222 detained in special drive

CHANDIGARH, July 16 — The police detained 222 persons during a special drive late last night to nab shady characters, and anti-social elements.

Many of those detained were charged under various sections of the Indian Penal Code. As many as 95 persons were booked under Section 107\151, Cr. PC, while 109 were charged under Section 41 (2) \ 109, Police Act, and 12 were hauled up under Section 34\56 of the Police Act.

The drive was carried out following instructions from Mr S K Singh, IGP, which were given by him after meeting police officers in the Sector 29 Traffic Police office. All the SHOs had also attended the meeting.

During the course of the drive in Dhanas village, the police arrested Jaspal Singh, who was a proclaimed offender and was wanted in a case for a long time. A case under Section 160, IPC, was registered against him. A resident of Sector 47 was charged of fighting with policemen.

PANCHKULA

Two injured: Two unidentified persons, who were travelling in a jeep, was injured when the vehicle was hit by a truck being driven by Gur Partap Singh near Tangri bridge in Raipur Rani on Thursday.

The police has registered a case under Section 279 and 337 of the IPC against the truck driver on the basis of a statement given by Anil Kumar of Manak Tabra village.Back

Glamour photography draws men

CHANDIGARH, July 16 — The Photographic Society of Chandigarh today held an exhibition-cum-workshop on portraiture photography at Government Museum, Sector 10. The workshop was held in association with Kodak India Ltd, New Delhi, and was conducted by Mr Ranjan Sharma and Mr Rakesh Khurana, both from Delhi.

According to the President of the Society, Mr Navneet Saxena, the main objective of the workshop was to upgrade the professional skill in portraiture and glamour photography.

Most of the 80 participants were males and were seen busy shooting the models or even getting themselves clicked with them.

The participants were appraised of the latest lighting equipment, camera support system and their applications.

Mr Ranjan Sharma gave a slide presentation on the use of various cameras and clicking pictures. The participants had an interactive question-answer session as well, but it was at the live demonstration of how to shoot a model that all participants seemed to come really alive.

Besides studio cameramen, around 60 school students took part in the workshop today. Each participant was given a certificate and one colour film by the organisers.

The workshop would also be held on July 17 and 18 at the same venue.Back

CAT upholds appointment

CHANDIGARH, July 16 — The Central Administrative Tribunal today upheld the appointment of Assistant District Attorneys (ADAs) made by the Chandigarh Administration.

Mr Jasbir Singh Dhaliwal and Mr V.K. Majotra, Judicial and Administrative members, respectively, who constituted the Bench and handed down this order, dismissed the application moved by Ms Minakshi, a resident of Sector 40-D, questioning the appointment of Assistant District Attorneys. “We find the stand of the respondents considering the applicant to Assistant District Attorney, to be not illegal, but in consonance with the rules and law”.

Ms Minakshi, an aspirant for the post of Assistant District Attorney, had sought direction to the respondents to fill the posts of ADA strictly in accordance with the rules with a further direction to consider and appoint her against one of the posts after due process of sponsorship by the employment exchange and interview.

She alleged that the qualifications and experience prescribed by the respondents was in violation of the statutory rules of 1989 framed under Article 309 of the Constitution and as such were violative of her rights guaranteed under Article 16 of the Constitution. She further alleged that the respondents had prescribed the experience of two years in violation of 1989 rules in order to accommodate their favourite and only to debar the applicant. She questioned the criteria laid down by the respondents on the ground, that it had been prescribed with vested interests. She claimed that she could not be denied the right of consideration in violation of Article 16 of the Constitution and such action on the part of the respondents was illegal, arbitrary and discriminatory and liable to be struck down.

The stand of the respondents, on the other hand was that the posts of ADA were filled in accordance with rules. The application was found lacking requisite exprience at the bar of two years and was thus, not found fit for consideration or interview. They claimed that there was no question of any favouritism, as alleged by the applicant.

After discussing arguments put forward by the applicant and the Administration, Mr Dhaliwal, speaking for the Bench, established the distinction between conditions of service and recruitment rules which were often confused both by the government departments and applicants.

“Conditions of service normally become effective once a person is recruited into service whereas the recruitment rules prescribed condition for enabling persons to join service”, ruled Mr Dhaliwal. He added: “If the rules provide for other conditions of service, those would be definitely covered under the rules. Since the rules of recruitment of 1989 have been adopted by the UT Administration before the notification one cannot ignore the condition of two years’ service at the bar brought into the rules by way of an amendment”.Back

Dhaliwal takes over as MCC Secretary

CHANDIGARH, July 16 — Mr T.S. Dhaliwal, a PCS officer, who joined the Chandigarh Administration recently, took charge as Secretary of the Municipal Corporation of Chandigarh (MCC) today.

He replaces Dr Amar Pal Singh who has been posted as Divisional Manager and Director (Transport), CTU.

Meeting: The Finance and Contract Committee of the corporation, at its meeting here today, approvded three generator sets for tubewells in Palsora.

Elected: Mr Ajit Singh and Mr Suresh Kumar Gill have been elected President and General Secretary of the Engineering Wing of the Municipal Corporation Employees Union, respectively.Back

Prices of pulses stable

CHANDIGARH, July 16 — The prices of almost all the pulses have not witnessed any major change in the past fortnight. The dealers attribute the reason to enough supply in the market.

During a survey of the market today it was found that a kg of rajmash was available at Rs 36 while black gram was priced at Rs 18. A kg of moong chilka was sold at Rs 29, whereas it was available at Rs 28 about two weeks ago.

A kg of dal chana still could be purchased at Rs 20 in the retail market, whereas the retail price of moong sabut was Rs 28 a kg. Both commodities were being sold at the same prices for past two weeks. The prices of white chana and moong dhuli were Rs 32 a kg.

The prices of mah sabut and kala masur have also been stable for the past two weeks at Rs 28 a kg. Similarly, the price of mah dhuli has not changed much as it was available at Rs 30 a kg.

The market prices of mah chilka and malika masur remained unchanged at Rs 29 and Rs 28 a kg, respectively. Meanwhile, the retail prices of rongi and masari were at Rs 32 and Rs 28 a kg, respectively.Back


 


Governor felicitates medal winners

CHANDIGARH, July 16 — Six children of Bharatiya Vidya Bhavan who bagged a rich haul of medals in the recently concluded 10th Special Olympics held in the USA were given the pride of honour by the Governor of Punjab and the Administrator of Chandigarh, Lt-Gen B.K.N. Chhibber (retd), who was accompanied by his wife, Ms Rama Chhibber.

These children were with their coaches, Ms Vidya Kurekar and Mr Govind Singh, and they all shared their glory of achievements with Gen Chhibber . These children were part of the 107-member Indian team which took part in these games. Bharatiya Vidya Bhavan has a separate cell for these 'special children.'

Ms Kurekar explained to the Governor about the medals these children won , which included three gold, an equal number of silver and four bronze medals.

Richa Devgun secured two gold medals and one bronze medal in badminton, while Tarandeep Kaur got one gold medal in relay and two silver medals in roller skating. Devinder Sood bagged one bronze medal in badminton. Sunayna Singh won a silver medal in swimming in 50-metre freestyle , while Neeti Singh secured two bronze medals in table tennis while Kirti Rattan was able to take the fourth position in table tennis.

The Governor also appreciated the fine efforts put in by the coaches of Bharatiya Vidya Bhavan who had molded these children with dedication and motivation for they have certainly inspired these otherwise slow learners. He lauded the behaviour and disciplined approach by these players in the Special Olympics.

UT kho-kho

The Chandigarh kho-Kho Association will hold the UT State Senior and Sub-Junior Kho-Kho Championships for men/ women and boys / girls at D.A.V. Senior Secondary School, Sector 8, on September 18 and 19, according to Mr A.R. Talwar, President of the association.

The decision was taken during a meeting of the Executive Committee held here today. According to Mr R. Sharan, Secretary of the association , the state team for the Senior National Kho-Kho Championship to be held at Dhule( Maharashtra) in October this year and for the Sub-Junior National Kho-Kho Championships which will be conducted at Calcutta in December would also be selected during the course of this two-day championship.

Powerlifting

The Chandigarh Powerlifting Association will hold selection trials to select the Chandigarh senior men's team which will take part in the Senior National Powerlifting Championships to be held at Bhilai (MP) from August 18 to 22, according to Mr H.S. Bansal, Secretary of the association.

The trials will be conducted on July 24 at 11 a.m. at the Weightlifting Coaching Centre, Sector 30.

Ball badminton

The trials to select the Chandigarh ball badminton team will be held at Shivalik Public School, Sector 41, on July 19 at 4 p.m., according to a press release of the Chandigarh Ball Badminton Association . The selected players will take part in the third North Zone Ball Badminton Championships for men and women going to be held at Jalandhar in September this year.

The eves of Chandigarh were the winners of the last North Zone Ball Badminton Championships.

UT basketball

The Sports Department, Chandigarh Administration, will organise a basketball tournament for girls and boys in the month of July and August, respectively, according to Mr J.P.S. Sidhu, Joint Director, Sports.The junior girls tournament for the under-19 age group will be restricted only for the school students and will be conducted from July 30 to August 1 at the Sector 7 sports complex.

The winners will be given a cash prize of Rs 1,000 while the runners-up will get Rs 500. Entries close with Mr K.S. Bharti, senior basketball coach, at the Sector 7 centre on July 26.

In the first week of August , the inter-department matches for employees will be organised in the game of basketball.

The junior boys tournament on the lines of the girls' matches will be hosted in the second week of August.Back
