poll Chandigarh, June 25 The meeting was presided over by the Chairman of the NDC, Mr Kuldeep Singh, and attended by Mr B.B. Tandon, member, and eight of the 10 representatives from Haryana. The Haryana representatives who took part in the meeting were Ms Sudha Yadav, Mr Ajay Singh Chautala, Mr Sushil Indora and Mr R.L. Kataria, MPs, and Mr Nafe Singh Jundla, Mr Nishan Singh, Ms Veena Chhibber and Mr O.P. Jindal, MLAs. Mr K.S. Sangwan, BJP Lok Sabha member, and Mr Dhirpal Singh, Revenue Minister of Haryana, were the two Haryana representatives who did not take part in the meeting, it was learnt. A consensus emerged during the meeting regarding bringing only those constituencies under the purview of delimitation in which there had been a 10 per cent increase or decrease in population. Though no threadbare discussion could take place due to the absence of full details of the 2001 census, it was reportedly pointed out by the NDC that the number of Assembly constituencies could go down in nine districts. The districts are Fatehabad, Jind, Kaithal, Karnal, Bhiwani, Rohtak, Jhajjar, Ambala and Yamunanagar. In Faridabad, Gurgaon, Panchkula, Kurukshetra, Panipat, Hisar and Mahendragarh, the number of Assembly seats could go up while no change in the number of seats was likely in Sonepat, Sirsa and Rewari, it was stated by the NDC. The next meeting of the NDC with Haryana representatives would take place in September. By then, the full findings of the 2001 census would be available to the NDC. The NDC asked the Haryana representatives to come to the next meeting with their proposals regarding delimitation. |

CPM candidate spent Rs 2.30 lakh on
election Fatehabad, June 25 Ms Chowdhary of the Indian National Lok Dal, who won the byelection, has furnished details of Rs.203344.24 as expenditure on the election from May 2 to May 24. On May 2 she filed nomination papers. Congress candidate Dura Ram filed nomination papers on April 28, 2003. Expenditure details furnished by him show that he incurred Rs156766.23 on the election from April 28 to May 24. HVP candidate Gillankhera, though was at third position in the matter of votes, he incurred Rs 131963.50 for campaigning and is fourth in the matter of expenditure. Details by the candidates of four recognised political parties make an interesting study in the Fatehabad byelection, Chief Minister Mr Om Parkash Chautala convessed for the INLD candidate Ms Chowdhary, former Haryana Chief Minister Bhajan Lal for Congress nominee Dura Ram and another former Chief Minister Bansi Lal for HVP nominee Prahlad Singh Gillankhera. All three main parties used luxury and other vehicles and party offices were opened in all villages and all wards of the town. Mr Krishan Swaroop Gorakhpuria of the CPM, who, made the maximum expenditure among all candidates, campaigned on a ‘makeshift’ vehicle with the engine of a Mohindera jeep and the body of Tata Sumo. He was not in a position to run ‘langar’ as done by some other candidates. Nor was he able to serve liquor in Dalit areas and slum colonies as candidates of some other political parties had done. Two of the independent candidates incurred an expenditure of Rs 20 each, besides the money spent on security deposit. Mr. Ramesh Kumar, an independent incurred Rs 13976.40, according to the details provided by him. Mr Rattan Singh, another independent incurred Rs12835.80 while Mr Devi Lal, Mr Randhir and Mr Banwari Lal spent Rs 6726, Rs 6030 and Rs 5626 only respectively. Mr Gurmit Singh and Mr Joginder Singh spent Rs 20 each besides Rs 5000 each spent on the security deposits. Those who have not furnished details of expenditure till the deadline of June 23 set by the Election Commission are Mr Baljit Singh, Mr Upender Singh, Mr Madan Lal and Mr Leela Krishan. The Election Department, according to sources, would soon serve notices on these persons. |

Advani to visit
Rohtak jail today Rohtak, June 25 But when he arrives here on Thursday morning, the jail staff that treated him as a ‘dangerous man’ three decades ago, will be seen receiving him as a VIP. Haryana Chief Minister Om Prakash Chautala will be here to receive him. Mr L.K. Advani is scheduled to visit this jail, that houses many criminals in connection with the shooting of a documentary film being produced by a leading news channel (Aaj Tak). As per ‘A Prisoner’s Scrap Book’, his well known book that gives a detailed day-to-day account of his detention during emergency, Mr Advani was brought to Rohtak Jail from
Bangalore, from where he was arrested alongwith others. Madhu Dandvate and Shyambabu Mishra were two others who were ferried from the Palam Airport in Delhi to the Rohtak jail in a old truck and they were escorted by one ‘rude’ Inspector Inderjeet Singh of Delhi Police and three constables. In fact, his journey from Delhi to the jail this time would be altogether different. Mr Advani recall’s in his book his first interesting encounter with the jail authorities as follows: “The Deputy Superintendent of jail,
Saini, who was to complete formalities regarding our entry, asked a convict warder to search the luggage. And what a search it was! Not satisfied with the rummaging through our clothes and books, the warder began to examine the soles of our chappals to discover hidden papers. Haryana cops keen on UN deputation Chandigarh, June 25 While two IPS officers of Haryana have already found their way to
Kosovo, one more officer has shown his willingness for posting to Afghanistan to be part of the team of international peacekeepers there. Mr
R.C. Misra, a 1989 batch IPS officer, who is at present Commandant of the Haryana Armed Police’s 4th
Bn, at Madhuban, Karnal, has responded positively to a Union Government’s communique circulated among the police officers here for going to the war-ravaged country on UN deputation. Mr Misra’s application has been cleared by the Home Department here and forwarded to Delhi for further action. Talking to the TNS from Karnal, Mr Misra said he wanted to take a break from the idyllic atmosphere of Maduban ( where his daily routine include a round of golf every afternoon) and go to Afghanistan because the assignment would be a challenging one. “ Besides, it would also enable me to work side by side with an international team and give me a unique exposure”, he said. Approval given by the state government to Mr Misra’s request meant crossing the most important hurdle and in all probability he was set to go to Afghanistan as a Security Adviser in the UN peacekeeping force there. The deputation period was likely to be one year. The IPS officer claimed that in all likelihood he would need all his dollar salary for looking after himself in Afghanistan. Even though he would still have all his accumulated salaries to claim when he would finally come back to Haryana, at least it would be honest money, pointed out another IPS officer, who is himself also keen to go on a similar deputation. At Kosovo also two Haryana IPS officers, Mr A.S. Chawla and Mr C.S. Rao, had gone on UN deputation. While the post of Security Adviser at Afghanistan was meant for supervising security arrangements, the officers posted at Kosovo were even taking part in operations being carried out by the UN forces there. |

Deceased soldier’s mother compensated Chandigarh, June 25 Soldier Varinder Singh’s mother Surinder Kaur, has been handed over a cheque for Rs 8 lakh. The remaining amount has been paid in cash. The payment has been made in less than two months after a news story, stating her plight, appeared in these columns. Soldier Varinder Singh was on his way to brigade headquarters with arms and ammunition recovered from a terrorist hide-out when an explosion killed him. Though his death was declared a battle casualty, Surinder Kaur was not compensated by the Haryana Government. Interestingly, she was handed over ex-gratia by the Centre, besides the Jammu and Kashmir Government. But her request for grant of Rs10 lakh “payable to the kith and kin of battle casualties” by the Haryana state was initially turned down. The reason behind her claim’s rejection was beyond her comprehension. A letter sent to her by the authorities had simply stated, “Varinder Singh of 8 Rashtriya Rifles is not covered under the laid down policy…. He is ineligible for ex-gratia grant from the state government”. Dejected, but not defeated, Ambala resident Surinder Kaur had sent a “demand notice” to the Haryana Chief Secretary blaming the government for rejecting her claim without assigning any reason. Describing the rejection orders passed by Rajya Sainik Board Secretary as “cryptic”, she had asserted that the authorities concerned had failed to specify why her case was not within the purview of instructions issued by the Haryana Government. In her notice issued through All-India Ex-servicemen Welfare Association, she had added that the battle casualty certificate issued to her had stated clearly that 22-year-old Varinder Singh was killed in action, but somehow the government was not considering it. Association chairman Bhim Sen Sehgal had submitted on her behalf that the “sole purpose of granting ex-gratia would be nullified if frivolous objections were raised”. Terming the action of the authorities as “totally illegal, null and void,” he had claimed that the rejection orders were not “sustainable in the eyes of law”. The Haryana Government had failed to do the needful even though the Centre had sanctioned ex-gratia payment. If the Centre considered soldier Varinder Singh’s death as a battle casualty, why was the Haryana Government hesitating, Mr Sehgal had questioned. Going into the background of the case, Mr Sehgal had asserted in the notice that the blast had taken place on April 7, 2001, when Varinder Singh was returning with the arms and ammunition recovered from a hideout near Pul Doda. The soldier was taken to a hospital in Udhampur where he was declared brought dead. Seeking sympathetic consideration of the matter, Mr Sehgal had concluded, “It is hoped that all the dues would be granted in order to avoid legal complications which would not be in good taste”. |

Panchkula girl tops matric exam in district Panchkula, June 25 Securing 81.16 per cent marks, she is followed by Gurdeep Singh, a student of JP High School, Pinjore, who secured 81.66 per cent marks. The third position went to Ritu Saini, who secured 81.5 per cent marks in the examination. She is a student of New India Senior Secondary School, Sector 15, here. A student of Jainendra Gurukool Senior Secondary School, Old Panchkula, Rajinder Kaur aims to be an engineer and gives credit to her family for her success. The district topper claimed that she used to devote six to eight hours for studies throughout the year, but dedicated 16 to 18 hours daily during the examination. Her well wishers started assembling at her house in the MES colony in Chandi Mandir soon after they came to know about her achievement. Unaware of her achievement, Ritu Saini was out of station, Principal of her school Kusum Gupta said she belonged to a middle class family and was very sharp in studies. Ms Phool
Khatri, District Education Officer, said of 72 schools (government, private and aided) in the district, 3690 students appeared in the examination and 1780 were declared successful. The total pass percentage of the district remained 48.23 against the board’s pass percentage of 55.74. The result of Class X of previous years, in Panchkula district was 54.55 per cent against 59.69 per cent of the board’s pass percentage. While asked why the pass percentage had declined drastically this year, Ms Khatri said the shortage of teaching staff in government schools was the reason. She said that over 30 per cent of the total posts of teachers were lying vacant in the district.
Ambala, June 25 Dhiraj Kumar secured 528 marks out of 600 and Pranav Singhla 517 marks. All first eight positions among boys in the district were also bagged by the students of this school. Principal of the school Muni Lal Bansal said 96 percent of the students of the school were successful in the examination and 16 students got a place in the merit list. The result of Sewa Samiti Girls Senior Secondary, Ambala Cantonment was 100 per cent. Students of PKR Girls Senior Secondary School, Ambala City, also did well in the examination.

2 sisters drowned
in canal Fatehabad, June 25 According to reports, the two were bathing on the stairs on the bank of the canal when Niki slipped into the canal. Seeing this, Paramjit jumped into the canal to rescue her sister but both were washed away by the canal water. A boy standing near the canal raised an alarm, but by the time villagers reached the site, the two sisters had been washed away. The body of Paramjit Kaur was taken out about 15 km from the site of the mishap. The body of Niki had not been recovered so far. |

Sanitation resumes as jewellers relent Ambala, June 25 The Ambala cantonment MLA, Mr Anil Vij, today said the sanitation drive had again been started. “The jewellers assured us of cooperation in the drive today following which work was re-started,” he said. The sanitation drive had begun on May 1 and since then, everyday the drains in the Ambala Sadar area were being cleaned. The decision to put on hold the sanitation drive yesterday was taken after some jewellers in Kasera Bazar apprehended security problems. When Mr Anil Vij tried to persuade them to let the drains be cleaned, the jewellers raised the question of the security of their shops. “When I went to meet them in Kasera Bazar they told me that they were concerned about the security of their shops. I admit it is not possible to provide security at every shop whose threshold is temporarily broken for carrying out the sanitation drive,” he said. Mr Vij said before the drive was initiated, they had decided that it would be carried on only till such time that they had the support of the people. “We are cleaning up the drains after nearly three decades for their benefit. If they do not support our effort, it will not be possible to continue the drive,” he said. However, one of the jewellers who is said to have not cooperated, told the Chandigarh Tribune that there was no question of not extending cooperation to the sanitation drive. “But when Mr Anil Vij met me, I did raise the security concern. After all, a jewellery shop is different when it comes to the valuables kept there,” he said. He said he assured Mr Vij about providing an alternative method for cleaning up the patch of drain under his shop. “Following the conversation with Mr Vij, I had got the tiles in my shop floor cut so that the sanitation workers did not face any difficulty. I also told them that I will be available before 5 am so that the work can begin at the earliest,” he said. The jeweller said subsequently Mr Vij accompanied other personnel went to another jeweller’s shop and he later left in a huff. “I must stress that we want the sanitation drive should continue and from our side, we are keen to extend all possible cooperation to the drive,” he stated. Incidentally, the worry over the security of the shops came up after three shops were reportedly burgled where the ‘thadas’ (thresholds) had been temporarily broken for carrying out cleaning of the drains.
