Infighting in Haryana Cong intensifies

Haryana BJP for tie-up with INLD

KARNAL, July 15 — The Haryana BJP at a secret meeting held at Panipat last night unanimously decided to have a tie-up with the INLD led by Mr Om Parkash Chautala in the future Assembly poll in Haryana. The meeting, according to sources, was presided over by Mr Indervesh, vice-president of the Haryana BJP and former MP. Mr Om Parkash Grover, chief of the state BJP unit could not preside over because of indisposition.

The sources stated that the meeting was held to consider the political situation in the state. There was unanimous opinion that the BJP should enter into a poll alliance with the INLD. Earlier, there were differences of opinion amongst the BJP leadership in the state about its tie-up with the INLD. But at the last night’s meeting these differences were resolved and there was unanimity on this issue. The main factor which brought together the BJP leadership was its keenness to avoid division of votes so that the Congress might not benefit out of it.

The meeting was attended by all BJP MLAs except Mr Ganeshi Lal who was away to attend a marriage. Office-bearers of the state and district units were also present at the meeting.

The sources scoffed at the claims made by Chief Minister Bansi Lal and his party that some BJP MLAs were sitting on the fence to cross over to the HVP.

The meeting also considered the formation of media committees for each district to have a better liaison with the Press in the coming parliamentary poll. One member from each district was appointed as in charge of these committees.

It was learnt that in case of political tie-up with the INLD for the parliamentary elections, the BJP would demand at least four seats. These include Ambala, Karnal, Faridabad and either Kurukshetra or Mahendragarh. The sources pointed out that for the three seats of Karnal, Ambala and Faridabad, nominees had been considered. It is learnt that Mr I D Swamy is a near certainty to fight on the BJP ticket from Karnal. Likewise, the party high command is reported to have sounded UP Governor Suraj Bhan to fight from Ambala. Mr Ram Chander Bainda is being considered for the Faridabad seat. From Mahendragarh, the party may ask Mr Ram Bilas Sharma, former Education Minister, to fight on the party ticket.

It may be added that the meeting left the final decision to the party high command about the tie-up with the INLD in the state.Top

AMBALA, July 15 — While our soldiers fight the enemy at altitudes of 15,000 ft and above in inhospitable terrain with brave hearts, residents of Ambala cantonment and city have expressed their solidarity and concern in their own humble way by contributing generously in kind in the form of woollen socks, hand gloves, caps balacalava, vests, medicines, pickles etc for the Kargil heroes to meet their immediate needs. The concern of the civilians is acting as a morale booster and is adding to the motivation of the troops.

People from all walks of life in Ambala have risen to the occasion. Just to quote a few residents, Mr Y.P. Das, Dr Jai Dev, Mr Naresh Guglani, Mr Gyan Chand, Mr Surinder Juneja, Mr Lakshmi Sagar, Mr Sham Lal Aggarwal, Mr Kulbhushan Windlas and Mr Vijay Kumar — the list is unending. Some of the prominent organisations/associations which have come to the forefront are M/s Jewellers Association, Kasera Bazar, Osaw Group of Industries, Welfare and Relief Society, Yuva Shakti, Scientific Apparatus Manufacturers Association, Ambala cantonment Spring Field Public School, Ambala city. It is heartening to note that these associations have also desired to adopt wards of war widows, educate and settle them and provide jobs to the widows along with the hostel facilities.

The items donated by the civilians, army units/formations are being despatched regularly under the aegis of the Army Wives Welfare Association, Ambala cantonment troops on the Kargil front since the outbreak of hostilities.

As many as 29 injured soldiers have been admitted to military hospital Ambala cantonment so far.

Among those soldiers who have been brought for medical treatment 24 were injured in Operation Vijay, two in Operation Meghdoot and three in Operation Suraksha. Brig Satnam Singh, Station Commander, visited the military hospital recently and met the injured soldiers and praised them for their bravery. The injured soldiers opine that they should be permitted to cross the Line Of Control (LoC).Top

 

Fashion show for Kargil cause

YAMUNANAGAR: "Vandey Mataram"slogans echoed in the jam-packed auditorium of this industrial town when top models of Mumbai and Delhi brought up the finale by wearing the Tricolour at Images' 99, a fashion show organised by the National Institute of Fashion Design to mark the celebration of the first passing out batch of NIFD, Yamunanagar centre.

In spite of the heat and humidity the young boys and girls and even old men and women sat through the show till the end. In the finale top model Mehar Bhasin, Revlon Super Model and Miss Beautiful Hair in Miss India contest (photograph enclosed), wearing the Tricolour, paid tributes to the martyrs of Kargil.

There was one minute silence for the martyrs. Mrs Seema Kathuria Centre Head of NIFD, Yamunanagar, announced that the wards of these brave soldiers would be trained free of cost at any of the 75 centres all over the country. There was a special sequence for the Kargil heroes wherein models like Manpreet Brar, Mehar Bhasin, Aparna Kumar and Joey Mathews expressed their solidarity towards the Indian troops.

NIFD has become the harbinger of a design revolution.

The show was choreographed by Arpan Banerjee and Pradipto. MTV-fame dance troupe Dynamites performed in between to set the mood right. There were 11 rounds in the fashion show. The paper dress round showed the creativity of the textile design students. The last round of white suits was dedicated to the Kargil soldiers.

The top models who participated in the show include Miss Mehar Bhasin, Revlon supermodel and Miss beautiful hair in Miss India contest, Miss Joey Mathews, Tallest Ramp model, Miss India finalist and model of Bausch and Lomb, Miss Aparna Kumar, Pantene Ad, Gillette, Made for each other Wills, Miss Neha, Femina Miss India Finalist Ankita Top International model with 100 shows of top designers, Miss Swarina, Femina Miss India Finalist, Miss Gunjan, Femina Miss India Finalist, Miss Savita, top is International model, Miss Manpreet Brar and Miss Anchal Gulati, a daughter of an Air Force Officer who is performing in 3 T.V. serials.

Former Miss Universe runner-up Manpreet Brar and other top models from Mumbai and Delhi wore NIFD collection designed by over 150 (students) designers.

Manpreet Brar said they were performing the shows as the money collected would go to the families of Kargil martyrs. She stated that such fashion shows would be performed at 25 major cities of the country to raise more fund for the families of the Kargil martyrs as well as for the nation's cause.Top

SONEPAT, July 15 — The pre-election infighting in the Congress in Haryana has been intensified following a show-cause notice reportedly issued to Mr Dharampal Singh Malik, former (HPCC) President and a close associate of Mr Bhajan Lal, by Mr Bhupinder Singh Hooda, President of the Haryana Pradesh Congress Committee (HPCC). He has been asked to explain why disciplinary action should not be taken against him for his alleged criticism of the Congress high command for extending support to Mr Bansi Lal, Haryana Chief Minister.

According to informed sources, Mr Hooda in a bid to silence his detractors against his role in bailing out Mr Bansi Lal from political crisis facing him has chosen a soft target. In fact, it is a warning to Mr Bhajan Lal whose patronage Mr Malik enjoys not to oppose his decision. Indirectly, it is regarded as a step to deny the Congress ticket to Mr Malik for contesting the forthcoming Lok Sabha elections from Sonepat seat as he enjoys a mass support in the area.

Moreover, the act of Mr Hooda becomes ridiculous in view of the latest development by withdrawing Congress' support to Mr Bansi Lal on this very pretext, these sources said.

Mr Malik has maintained that the alliance between the Congress and the HVP would prove harmful to the party as the mood of the people was against the Bansi Lal government. He also hailed the decision of the Congress high command regarding the withdrawal of the party's support to the HVP.

He urged the Governor to act immediately in dismissing the Bansi Lal government and order fresh Assembly elections in the state which was the need of the hour to end horse-trading and uncertainty.

Mr Malik also called upon all Opposition parties to make a similar demand to the Governor if they wanted to safeguard the interests of the people in the state.Top

 

Dissolve Haryana Assembly : CPM

ROHTAK, July 15 — The Communist Party (Marxist) has demanded dissolution of the Haryana Vidhan Sabha to end political instability in the state.

The state secretariat of the party met here today to review he political situation following withdrawal of support by the Congress to the ruling Haryana Vikas Party (HVP). The party said the Assembly elections should be held simultaneously with the Lok Sabha poll to end political instability and horse trading.

The CPM has expressed concern over the recent rise in terrorist activities in the Kashmir valley. It advised the Centre to exercise maximum vigil on the activities of Pakistan-trained terrorists who had sneaked into the valley when the country was fighting the war thrust on it in the Kargil and Dras sectors.

The party warned the BJP against taking credit for the Kargil victory. The state secretary of the CPM, Mr Inderjit Singh, said the intruders had occupied vital positions in the Kargil, Batalik and Dras sectors due o the negligence of the Vajpayee government. It was only due to the determined efforts of the Indian soldiers that these intruders had been thrown out of our territory, he said.Top

 

Probe Wakf board's working: minister

CHANDIGARH, July, 15 — The Haryana Minister of State for Wakf, Mr Azad Mohammad, today demanded a "through probe" into the alleged irregularities committed by two senior officers of the Punjab Wakf Board in Ambala, which also administers the Wakf property in Haryana.

In a letter written to the Union Minister for Wakf, Mr Mohammad alleged that two top officers of the board had re-employed a person who had earlier been dismissed from the service. The person concerned had not been able to get a stay order from the Punjab and Haryana High Court. Similarly another person who was related to one of the top officers had been appointed to a senior position and had been given five advance increments.

He said at least two properties of the board were leased out at rates much below the previous rates. A top officer shifted his head office to Delhi without seeking prior permission of the government and spent Rs 5 lakh on renovation of the Delhi office against the rules of the board.

The minister alleged that another minister took vehicle of the board on his personal tour. The vehicle met with an accident and the board suffered a loss of Rs 2 lakh. Grants ranging from Rs 10,000 to Rs 30,000 were given to relatives of a top officer who hailed from Delhi and Uttar Pradesh which were beyond the jurisdiction of the board.Top

 

ST worth Rs 7.7 lakh recovered

ROHTAK, July 14 — The Deputy Commissioner, Mr Arun Kumar, today said the Excise and Taxation Department had launched a campaign against sales tax evasion in the district.

Special teams of excise and taxation officials, deployed on the national highway, have detected 257 cases of sales tax evasion till June 30 and recovered taxes worth Rs 7.76 lakh, including Rs 4.47 lakh as fine.

The department has also detected 363 cases of evasion of passenger tax and recovered Rs 14.47 lakh under this head. It also detected 1410 cases of evasion of goods tax and collected Rs 24.43 lakh from the defaulters.

Meanwhile, Mr Pal Singh, owner of a cottage industry engaged in the manufacture of steel almirahs and furniture, has alleged that the excise and taxation officials forcibly searched his person and took away Rs 400 from his pocket on the Rohtak-Delhi road on July 9.

Mr Pal Singh, in a representation to the Deputy Commissioner, alleged that the vehicle carrying an almirah manufactured by him to Bahadurgarh was first checked by the officials near the Shiela byepass and later by another team of officials near Asthal Bohar, where he was forcibly deprived of Rs 400. He submitted an affidavit in this regard.Top

 

VC calls for gender equality

HISAR, July 15 — A 10-day training programme regarding the panchayat raj system concluded here today. The programme marked the beginning of a project launched by the Population Foundation of India (PFI) to encourage the panchayat members, particularly women, to bring developmental changes in society.

The Vice-Chancellor, CCS Haryana Agricultural University, Prof J.B. Chowdhury, speaking on the occasion, emphasised the need to bring gender equality in society.

He drew attention towards various social and developmental issues in the rural areas which need to be addressed immediately.

Dr R.K. Rath of the foundation said "in spite of being a prosperous state, Haryana has high infant mortality rate, high maternal mortality rate, low female literacy rate and disturbing sex ratio."

The training programme was attended by academicians from HAU, Maharshi Dayanand University, Rohtak, and Kurukshetra University, besides representatives of various non-governmental organisations of the state, panches, sarpanches and mahilla pradhans from five villages.

The PFI has identified seven implementing agencies for the 21-month long programme. These include three universities of the state and some NGOs. Each organisation has been given the responsibility of two to three districts.Top

 

Agroha Medical College to be restarted

ROHTAK, July 15 — The Maharaja Aggarsain Medical Scientific and Research Society has withdrawn the letter closing the medical college run by it at Agroha from April 1999.

Mr R.P. Jindal, executive secretary of the society, said that they were planning to restart the medical college after updating the infrastructure as per the requirements of the Medical Council of India. The society has, he said, written to the government to allow it to withdraw its letter vide which the medical college was closed.

Meanwhile, the society has decided to set up up a nursing school and proposes to run allied courses in the premises of the now closed medical college, Mr Jindal told the Haryana Nurses Registration Council has already conducted inspection on July 12 and admission to the school would be made from the current session.

He said that the nursing school and proposed allied courses like B. Pharmacy, Physio-therapy, Para-Medical Technician Course etc. could be run without any financial assistance from the government. The society would restart the medical college after the infrastructure was updated, he said.

After the closure of the medical college, most of the staff had left and the society was running the hospital with a skeleton staff. The students of the medical institute were absorbed at the Pt B.D. Sharma PGIMS, Rohtak.Top

 

Surrender unwanted security

CHANDIGARH, July 15 — To have security at the cost of the state exchequer has become a status symbol nowadays, ruled Mr Justice T.H.B. Chalapathi, a Judge of the Punjab and Haryana High Court today.

Allowing a petition preferred by the Union of India for withdrawing CRPF personnel who have been deputed to provide security to Mr Kirpal Singh Randhawa, a resident of Amritsar, on the basis of the orders issued by the High Court, Mr Justice Chalapathi held: "I trust and hope that wisdom will prevail upon all citizens, including the highest constitutional authorities to consider whether it is not desirable to surrender the security provided to them which is not required."

"I allow this petition and permit the Union of India to withdraw all paramilitary forces such as CRPF ITBP and BSF so that their services could be utilised elsewhere having regard to the requirements of the Centre", the Judge held.

"It is for the state government to have their own security for their buildings and officials," he added. Top

 

Revenue records computerised

FATEHABAD, July 15 — Fatehabad has become the first district in Haryana to release a compact Disc (CD) with computerised data of revenue records.

The Commissioner, Hisar division, Mr Dharamvir, today released a CD of 'Sharat Wajid-ul-Arz" of the 240 villages of the district on the occasion of the second anniversary of Fatehabad district. "Sharat Wajid-ul-Arz" is a part of the "Jamabandi" and contains details of every village. These administrative documents were formed during consolidation. The Additional Deputy Commissioner, Mr H.P. Choudhary, the Superintendent of Police, Ms Kala Ramachandran, and all heads of departments of the district were present.

The Commissioner congratulated the officers on the pace of development of the district. He urged them to use science and technology for improving the living standards of people. He underlined the need for information technology in administration. He said this technology should be utilised to reduce delay and red tapism in government offices and herald an era of free flow of information.

Earlier, the Deputy Commissioner, Mr V. Rajashekhar, explained that it was the first attempt by any district in Haryana to bring in information on storage devices like optical compact discs. He said the Jamabandi documents were scanned and converted into digital data and stored in the computer disc. He said "Sharat Wajid-ul-Arz" was a permanent record of every village and would be accessible to all as a result of digitalisation.Top
