegedly attacked the raiding party, including its ETO, Mr D. S Gill.

Both associations expressed concern that no arrest had been made despite an FIR having been lodged on November 27.

The associations said the excise and taxation officials had swung into action on a tip-off that some transporters were evading taxes by plying trucks between Delhi and Amritsar along rural routes.Top

CHANDIGARH Dec 16 — When legendary vocalist Pt Jasraj will perform at the millennium’s last Harballabh Sangeet Sammelan at the holy portals of Devi Talab Mandir at Jalandhar on December 26, he would be making his commitment to continuing into the next millennium the rich classical tradition whose seeds were planted late in the nineteenth century by Swami Harballabh.

At this mega event of classical music of north India artistes of repute have been paying their homage through their respective skills year after year since 1875 when Swami Harballabh paid a musical homage to his guru Swami Tulja Gir on the occasion of latter’s first death anniversary. This innovative musical tribute gradually evolved into a rich extravaganza of music, both vocal and instrumental, and carved out a niche for itself, thanks to the association of big names like Vilayat Ali Khan, Amjad Ali Khan, Shiv Sharma, Gangu Bai, Zakir Hussain and inimitable Hariparsad Chaurasia among a galaxy of stars who have performed at this Mecca of music from time to time.

Barring a minor hiccup during the peak of militancy when the sangeet sammelan could not be held for a few years, the rich matrix of music has gained in strength every year and the organisers are making elaborate arrangements to make the 124th chapter of sammelan a truely mega event.

The sammelan organisers said besides a galaxy of artistes they have invited the Editor, The Tribune, Mr Hari Jaisingh, to grace the concluding day of the "greatest musical event" of the millennium on December 26. Punjab Chief Minister Parkash Singh Badal has also been requested to grace the concluding day function, it is learnt.

According to sources, apart from Pt Jasraj, other noted vocalists such as Rattan Mohan Sharma, Manu Seen, Shuba Maudgil, violinist Kala Ram Nath, sitarists Niladari Kumar and Vanita, flutist Ronu Majumdar as solo and in duet with Tarun Bhattacharya on the santoor would perform at the sammelan. The usual competitions for amateur artistes and performance by the last years’ awardees in these competitions would also be organised during the three-day festival. Sham Lal and party will perform on the shehnai while Salil Bhatt on the Mohan veena.

Held in traditional ambience no chairs are used and listeners are comfortably seated on mattresses with blankets to drape on cold December nights during the sammelan which continues into wee hours daily.

According to the organisers, they were trying to get Union Culture Minister Ananth Kumar, Minister of State for Tourism Uma Bharati and the Chief of Army Staff, Gen V.P. Malik, to grace the festival to make it a memorable event.Top


 

Jhuggis gutted in MC drive

PATIALA, Dec 16 — Angry slum dwellers of a slum near Tafazalpura DCW, block traffic today following demolition of around 50 jhuggis by a municipal corporation team.

Traffic was held up for almost three hours today afternoon and the crowd pelted stones at the municipal staff. There were also heated exchanges occurred between the slum dwellers and residents of Tafazalpura Colony, with the jhuggis owners alleging that residents of the colony and the MC team had set fire to their houses.

According to Mrs Seema Vaid, senior leader Bahujan Samaj Party (Ambedkar) the municipal corporation staff along with leaders of a Tafazalpura Sudhar Sabha ransacked the colony and set huts ablaze. She said when the dwellers protested the MC team retreated. But the damage had been done.

She said that the corporation had not issued any notice or warning to the slum dwellers who were not even given time to collect their belongings. She said the slum dwellers had lost everything in the subsequent fire. The blockage was lifted only when a senior police officer assured the slum dwellers that a case would be registered against the persons responsible for beginning the fire.

Mr J.C. Goel, assistant commissioner, Municipal Corporation defended the demolition saying there was no need to issue notices to illegal occupants of government land. He said he did not knew how the fire broke out as the MC demolition team had already left the scene by then. He said a loader of the corporation was damaged by pelting of stones and the corporation had registered a complaint.

Mr Karam Chand Bansal president Tafazalpura Sudhir Sabha, said the sabha had no role in the fire and alleged the slum dwellers had burnt the huts themselves to accentuate their losses.

He said the jhuggis had become a big nuisance for the authorised colonies around it with slum dwellers strewing garbage and harassing the residents.

SSP Harpreet Singh Sidhu said the police cannot register any case against the municipal corporation. The police is enquiring into the allegation of the slum dwellers. However, as the situation is still unclear no case has been registered so far.

Meanwhile in a press release Mrs Seema Vaid, leader BSP (Ambedkar) said the party will continue their agitation till a case was registered and the dwellers given alternate site. SHF claimed the colony was in existence since the past 25 years.Top

The manager of Gurudwara Fatehgarh Sahib today asked Mr Jaswant Singh Tann, district president of the SHSAD and an SGPC member to choose an alternative site instead of the earlier allotted site. But Mr Tann told The Tribune that his party will hold its conference at the earlier allotted site.

Party workers could be seen working at the site today. They said they could make sacrifices, but would not go to an alternative site. Alleging high-handedness by the SGPC ,they said when Jathedar Tohra was SGPC president, he never interfered in other parties affairs.

They said they had already spent thousands of rupees on the site. Mr Tann said representatives of other political parties had accompanied the mela sub-committee members, when the site was allotted to them and nobody had objected at that time.

When contacted the Manager of Gurudwara Fatehgarh Sahib, said only the interim committee confirms sites and it will meet only on December 19. Sources said the present site allotment had been cancelled on the request of another political party. Top

HOSHIARPUR, Dec 16 — The ISI is pressurising militants of Punjab, who are presently residing in Pakistan and other countries to revive terrorism in the state. But the people of Punjab have not extended their support to them in this regard.

This was stated by Mr Sarbjit Singh, Director-General of Police, while talking to mediapersons at Hariana 15 km from here today. He said that after recent coup in Pakistan, efforts by its rulers to disturb peace in the state had increased.

He said the police had no information regarding existence of any human bomb in Punjab now.

Replying to another question, he ruled out decreasing the strength of the police force and police stations in state. Referring to the summary transfer of Mr Harnek Singh Saran, SSP, Bathinda, he said police officers should not show their resentment publicly against any one.

Earlier, the DGP inaugurated the new building of the police station at Hariana.

The DGP said police chiefs Punjab, Jammu and Kashmir and Himachal Pradesh would meet soon to chalk out strategy to counter threats of terrorist-violence emanating from Pakistan.Top


 

Act amended to eradicate graft

FATEHGARH SAHIB, Dec 16 — Mr Janmeja Singh Sekhon, Minister for Co-operation Punjab, has urged the senior citizens to help the government eradicate social evils, particularly corruption. He was addressing a state level function of senior citizens organised by the district unit to celebrate the World Senior Citizens Day here yesterday.

He said the Punjab Cabinet at its recent meeting had decided to strengthen the Vigilance Department and the Act has been amended, so that the corruption cases be decided with in three months. He said the government had also decided to give Rs 2 lakh to each dependant/parents of Kargil martyrs besides the other Rs seven lakh given to them, earlier.

He said the Chief Minister had also declared that 'Senior Citizens Homes' would be constructed at district headquarters with facility and accommodation, food, medical and recreation facilities for the senior citizens. He said the district administration would be directed to give due respect to senior citizens and solve their problems on priority. He announced a grant of Rs 50000 for the senior citizens.Top


 

Held for forgery

GURDASPUR, Dec 16 — The police today arrested Jasbir Singh, a Patwari, who was under suspension when posted in the office of assistant kanoongo, Dhar Kalan in Pathankot sub-division, by the Deputy Commissioner for misuse of government funds meant for compensation.

According to Mr Varinder Kumar, SSP, the accused presented two letters bearing no. 3339-42 and SP/30 dated October 29 to Mr Pritpal Singh, Tehsildar, Pathankot stating he had been re-instated from the date of suspension and his pay had been fixed at Rs 5838/- per month. These letters bore forged signatures of Assistant Commissioner, Grievances, Gurdaspur.Top


 

Minister denies conflict

CHANDIGARH, Dec 16 — Mr Charanji Lal Garg, state Minister for Food and Supplies, Punjab in a statement here today said that he had cordial relations with Mr Madan Mohan Mittal, Food and Supplies Minister, and there was no conflict.

Ramnik Lal joins Congress

CHANDIGARH, Dec 16 — Mr Ramnik Lal, grandson of late Pandit Mohan Lal, a veteran Congress leader, today joined the Indian National Congress along with hundred of his supporters in the presence of Capt Amarinder Singh, President of the Punjab Pradesh Congress Committee.

Mr Lal, who has been a general secretary of the youth wing of the Shiromani Akali Dal, has expressed full faith in the policies and programmes of the Congress and the leadership of Mrs Sonia Gandhi. Top


 

1984 riots : MASR hails move

CHANDIGARH, Dec 16 — The Movement against State Repression (MASR) has lauded the proposal by Parliament to set up an enquiry commission on November 1984 "genocide".

Mr Inderjit Singh Jaijee, convener of the movement, said as many as 14 commissions had gone into various aspects of these killings but no action had been taken.

It has demanded that the scope of the proposed commission should be extended to cover other states also where killings of Sikhs took place in November, 1984.

Rs 8 cr for border area development

CHANDIGARH, Dec 16 — The Punjab Government today sanctioned Rs 8 crore for the development of border areas.

As much as Rs 50 lakh each has been allocated to 16 Assembly constituencies of Amritsar, Gurdaspur and Ferozepore districts.

The repair of roads and creating the infrastructure facilities will be the main task to be performed.Top


 

Free bus travel

BATHINDA, Dec 16 — The Punjab Government has introduced a scheme for free and concessional bus travel for cancer patients going to and from medical treatment.

Official sources said that in the first phase, the Punjab Government has earmarked Rs 4.5 lakh for extending free bus travel facility to cancer patients.

Each cancer patient would be paid a monthly pre-paid voucher of Rs 150 for travelling on PRTC and Punjab Roadway buses to visit the doctor of any prevailing system of medical treatment.

The Punjab Government would give six pre-paid vouchers to each cancer patient at a time.

Sources said the Punjab Government had issued instructions to the civil surgeons of all districts to start the exercise of identifying cancer patients in their respective areas.Top


 

Rajewal’s demand

CHANDIGARH, Dec 16 — Yet another inquiry has been sought the construction of roads which has been described as a "big scandal" by the Bharatiya Kisan Union.

Mr Balbir Singh Rajewal, in a letter to the Punjab Chief Minister, Mr Parkash Singh Badal, has sought a thorough enquiry into the construction of roads in the Samrala area. He has urged the Chief Minister to send a team of senior officers to make an on-the-spot assessment of the roads constructed in recent months.

His complaint covers the Daudar-Gandua road, the Dehra-Harbanspura road, the A.S. College Khanna-Daudhar road, the Bhatian-Rasulre road, the Bahomajra-Dilawarkhan road, the Ludhiana-Chandigarh road within Samrala town, and the Bhadla-Dadheri roads.Top


 

Religious calendar by ‘month-end’

AMRITSAR, Dec 16 — The confusion on dates of gurpurbs, martydom days and historic celebrations arising from the Nanakshahi calendar will be laid to rest soon. Bibi Jagir Kaur, SGPC President, talking to mediapersons here today said final shape to the Nanakshahi calendar would be given after deliberations on the issue during the forthcoming meeting of the SGPC executive being held here on December 23.

She said a large number of suggestions and recommendations had been received by the Jathedar, Akal Takht, Giani Puran Singh and confusion on the issue of dates would be settled once for all by the end of this month.Top


 

Relief train flagged off

AMRITSAR, Dec 16 — The SGPC president, Bibi Jagir Kaur, today flagged off a special goods train carrying large quantities of relief material for the cyclone-affected people of Orissa.

While talking to mediapersons she said the consignment includes 3 lakh clothes, 25,000 blankets, 10,000 sweaters, 40,000 mattresses and utensils.

Besides these the train would also carry flour, rice, pulses and other essential items, she added.

A number of philanthropists and cooks would accompany the relief material to distribute these amongst the people living in inaccessible areas of Orissa.Top
