Campus beat
Students "harmed by tussle"
Tribune News Service

CHANDIGARH, June 8 — Representatives of Haryana Student's Association of Panjab University while deliberating on various issues pertaining to students pointed out that the ongoing tussle between the Vice-Chancellor of Panjab University, Prof M.M Puri, and the Syndicate members was causing many difficulties for the students also.

While addressing a press conference at the Student's Centre here today, the Association President, Mr Bhupinder Singh Bhupi, condemned the adamant attitude of the Vice-Chancellor in not terminating the services of 19 superannuated persons employed in the university, particularly when they were not working for the university and students.

He further revealed that even as admissions to various departments would commence from July 1, the fee schedule had not been finalised till date because the May meeting of the Syndicate was adjourned by the Vice-Chancellor . The prospectus for admission to various courses had not been printed as the revised fee structure was yet to be approved.

The Chairman of the association , Mr Chand Singh Madaan, has urged the Vice-Chancellor to convene a special meeting of the Syndicate within one month to decide on various unfinished tasks. This will be in the interest of students.

The association also demanded the appointment of Dean, Student Welfare, and the other two Deans at the earliest. Besides this, they also urged him to start a semester system in the Master of Computer Applications (MCA) course.

Mr Madaan said that a delegation of the association would shortly apprise the Vice-Chancellor of the deterioration which had crept in the functioning of the University at various levels.

Both students leaders said that if the special meeting was not convened by the Vice-Chancellor, they would be forced to sit on a dharna and start a hunger strike. They also appealed to the authorities to give grace marks to students in those subjects in which the question paper was out of syllabus or not in accordance with the set pattern.Back

Corporation Beat
Vendors get entry into Apni Mandi
Tribune News Service

CHANDIGARH, June 8 — A committee of the Municipal Corporation of Chandigarh (MCC) has recommended that vendors should be allowed to sell their wares near the sites of the Apni Mandis in the city.

At a meeting here yesterday, the committee also recommended charges at the rate of Rs 30 and Rs 20 per day for "rehriwalas" and "phariwalas" for doing business on the specified days near the sites of the Apni Mandis.

Corporation sources said this would prove beneficial to the civic body on two counts. One, it would bring extra revenue to the corporation. Secondly, it would help solve the problem of illegal vendors near the apni mandis, who in any case, sold their wares despite efforts by the police and the enforcement staff of the MCC.

The sources said the decision had been taken in view the fact that the vendors bought vegetables in bulk from the farmers. Since the farmers did not bring fruits and other essential items to the Apni Mandis, which the vendors brought, their presence was necessary, the committee members felt.

The decision of the committee seems to a via media for accommodating vendors, particularly after the virtual failure of the day market scheme mooted by the civic body in 1997. The MCC had proposed day markets at a number of places in the city for the vendors after payment of nominal charges.

Meanwhile, it learnt that members of the committee would visit the site of Apni Mandi in Ram Darbar on June 11 to study the feasibility of the implementation of the decision.

Since it was a policy decision, it was likely to come to the House of the MCC for approval,

Visited: The Mayor, Mr Kewal Krishan Addiwal, on Tuesday visited Manimajra and met office-bearers of the Chandigarh Muinicipal Corporation Workers Union.

Mr Addiwal assured the union that their demands, including the payment of bonus and daily wages, filling of vacant posts and the regularisation of the services of employees, who had completed 240 days' of service, would be considered sympathetically.

He also assured residents of Mariwala town that their street would be recarpeted soon.Back

Price Watch
Mango varieties still costlier
Tribune News Service

CHANDIGARH, June 8 — Barring mango and banana, the prices of most of the fruits have not witnessed any major fluctuation in the local market during the past fortnight.

During a survey of the market today, it was found that the ''safeda'' variety of mango has become costlier during this period. A kg of the fruit, available between Rs 15 and Rs 20 just two days ago, was available today at Rs 25 in different parts of the city. Its wholesale price has increased from Rs 180 to Rs 200 to Rs 220 per 13-kg pack. According to traders, the hike was because of lesser arrivals in the market from Maharashtra and Vijayawada areas.

On the other hand, the price of the ''dasehri'' variety has come down. A kg of the fruit, priced at Rs 40 to Rs 45 earlier, was available at Rs 20 to Rs 25, but the quality was not too good. Traders say the fall is a result of the enhanced arrivals as windstorm has caused shedding of a large quantity of half-ripe fruit in Uttar Pradesh, which was finding its way to the market here. The wholesale price of the fruit has come down to Rs 120 per 7-kg pack.

There was no change in the price of the ''totapari'' variety as a kg of the fruit was still available at Rs 15 in different parts of the city.

The dainty ''alphanso'' variety of the fruit has started arriving in the local market with a high price tag. A pack of 12 mangoes of the variety was available at Rs 200, while the retail price of the same was Rs 170.

Plum has become cheaper. A kg of the fruit, priced at Rs 40 just two weeks ago, could be bought today at between Rs 20 and Rs 30. The wholesale price of the fruit has come down from Rs 150 to Rs 100 per 6-kg pack. Traders attribute the fall to more arrivals of the fruit from different parts of Himachal Pradesh.

The same was the case with banana as the price of a dozen has come down from Rs 25 to Rs 18. The wholesale price has come down from Rs 150 to Rs 120 per 100 bananas.

Likewise, the price of a kg of the ''disco'' variety of papaya has decreased from Rs 25 to Rs 20. The ordinary variety was priced at Rs 15 a kg.

There was no change in the prices of a number of fruits. A kg of the ''badana'' variety of pomegranate was available at Rs 40, while the ''kandhari'' variety was priced at Rs 100.

Cherry was priced at Rs 80 a kg, while its wholesale price was Rs 100 per 2-kg pack. The same was the case with melon as its price was stable at Rs 12 to 15 a kg. Its wholesale price was Rs 50 per 5 kg.Back

High Court
Contempt case against judge dismissed
Tribune News Service

CHANDIGARH, June 8 — The Punjab and Haryana High Court has dismissed a contempt petition filed by Jatinder Mohan Singh and few others against Mr S.S. Lamba, Additional Sessions Judge of Chandigarh.

Mr Justice J.S. Khehar, who passed order, ruled: "In the peculiar circumstances expressed here, I am of the considered view that the jurisdiction of this court under the provisions of the Contempt of Courts Act has been grossly misused by the petitioners in yet another effort to overawe the Additional Sessions Judge, Chandigarh.

In these circumstances and in view of the facts recorded above, I consider it appropriate to dismiss this petition with costs which are assessed at Rs 2500. The costs shall be deposited with the Legal Aid Authority, Chandigarh, within two months from the date of issue of this order. On effecting the said deposit the receipt thereof shall be placed on the record of this case by the petitioner to show compliance with the aforesaid direction."

The Judge recorded that consequent upon the death of Manisha (a lawyer at the District Courts), a case under Sections 279, 337 and 304-A, IPC, had been registered. Later, the police changed the same and now the accused were proceeded against under Sections 302 and 307 read with Section 120-B, IPC. After the investigation, charges had been framed against the accused and the trial was being conducted by Mr Lamba.

It is the case of the petitioner, Jatinder Mohan Singh, that one of the accused, Parmjit Singh, moved an application on April 19, 1999, in the court of the Additional Sessions Judge seeking an adjournment of the case. On April 19 the Additional Sessions Judge did not accept the prayer of accused Paramjit Singh for adjournment, recorded the statements of the witnesses and adjourned the case for recording statements of other witnesses to April 20.

As per the order passed on April 19, 1999, the other witnesses who were present in the court were Naunihal Singh, Brijpal, Harpeet Kaur, Johan Mohammed, Rajpal, IP Attri, Ramesh Kumar and Mange Ram Constable. The petitioner stated that the respondent-contemner had been restrained by the High Court from recording any evidence by its order of April 19, 1999. He (Mr Lamba) could, therefore, not have recorded any evidence on April 20 and 21.

Mr Justice Khehar observed that it was clear from the earlier direction that the trial court was required to record the statement of witnesses for three days for which the trial had already been fixed. In doing so the trial court did not violate the order of the High Court.Back
