Hooda Chaubisi to block traffic

ROHTAK, Feb 26 — The panchayat of Hooda Chaubisi held today at village Jassia, 18 kms from here, has decided to block road and rail traffic for 24 hours tomorrow on the Rohtak-Panipat national highway to demand immediate arrest of the culprits involved in the abduction and murder of two school boys of Jassia.

The victims, Ravinder (14) and his cousin Rajesh (15) of Jassia village were allegedly kidnapped in a vehicle on February 22 from the village. Their bodies were found on the following day by the Sonepat police which was on patrol duty on the roadside near Rookhi village.

The residents of Jassia had on February 23 blocked vehicular traffic on the Rohtak-Gohana highway to protest against the incident and to demand arrest of the alleged murderers. The blockade was lifted after the Senior Superintendent of Police, Mr P.K. Aggarwal assured them that he would trace the culprits without delay.

The Jassia panchayat had yesterday given an ultimatum to the police to arrest the culprits by noon today, before the meeting of the Hooda Chaubisi panchayat.

The PCC Chief, Mr Bhupinder Singh Hooda, MP visited the village yesterday and threatened to raise the issue in the Lok Sabha if the administration failed to arrest the culprits. He also assured Jassia residents of abiding by the decisions of Hooda Chaubisi.

Mr Surat Singh Hooda, President of Hooda Chaubisi, comprising of 24 villages inhabited by persons of Hooda gotra chaired the meeting attended by over two thousand persons.

The participants were in a belligerent mood and dissatisfied with the action taken by the police in arresting the culprits. They got more agitated when told that three persons taken in custody by the police for interrogation had been let off.

The DSP (Hqrs), Mr Om Parkash, who was present in the panchayat, told the gathering that the police was alive to the situation and was making all out efforts to arrest the culprits. His assurances, however, failed to pacify the panchayat which went ahead with planning its agitational programme.

Participating in the panchayat deliberations, former minister, Mr Krishan Murti Hooda held the government responsible for the incident as political interference in the administration had demoralised the police. He alleged that the government of a Haryana minister in this incident could not be ruled out.

Criticising the police for inaction, Mr Krishan Murti demanded that the aggrieved families be paid an ex-gratia grant of Rs five lakh each and the culprits be dealt with sternly. Mr Balbir Singh alias Bali Pehalwan and Mr Sri Kishan Hooda, both INLD legislators and Mr Raghubir Singh Hooda, CPM, condemned the incident and asked the police to arrest the culprits without delay.

Mr Balbir Singh Bali assured support of the Meham Chaubisi in their fight for securing justice. Mr Surat Singh Hooda hinted that if the police failed to act, the panchayat would not hesitate in taking the support of neighbouring panchayats.

CM to take up issue with Centre

GURGAON, Feb 26 — The Haryana Government will take up the issue of law and order with the Centre at a conference of chief ministers of northern states at Surajkund which will be presided over by Union Home Minister L.K. Advani on February 28.

This was stated by Chief Minister Bansi Lal while addressing a meeting of Haryana Vikas Party (HVP) workers here today.

Mr Bansi Lal expressed concern about the rise in crime and urged people to have chowkidars. He asserted the state government was vigilant and would not spare any efforts to book the culprits.

He referred to threat calls being made to certain people and said the miscreants had been identified. According to him, 84 calls were made from Sukhrali village alone, 24 from Sikandarpur and some from Bijwasan and other adjoining areas of Delhi.

He said at the chief ministers' conference, he would try to prevail upon Mr Advani to ensure the registration of the names and addresses of those using mobile phones.

The necessary amendments to the terms and conditions of the contracts with the mobile phone companies would also be suggested by him. The companies operating mobile phones must retain names, addresses and whereabout of the mobile phone owners and users for easy identification, he added.

He also referred to the maniac who had killed several girls in Bahadurgarh and said the police had nabbed the culprit after more than three years. He raised the issue to emphasise that the culprits in connection with crimes in Gurgaon would be nabbed.

Mr Bansi Lal urged the HVP and BJP workers to help the district administration nab the culprits. He said he was a "chowkidar" of the masses.

Without naming Mr Devi Lal, the Chief Minister alleged that the government had conducted itself in a such a way that it emboldened anti-social elements. The culture of violence had its origin in that government, he added.

The utterances of Mr Bansi Lal have come at a time when local residents are in the grip of terror with a state by murders, dacoities, burglaries and thefts.

Recently, there was a burglary at the residence of a former Director-General of Police, Haryana, Mr Kalyan Rudra. Even after he reported the incident to the district police, there was another burglary at his residence after a few days. According to Mr Rudra, when he took up the issue with the district police chief, Mr Khushi Ram Dahiya, the latter told him not to worry about it "insignificant" incidents. Mr Rudra said he was shocked at the response.

Meanwhile a number of businessmen today submitted a joint memorandum to Mr Bansi Lal urging him to simplify the rules for procuring arms licences. They also demanded effective policing here.

Mr Bansi Lal also visited the residence of a couple brutally murdered a few days ago in Sector 17 here.

Earlier, he inaugurated a shopping complex built at a cost of Rs 52 lakh by HUDA in City Centre in Sector 29. He also inaugurated a boosting station in Sector 29 built at a cost of Rs 4 crore.

Lawyers to continue stir

YAMUNANAGAR, Feb 26 — Members of the District Bar Association, Jagadhri, today decided to continue the strike till the March 1.

Mr Nirman Kapoor, general secretary, District Bar Association, alleged that the police and the Block Development Officer, Bilaspur, had failed to take action against those that involved in the murderous assault on Mr Gopal Vijay Kaushish an advocate on February 24. The Bar members condemned the incident and demanded immediate suspension of the Panchayat Officer for his alleged involvement in the case.

Meanwhile, the Deputy Superintendent of Police (Headquarters), Mr Paramjeet Singh Ahlawat visited the Bar Association office today and assured the members of the possible help. A fact finding committee had also been formed to look into the incident.

Mr Kapoor said the lawyers staged a dharna in front of the Subdivisional Magistrate's office Jagadhri, today and demanded the arrest of the assailants. He said the condition of Mr Kaushish was serious.

Mr Narinder Singh, SDM, Jagadhri who has been entrusted with the task of holding in enquiry by Deputy Commissioner, Yamunanagar said that he had summoned the Panchayat Officer, Chhachhrauli, Block Development Officer, Bilaspur, at Chholi village where the incident occurred. He stated that he would submit a report to the Deputy Commissioner by Monday.

Northern Zonal Council to meet at Surajkund

CHANDIGARH, Feb 26 — The 24th meeting of the Northern Zonal Council will be held at Surajkund on February 28 under the chairmanship of the Home Minister, Mr L.K. Advani.

The council comprises Haryana, Himachal Pradesh, Jammu and Kashmir, Punjab, Rajasthan, Delhi and the Union Territory of Chandigarh.

The chief ministers of the member states and the Governor of Punjab in his capacity as the Administrator of Chandigarh are likely to attend the meeting.

The council is expected to discuss several issues of common interest of the members-states. Among the important issues on the agenda are allocation and sharing of river waters and power and construction of related projects, measures for giving a boost to the agro-horticultural export from the region, promotion of tourism in the zone, rationalisation of the tax structure and inter-state security.

The Haryana Chief Minister, Mr Bansi Lal, has indicated that he will also raise the issue of amending the terms and conditions of the contract with cellular phone companies to make the identification of a user of mobile phones easy at the time of an enquiry.

Haryana interests ignored: Hooda

CHANDIGARH, Feb 26 — The Haryana Congress has criticised the Railway Minister, Mr Nitish Kumar, for ignoring the interests of the state in railway Budget presented in the Lok Sabha yesterday.

The party chief, Mr Bhupinder Singh Hooda in a statement here today blamed the MPs of the HVP, the BJP and Lok Dal for having failed to secure any benefits for Haryana from the BJP-led coalition government at the Centre, though they had been supporting it.

On the contrary, he said, the Akali Dal, with eight members in the Lok Sabha, had got two berths in the Union Cabinet and an oil refinery in Bathinda as the price of its support to the Vajpayee Government. Asserting that the Centre did not give any importance to non-Congress MPs from Haryana, Mr Hooda said it had accepted several demands of Ms Mamata Banerjee of the Trinamool Congress in the railway Budget.

Mr Hooda said after Haryana came into being in 1966, only Bhiwani-Rohtak rail link was provided and for that too the state had given free land and had met the entire cost of the construction. Thereafter, Haryana had not been given its due in the matter of rail lines.

However, he did not say that during this period his own party was in power at the Centre and in the state for a long time, although he said that despite several surveys for linking Farrukhnagar with Jhajjar, a distance of 20 km, no provision had been made in the railway Budget. He added that Rewari should be linked by rail with Jhajjar and Rohtak to connect it with Panipat.

Barrage to check Yamuna floods

YAMUNANAGAR: Tajewala Headworks which have been threatened more than six times by floods will be replaced by the Hathni Kund Barrage. The British constructed the Tajewala Headworks on the Yamuna in 1872. About 3 km upstream of it, the World Bank aided Hathni Kund barrage is being constructed. After the completion of the barrage, states like Haryana, Uttar Pradesh, Rajasthan, Himachal Pradesh, Delhi will stand to benefit.

According to statistics, the headworks had its first flood on September 28, 1924, when 5,00,676 cusecs of water passed through it. It is learnt that Sir Chhotu Ram, the then Revenue Minister of Punjab, took the initiative in 1937 and while studying the problem, thought about its replacement. He got a channel built. Just after Independence on September 25, 1947, the discharge was 5,00,781 cusecs of water, which extensively damaged the headworks.

On September 23, 1978, when the entire northern region was in the grip of floods, the headworks faced the century's maximum discharge of 7,00,939 cusecs. It is stated that if the situation would not be handled properly by the officials of the Irrigation Department, then the bridge could be washed away.

Since then the technocrats declared it unsafe and persuaded the government to replace it with a barrage with a minimum capacity of 7 lakh cusecs of water. On September 29, 1988 and on September 4, 1995, the headworks were flooded when the discharge was 5,36,000 cusecs of water. Again on October 18, 1998, massive flooding washed away gate No. 3 of the headworks.

After the construction of the barrage, the headworks would not be dismantled but it would remain a monument.

Mr Jatinder Singh Balhara, Sub Divisional Officer of the Irrigation Department, stated that the Yamuna originated from the Bandarpunch glacier at Yamunotri in Tehri Garhwal. Yamunotri was hardly 140 km from headworks along the river coast.

The rest house, a star attraction for the visitors was also constructed by the British. The visitors' register is not properly maintained.

The telephone facility at the headworks is in a bad condition, whereas it should be a hotline because it is the point from where the water is being distributed to different states of the northern region. There are no divers available. At the rest house although there are three air-conditioned rooms, the garden is not properly maintained because there is only one gardener. There is no chowkidar to ensure security for VIPs staying there.

Liquor vends' auction to be filmed

CHANDIGARH, Feb 26 — The Haryana Government has decided to prepare video films of auction of liquor commencing from March 4 to March 13 for 1999-2000 so as to maintain transparency in the auction.

The auction for retail country liquor vends (L-14-A) and Indian Made Foreign Liquor (L-2) vends will be held each day at 10 a.m. at specified places. The auction for the districts of Kaithal and Karnal will be held at Karnal on March 4, for Yamunanagar and Kurukshetra districts at Yamunanagar on March 5, for Panchkula and Ambala district at Ambala on March 6 and for Panipat and Sonepat district at Panipat on March 8.

Similarly, the auction for district of Rohtak and Jhajjar will be held at Rohtak on March 9, for Jind and Bhiwani district at Jind on March 10, for Hisar, Sirsa and Fatehabad district at Hisar on March 11. Auction for Gurgaon (I and II), Rewari and Narnaul will be held at Gurgaon on March 12 and for Faridabad (East and West) at Faridabad on March 13.

The L-4/5 bar licences will be granted only to the tourist complexes run by the Haryana Tourism Corporation and the hotels having three star and above ratings.

INLD rally on March 6

ROHTAK, Feb 26 — The rally of the Indian National Lok Dal (INLD) scheduled for March 6 in Delhi, will present the party as an alternative to the HVP-BJP combine in Haryana.

The INLD supremo Mr Om Prakash Chautala, said this while addressing a district-level meeting of party workers here today.

The said the party had supported the Vajpayee government in the interest of the nation, but he alleged that the union government had overlooked the interests of the state, particularly of farmers. He said the repeated anti-farmer decisions by the union government had forced him to withdraw the support. He said the Prime Minister had not paid any attention to the long-pending water and SYL canal issues in Haryana. He said all four MPs of the party would vote against the imposition the his President's rule in Bihar.

2138 erring dealers lose security

CHANDIGARH, Feb 26 — The Haryana Food and Supplies department has forfeited the security of 2,138 erring dealers amounting to over Rs 10.15 lakh till January end in the current financial year.

While stating this here today Prof Ganeshi Lal, Food and Supplies Minister, said the department also got registered 65 cases and 25 persons were arrested in the period.

The minister further revealed that the department had established 106 new fair price shops in the state up to January end.

There were 7,598 fair price shops functioning in the state during 1997-98 and with this addition, the number had risen to 7,704. Out of this 2,610 shops were functioning in urban areas and 5,094 shops in rural areas.

Use of red light atop vehicle allowed

CHANDIGARH, Feb 26 — The Haryana Government has decided to allow the Chairman , Haryana Vidyut Prasaran Nigam, Panchkula, Director , Pandit B.D.Sharma P.G.I. Medical Science, Rohtak, and the State Election Commissioner, Haryana to use red and blue light, black film and black glasses for their government vehicles.

They are not allowed to use red light, and black glasses on their personal vehicles.

The Chief Commissioner, Income Tax, Chandigarh, will also have this facility for the official staff car within the jurisdiction of Haryana state only.

SHO suspended

FARIDABAD, Feb 26 — Mr Raghbir Singh, SHO of Ballabhgarh city police station, was suspended on Wednesday for allegedly misbehaving with Pramod, driver of Mr Surinder Singh, son of Chief Minister Bansi Lal.

It is stated that Pramod had come to drop Mr Surinder Singh at the wedding of the daughters of Mr Kartar Singh Bhadana, HVP MLA, at Anangpur village. The driver parked the car near the reception gate which was objected to by the SHO who asked him to take the vehicle to the parking lot.

The driver, however, refused to do so. Heated exchanges took place between the driver and the SHO.

The matter was reported to the DIG of the Gurgaon police range who suspended Mr Raghbir Singh.

1 killed in mishap

YAMUNANAGAR, Feb 26 — Mange Ram (32), a brick-kiln owner, died on the spot when his Maruti car collided head-on with a vehicle near Dhorang village, 10 km from here, late last night.

According to a police report received here today, he was a resident of Dhorang village.

KU compartment exams

KURUKSHETRA, Feb 26 — The Kurukshetra University BA/B.Sc./B.Com. (Part I/II/III) candidates who got compartment in April 1997, examination but could not clear in the admissible chances up to April 1998 and in the mercy chance in October 1998, have been provisionally allowed an additional chance in April 1999 to take examination in their compartment subject.

According to a notification issued by the Controller of Examination, Kurukshetra University, the candidates will appear according to the syllabi as has been prescribed for regular students of the April 1998 examination. Such candidates may submit their examination, admission forms along with usual fee, late fee, if any, and special fee of Rs 200 to the Assistant Registrar, Kurukshetra University.

Body found in field

ROHTAK, Feb 26 — The body of a youth of Kaboolpur village in the district was found in a field in Kablana village.

According to police sources the victim identified as Sashi (22) had left his village with Rs 5,000 a few days ago to make some purchase from a town. The body reportedly bore injury marks. The police has send the body for post-mortem examination after booking the case of murder.

Meanwhile, a youth of local Chhotu Ram Colony died in a road mishap near the university gate on the National Highway (No. 10) on Wednesday. It is reported that the deceased identified as Sunil hit against a two wheeler while trying to save a seven-year-old riding a bicycle.Top

 

5 booked for fraud

ROHTAK, Feb 26 — The police has registered a case against five persons, three of them belonging to Jhajjar and two to Rohtak, for the illegal sale and purchase of a Tata Sumo belonging to a resident of Delhi.

According to a report lodged by Faqil Ahmed of Shahdra in Delhi, his Tata Sumo (HR151-C-6044), which was given on a contract basis at Rs 600 a day to Pravin of the same locality, was illegally sold and resold to various persons. He later learnt that his vehicle has been in the possession of the CIA, Rohtak, in connection with a case. One of the accused had filed an application in the court to claim the ownership of the vehicle.

Those involved in the illegal transaction of the vehicle have been identified as Krishan of Ismaila village, Naresh of Muradpur Tekna, Rajkumar of Beri and Sudhir of Silana village.

The police has registered a case under Sections 420, 468, 470 and 120-B, IPC. No arrest has however, been made so far.

Bus driver gets 2-year RI

JIND, Feb 26 — Haryana Roadways driver Dhajja Ram was sentenced to two years' rigorous imprisonment by Dr Neelima Shangla, Chief Judicial Magistrate, today for causing the death of Mohan Lal by negligent and rash driving.

A fine of Rs 5,000 has also been imposed on him, payable to the next of kin of the deceased.

Revealing this here today, Chief Minister Bansi Lal, addressing a meeting after inaugurating offices of the Transport Corporation of India here, said efforts were being made to nab the culprits.

Mr Bansi Lal said mobile phones were helping the criminals too. He said he would raise the issue of amending the terms and conditions of the contract with mobile phone companies at a meeting of Northern Zonal Council to be held at Surajkund on February 28 under the chairmanship of Union Home Minister L.K. Advani, in order to make easy identification of the user of mobile phones at the time of an inquiry.

Milk samples found adulterated

HISAR, Feb 26 — The local Citizens Progressive Forum Hisar has detected widespread adulteration of milk.

According to Mr Vijender Mittal, General Secretary of the forum, 18 samples were collected and sent to the KAPT Centre of the CCS Haryana Agriculture University.

Out of these 85 per cent of the samples were found adulterated. The analysis of the samples revealed that the level of adulteration in the remaining 15 samples was more than 25 per cent. In most of the samples, the cream had already been removed.

Although no evidence was found of synthetic milk, two samples were found to contain chemical elements.

Medicos gherao Commissioner

ROHTAK, Feb 26 — Agitating medicos of Pt. B.D. Sharma Post- graduate Institute of Medical Sciences gheraoed the Commissioner and Secretary (Health), Ms Komal Anand, here today.

The protesters were demanding a negotiation with Ms Anand but she allegedly refused to talk to them. The agitators, including some women, lay in front of the car of Ms Anand.

The medicos have been demanding the restoration of 10 per cent grace to internal candidates for admissions to MD and MS courses. They have also been opposing the decision of the government to increase the reservation of Haryana Civil Medical Services candidates in the MD/ MS courses.
