Further hike in petrol price
Tribune News Service

CHANDIGARH, July 13 — A majority of privately owned petrol pumps here went dry today. This came in the wake of imposition of a 5.5 per cent increase in the sales tax on petroleum products in Chandigarh, announced recently, which had resulted in about 34 of these petrol pumps deciding against making any fresh indents for more supplies.

But with the Chandigarh Administration announcing that the imposition of sales tax on petroleum products would be reviewed, the Chandigarh Petroleum Dealers Association has decided to indent petroleum products with effect from tomorrow.

Most petrol owners had today said that their petrol supplies would last till late afternoon or early evening today. Surprisingly, since a lot of people were still apparently unaware of the imminent short supply of petrol and diesel there was little panic buying today. In fact, some petrol stations could be seen supplying petrol till evening, though late in the evening, people were queuing outside a few city petrol pumps. Only 10 petrol pumps had reportedly finished with their stock by evening, while petrol was available in the rest.

With the imposition of 5.5 per cent sales tax, the rates of petrol and diesel in the city had been brought at par with those of Panchkula and SAS Nagar. While a litre of petrol cost Rs 22.63 before the levying of the sales tax, this was hiked by Rs 1.09 after the levying of the sales tax.

According to the latest revision, on account of the continuance of motor spirit tax in addition to the sales tax, petrol would be dearer by Rs 1.24 and would now cost Rs 23.87 per litre.

Petrol costs Rs 23.81 per litre in Panchkula and Rs 24.87 per litre in SAS Nagar and Zirakpur. The governments of Punjab and Haryana had hiked the rate of tax almost two years ago, because of certain political decisions like free power supply to farmers, which was causing loss of revenue.

According to sources, the Administration while agreeing to set into motion a process of reviewing the levying of sales tax on diesel, has added that it would be only after watching the impact of the new levy on petrol sales that a review of the same would be undertaken.

Chaos, delay mark admissions
Tribune News Service

CHANDIGARH, July 13 — There was chaos at the venue of admissions for humanities stream of Class XI at the Government Girls Senior Secondary School, Sector 18, here today. Students having 33 per cent and above were scheduled to be interviewed today.

Tempers of students and parents ran high over the mismanaged show. The 15-odd policemen deployed to manage the crowd could do little about the affair.

The delay in putting up the list of students to be interviewed added to confusion. When it was finally put up, students ended up tearing the list in a hurry to spot their names on the list.

With no distinction made for different percentage groups, serpentine queues were formed by students in the absence of any information. This resulted in students with higher percentage being pushed towards the end of the queues.

In queues for boys, there was a lot of pushing and jostling the entire day. Parents of girls, in the adjoining queue, stood by their side, instructing them on how to make their way through the crowd. Baton-wielding policemen at the entrance appealed to students to calm down but to no avail.

"This mammoth gathering of students and parents is causing harassment to us. The school should have evolved some system for the smooth conduct of the admission process, keeping in mind the number of applications received by them. It is not that the authorities were caught unawares," said Ms Chandrakanta Verma, a parent.

Standing in queue since 9.30 a.m. till after noon, Ms Meena rues, "My name is not on the list that they have put up. While I stand in the queue which is moving at a snail's pace, my brother is trying to find out what has gone wrong and where. I do not know whether I will be able to secure a seat in the school of my choice."

Many parents, anxious about the admissions of their wards, had heated exchanges with the Principal, Ms Rajesh Chaudhary. They demanded that the public announcement system be used.

Ms Rajesh Chaudhary, said the rush was on account of all left-out students converging on the school to seek admissions. These comprised compartment candidates and students of reserved category who had failed to turn up on the first day.

Today admissions were held for students having 47 per cent and above in the arts stream and students having 45 per cent and above in the vocational education stream. As many as 341 students and 162 students were admitted in the two streams, respectively.

While seats in arts are available in all schools, there are 481 seats in the courses of accountancy and auditing, structure and fabrication technology, fashion designing and textile designing. Seats are also available in the courses of basic electrical technology, automobile technology and refrigeration.

Since admissions for all candidates could not be held today, the remaining candidates will be interviewed during the next five days. Candidates having compartment and those who have applied in reserved category will be interviewed on a specific date later. The date is likely to be announced tomorrow.

Students having 43 per cent and above will be interviewed for arts faculty and those having 40 per cent and above will be interviewed in the vocational stream tomorrow.

There are over 500 students whose applications fall in the 43 to 46 per cent category while there are over 2,000 applications of students who have scored between 33 per cent and 46 per cent.Back

1,000 bogus ration cards detected
Tribune News Service

PANCHKULA, July 13 — A preliminary inquiry into complaints of irregularities by certain depot holders in the Kalka subdivision by the district administration has revealed existence of about 1000 bogus ration cards. The involvement of certain officials of the Food and Supplies Department in issuing the ration cards is suspected.

The Deputy Commissioner, Ms Saroj Siwatch, today said that detailed investigations were being made by the Sub-Divisional Magistrate (SDM), Kalka, Mr Yudhvir Singh, in order to identify the officials involved in the racket. The exact number of such ration cards issued were also being ascertained.

Following the revelations the administration has suspended supplies of at least nine depot holders in the Kalka subdivision till further investigations. The issue surfaced after Mr Chand Singh, a resident of Pinjore, complained to the SDM, Kalka, about a depot holder, Baldev Singh, who he alleged opened his depot twice or thrice a month and sold the PDS items on the black market.

A number of ration cards do not bear any entry of items sold and signatures of the ration card holders. The complainant also pointed out that a number of ration cards registered with the depot holders were also registered with other depot holders. The depot holder, who had also the charge of the depot at Kona village, was issuing 5 litre kerosene instead of the fixed quota of 8 litre.

In another complaint put up before the District Grievances Redressal Committee, Mr Ashwani Kumar, a resident of Pinjore, alleged that at least eight depots in Pinjore had been issued in the name of different persons belonging to one family. The depot being run by Pawan Kumar and Parveen Kumar, had at least 60 per cent bogus ration cards registered with them, he said.Back

School bus strike put off
Tribune News Service

CHANDIGARH, July 13 — The Chandigarh School Bus Operators Welfare Association has deferred the strike with regard to plying of school buses on July 14 and 15. A decision to this effect was taken at a meeting held today.

According to Mr Manjeet Singh Saini, President of the association, the school buses will now run as usual and the strike stands postponed till the issue is resolved between the Administration and the association.

He has in a release stated that the decision follows the request of the parents who have in a representation to the Home Secretary urged him to review their demands, and the assurances given by the school authorities.

In view of the pendency of the special review petition in the Punjab and Haryana High Court, the strike has been postponed.

He has further specified that if their demands are not looked into, they will be forced to resort to an indefinite strike.

Mr Saini has urged the Administration to at least involve one representative among the operators in the decision-making process or before evolving any new rule to avoid any kind of public harassment in future.

All the school buses plying in the city had earlier given a call for strike against the policy formulation with regard to non-issuance of fitness certificates to buses more than 15 years old and the issue of registration. .

Meanwhile, Mr D.S. Bedi, President of the Independent Schools Association, also prevailed upon them not to go on strike and that he would be taking up their genuine demands with the authorities concerned for an amicable settlement. This will save parents and students from any further inconvenience. He had also requested the member schools to ply their own buses tomorrow and not join the strike. A few other schools had told the children to make their own arrangements of transportation in case the buses did not ply. Keeping in view the safety of students, they were not keen on plying their own buses.Back

Less kerosene for LPG users
Tribune News Service

CHANDIGARH, July 13 — The UT Food and Supplies Department has reduced the allocation of the PDS kerosene quota from 5 litres to 3 litres per family for single LPG cylinder holders. A notification to this effect was issued here today.

According to official sources, the decision follows reduction in subsidy and issuing of ration cards to slum dwellers. The Centre, in a communication to the administration, had stated that the quota of subsidised kerosene to Chandigarh should be cut short. Subsequently, the allocation was reduced by nearly 30 per cent from 1,810 metric tonnes to 1,250 metric tonnes.

However, a family of two units without any gas connection will continue to get 15 litres of kerosene and that of more than two units will get 25 litres. Those having double cylinder connections have already been debarred from the PDS allocation of kerosene.

The department, in June, had increased the price of kerosene by one paise from Rs 2.93 to Rs 2.94.

Further, with a view to discouraging those having gas connections from using kerosene for cooking purposes, the department has directed depot holders and pump owners to affix a seal on every person's ration card, indicating whether he is a gas user or not. All ration card holders have also been asked to fill declaration forms, specifying whether they are gas users or not, so that the quota is supplied accordingly. Back

Kargil has not hit trade: Hegde
Tribune News Service

CHANDIGARH, July 13 — The Union Commerce Minister and the Lok Shakti President , Mr RK Hegde, today claimed that the Kargil conflict had not affected India’s trade with the world.

During a brief chat with mediapersons here, Mr Hegde informed that prior to the start of the conflict in May the country’s trade grew at a rate of about 8 per cent. This had risen to 12 per cent now which reflected well on the state of the economy of the country.

He, however, added that the sugar import from Pakistan had been suspended for the time being in the wake of the Kargil crisis. Neither India nor Pakistan had shortage of sugar and the import was purely a friendly gesture, he said.

The former Karnataka Chief Minister said though the Lok Shakti’s alliance with the BJP would continue at the national level, there were certain problems for the alliance in Karnataka. He claimed that several top Janata Dal leaders of Karnataka would join the Lok Shakti soon.

Answering a question, Mr Hegde said Kargil should not be made an election issue since every body knew that Pakistan had been defeated both diplomatically and militarily. For the first time, all major powers have backed India’s stand on Kargil, he said, adding that Pakistan should learn a lesson from its debacle in Kargil and should not aid the intruders and Mujahideens in future.

Accusing the Congress leadership of bankruptcy of ideas, he scoffed at the party’s demand for convening a Rajya Sabha (RS) session on the Kargil issue. “Why the RS session should be convened when the Pakistan forces and intruders had started withdrawing from the Kargil?”

Mr Hegde has advocated that one of the alliance partners of the BJP should be given ticket for the coming Lok Sabha poll from Chandigarh. The “friendly parties” should be given chance to contest the poll this time, he told mediapersons here.Back

Vehicular traffic interrupted
From Our Correspondent

ZIRAKPUR, July 13 — Due to repair work at the railway crossing barrier on the Zirakpur-Panchkula road, vehicular traffic was interrupted for more than two hours here today.

The repair work resulted in a lot of inconvenience to road users. Commuters had to cover extra distance to reach their destinations via Chandigarh. Many preferred the Panchkula-Ramgarh road for Delhi.

Earlier, a speeding truck had rammed into the boom pole at the railway crossing here when the barrier was pulled down as the Kalka-Ambala, 2UC passenger down train, was about to cross this intersection last evening. The boom, lock and the boom pole were broken in the accident.

The gateman had to use a chain across the road to restrain vehicles from crossing the rail track whenever trains crossed from this point after the accident. The normal traffic could be restored only with the efforts of a team of eight department employees after about 18 hours at noon today.

Meanwhile, residents of the area demanded that permanent police personnel should be deployed at this crossing to avoid such accidents in future. They said some drunk drivers often argue with the gateman to let them cross without putting the boom down even seconds before a train crosses the site. Back

School lacks facilities
From Our Correspondent

MULLANPUR-GARIBDASS, July 13 — Students can be seen sitting on jute mats in humid weather and scorching heat without much space for fresh air at primary school in Mullanpur village.

The school is located at a congested place in a community centre. It has only two rooms for five classes and these, too, are in a deplorable condition.

A teacher in the school said due to absence of enough space at school, students had to sit in the open. It becomes difficult to teach them in the rainy season as we have to adjust all classes in two rooms. About 200 students in such a congested place fail to provide a study atmosphere. For such a strength of students, mere five teachers are inadequate.

There is a shortage of blackboards, chalks and furniture. The school also does not have the arrangement of drinking water and toilets. Students rush to their homes to answer the call of nature and also to drink water, a teacher said. Another problem faced here is lack of any playground.

Teachers feel that the administration has turned a blind eye towards their grievances. They say primary school teachers are deputed for government assignments in the area. “We are given the duties during elections, in preparing voters’ identity cards and other such jobs. These affect the normal teaching work”.Back

CHANDIGARH, July 13 — The President of the SC/BC Morcha of the BJP, Mr Prabhu Dayal, has demanded that the party ticket for the Chandigarh Lok Sabha seat should be given according to the wishes of the workers.

He termed the statement of Mr Ravi Prakash Kansal, President of the Lok Shakti, regarding disunity in the BJP as "mischievous".Back

Misuse of funds denied
From Our Correspondent

CHANDIGARH, July 13 — Six Punjab Public Works Department (PWD) officials, who remained suspended for a year in a case of alleged misuse of funds, have said that the allegation of embezzlement of Rs 36 lakh against them in the construction of roads was a “mala fide action by few officers of the department”.

In a joint statement issued here today, they said that the news published in regard to the collapse of culvert on link road Derhi-Chao Majra was wrong.

“The slab type culvert construction during 1996 is still in tact. During rains of 1998 and change of water course, some erosion of earth occurred on one side of the culvert. This erosion of earth occurred on one side of the culvert. This erosion was needed to be checked by filling earth and providing balance protection work (which was not completed for years). The damage of the road continued due to lack of supervision of present supervisory staff, resulting in big cut of road. So no responsibility of previous officers in charge can be fixed in this case.

“The charge sheets stated to have been served last year were actually served recently on June 18, 1999. The reply to charge sheets is still to be furnished. The charge sheets have been prepared by making imaginary and false calculations.”

The statement has been signed by Mr DPS Sandhu, Mr Karnail Singh, Mr Harpal Singh, Mr Avtar Singh Walia, Mr RK Prashar and Mr Sarjivan Lal .Back
