Chandigarh, January 16 ‘’It is betrayal by the Congress”, a furious Mr Devraj
Dewan, Independent MLA from Sonepat , said. He is among the six Independent MLAs who had aligned with the Congress on the eve of the last Rajya Sabha elections in Haryana. “We did not need the Congress but rather the party required us at that time to clinch a Rajya Sabha seat for its candidate. AICC General Secretary Ahmed Patel had himself assured us of giving the party ticket. He told us that we did not need to give him the details of our political or personal lives. Even without this data he would ensure us nominations, Mr Patel told us,’’ Mr Dewan added. Mr Dewan, in whose Sonepat seat the Congress has nominated one Mr Anil Kumar Takkar, said he had already received offer from two parties, including the Nationalist Congress Party (NCP), to contest the election from Sonepat as its nominee. ‘’There is pressure on me from my supporters who want me to contest. I shall certainly contest the elections, but I am yet to decide whether I will fight as an Independent or representative of a party”, Mr Dewan told TNS over the telephone. The case of Mr Jagjit Singh Sangwan, who won on an NCP ticket from Charkhi Dadri in the 2000 elections but later joined the Congress, is rather unfortunate. On the eve of the 2000 elections, he was the leader of the Charkhi Dadri unit of the Congress, but denied the ticket following which he contested as an NCP nominee. But in the Assembly he has always supported the Congress which is in the Opposition in Haryana. The Congress ticket for Dadri has been given to one Mr N S Sangwan, whose mother Ms Kuntala Sangwan was a nominee of the INLD from Dadri in the last two elections. What may have gone against Mr Sangwan was that the Congress nominee for the Lok Sabha polls held in May secured less votes than his rival in the Dadri segment of the L S constituency. Mr Sangwan points out that there were so many others like Mr Jeetender Malik, Mr Sher Singh, Mr Dharam Vir, etc, who found the same thing happening in their constituencies in the Lok Sabha polls but still managed to get the party ticket. Indicating that he would contest the elections, the MLA said he would take a final decision on January 17, the last date of filing of nominations. Mr Mula Ram, Independent MLA from
Narnaul, who aligned with the Congress on the eve of the Rajya Sabha elections, but was denied the ticket by the party, also said he would contest the elections. “ The public wants me to contest and they want me to contest as an Independent candidate once again”, he said. A total of10 Haryana MLAs — eight Independents and one each from the Republican Party of India
(RPI) and NCP — had joined hands with the Congress at different times since the present Assembly was constituted. Out of the 10 only two, one independent and one erstwhile RPI representative, had been given the Congress ticket. It, however, appears that all eight
MLAs, who have been denied the ticket, will be contesting the elections nevertheless. |

Cong fields Sikh from Karnal, community

Karnal, January 16 She seems a perfect nominee to claim the support of both the Hindu Jats and the Jat Sikhs who combined together dominate the area and seem to be an ideal support base to win the elections. But there were doubts whether she would be able to convince the Sikh families living in the constituency comprising 30,000 votes. The doubts were because of her loyalty to state Congress President and former Chief Minister Bhajan Lal who is not liked by the Sikhs living here. But seven out of the 11 elected members of the Shiromani Gurudwara Prabhandak Committee (SGPC) had announced their support the Congress though this was not likely to have any impact on the electoral prospects of the Congress in this urban-dominated constituency. There were only 15 villages that too very close to the town in the Karnal Assembly constituency. The Mahila Congress chief might have had a hope to get internal support from a nominated SGPC member, Mr Raghujit Singh Virk, who has close relations with her family but he appealed the Sikh community not to vote in favour of the Congress. Mr Virk’s grandfather was a Speaker in the Assembly of joint Punjab and was also a Lok Sabha member from Kurukshetra. Mr Virk was an executive member of the SGPC in the last term and this time he was a nominated member. He was also a close confidant of SAD President, Parkash Singh Badal and enjoyed a good reputation among the Sikhs in the area. Expressing his concern over the announcement of support to the Congress by seven elected members of the SGPC from Haryana, he said that this was an unfortunate turn in the Sikh history of Haryana. He said, “The Sikhs of Haryana cannot forget the anti-Sikh riots that occurred prior to the Asian Games held at New Delhi in the year 1982 and after the assassination of Mrs Indira Gandhi”. He said that the Sikhs living in Karnal were the worst hit during those days. Moreover, Mr Simranjit Singh Mann President of the Shiromani Akali Dal (Amritsar), has also convened a meeting of his party in Karnal on Monday. Talking to The Tribune over telephone from New Delhi he said that his party workers would go out in the Sikh dominated areas to appeal the Sikh families not to vote in favour of the Congress candidates. Since, Karnal has become epicenter of the Sikh politics in Haryana, the chances of Sumita Singh gaining the support of Sikhs in Karnal assembly constituency were far from expectations. |

Cong changes candidate from Naulatha
Panipat, January 16 Ms Parsanni Devi, at the house of one of her supporters at Model Town here soon after returning from Delhi, claimed that she was allocated the ticket by the party high command and would file her nomination papers on Monday. However, she evaded replies to other related questions. Meanwhile, when contacted, a former Haryana Congress chief, Mr Dharampal Malik, a confidant of state Congress president and former Chief Minister Bhajan Lal, confirmed that the Congress candidate from the Naulatha constituency had been changed and Ms Parsanni Devi had been allocated the ticket. However, Mr Kadian could not be contacted despite repeated attempts. While his mobile was switched off, he was not available at his house. When this

Mehta, who recently joined the Congress along with Mr Gupta, has also indicated to contest the election as an Independent candidate. Another former minister and senior Congress leader, Tejinder Pal Mann, a resident of
Karnal, has shown signs of rebellion and may leave the party, sources close to him indicate. Though Mr Mann has always contested elections from Pai seat in Kaithal district, being a resident of Karnal he has a great say in the area. His going out from the party will hit the prospects of the party in both districts. The Congress here got a severe blow on Thursday when Kunwar Ram Pal Singh revolted against the party alleging nepotism in the selection of candidates by party’s top leadership. He has joined Ekta
Shakti, a recently floated local party, along with his supporters alleging that the Congress leadership had no respect for old and dedicated workers. It may be mentioned that he was elected to the Assembly in 1977 and 1991 elections and served as PWD Minister in the early 1990s when Bhajan Lal was the Chief Minister. He has also decided to contest the poll from Gharaunda constituency under the banner of Ekta
Shakti, which will severely hit Congress nominee Birender Singh Rathore. Jai Prakash Gupta has also decided to contest the poll as an Independent candidate. Last time too, having been denied the party ticket he had contested as an Independent candidate and won. Though Sumita Singh, president of the state unit of the Mahila Congress, deserved a ticket from
Karnal, she couldn’t match the popularity that Mr Gupta enjoyed in the area. Similarly, sitting MLA from Indri Mr
Mehta, who enjoyed popularity among masses, lost party ticket to Rakesh Kamboj on the basis of caste, feels a senior Congress leader. In Jundla Assembly constituency, former MLA Raj Kumar Balmiki was denied party ticket. A relatively new face and woman Congress leader, Meena
Mandal, who had not even done proper groundwork at the village level in a completely rural constituency, was given the ticket. Story is no different in Assandh constituency. Rajinder Balla was a formidable aspirant for the party ticket and would have given a tough fight in an otherwise INLD’s strong bastion. Cong faces rebellion
Yamunanagar, January 16 Most of the dissidents were aspirants for Congress ticket and were lobbying with senior Congress leaders till the party declared its list. A former Haryana minister, Dr Ram Parkash, will be contesting from
Jagadhri, while Mr Raj Kumar Tyagi, will be the rebel Congress candidate from the Yamunanagar seat. Both of these candidates will be filing nominations on the last date tomorrow. Almost all office-bearers of the district Congress and a secretary of the HPCC had resigned from their posts in protest against the allocation of the party ticket to Ms Krishna Pandit from
Yamunanagar. Ms Pandit had unsuccessfully contested the last by-election on the Congress
ticket. Mr Tyagi, who resigned from the post of district president yesterday, had unsuccessfully contested the Haryana Assembly election from Yamunanagar on the All-India Indira Congress
(Tiwari) ticket in 1996. At a meeting of the party rebels here this evening, Mr Tyagi was unanimously elected to contest the seat as an Independent candidate. Dr Ram Parkash, was elected to the Assembly from the Thanesar seat and remained a minister from 1991-93. In 2000, he had unsuccessfully contested the Jagadhri seat. Dr Ram Parkash while talking to The Tribune alleged that the Congress ticket for the Jagadhri seat was sold for anything between Rs 2.3 crore to Rs 3 crore. Meanwhile, dissident Congress leaders from the Radaour Assembly consitutency have also decided to field Master Ram Singh. The official Congress candidate from the seat is Mr Lehri Singh. Master Ram Singh was elected to the Haryana Assembly as an Independent candidate in 1982. Then he had defeated Mr Lehri Singh. Interestingly, Master Ram Singh and Mr Lehri Singh had been contesting against each other in all Assembly elections since 1977. |

Hisar, says Bhajan Lal
Hisar, January 16 The state Congress chief admitted that the candidature of some candidates was being opposed, but he claimed that it would not have any impact. Several Congress members are demanding to change the party candidates from the Ghirai, Barwala and Hansi constituencies. The Congress has fielded former minister Chhattarpal for Ghirai, Mr Bhajan Lal’s close aide Amir Chand Makkad for Hansi and Congress MP Jai Prakash’s brother Randhir Singh from Barwala. Their candidature is being opposed by some local Congress leaders, who were hopeful of getting the party ticket for these segments. A meeting of Congress workers was organised at the residence of Dr Rajender Sura, a party leader, here today. Participants decided to approach the Congress President, Ms Sonia Gandhi, and urge her to change the party candidate for the Ghirai seat. Interestingly, Mr Jogi Ram Sihag, an Independent candidate from the Ghirai constituency, specially came to attend the meeting, hoping to get the support of some rebel leaders of the Congress. On the other hand, former Haryana minister Kanwal Singh has extended support to Mr Chhattarpal, who has been granted the Congress ticket for the Ghirai seat. He announced his decision after holding consultations with his supporters at his residence today. Meanwhile, Mr Bhajan Lal said the Congress had changed its candidate for the Naultha constituency. The party has decided to field Ms Prasanni Devi in place of Mr Brijender Singh Kadian whose name had earlier been cleared by the Congress leadership. |

Chander Mohan inaugurates election office
Panchkula, January 16 Mr Chander Mohan had filed his nomination papers yesterday. Flanked by his parents, Mr Bhajan Lal and Mrs Jasma Devi, and brother, Mr Kuldeep Bishnoi, Mr Chander Mohan declared assets owned by him and his immediate family worth over Rs 5.17 crore. The declaration of assets, attached with the nomination form of Mr Chander Mohan, also shows that he has taken loans of over Rs 8.51 crore. He was accompanied by the district president Mr R.S. Chauhan, the state
secretary, Mr Ravinder Raval, besides Mr Vijay Bansal, Mr Shashi Sharma, and other senior party leaders. The BJP candidate, Mr Sham Lal Bansal, today toured various parts of the township. He also held election meetings at various places and sought votes by door to door campaigning in Sector 15. In the evening, Mr Bansal was weighed against coins at an election meeting in Rajiv Colony. He assured the residents of the colony that once elected, he would chalk out a rehabiliation plan for slum-dwellers. NCP to contest 20

Gurgaon, January 16 According to the state president of the NCP, Mr Vedpal Chaudhary, his party returned one of its candidates to the Haryana Assembly from Dadri
constituency in the 2000 elections, its maiden electoral venture in the state. It had, in all, fielded 22 candidates. What, however, jolted the party was the fact that its only MLA switched over to the Congress. The party was set up in Haryana in 1999 and it had, according to its leaders, done reasonaly well in the immediate elections. Some of the seats the party will be contesting this time are Rohat, Chachrauli, Tohana, Ambala Cant, Sonipat, Bawal, Sahlawas, Indri, Jundla, Raadore, Naraingarh and Gule. The party as a matter of principle will not hesitate to give tickets to the disgruntled elements from other political parties. The party has set up modest aim in its manifesto and plans to seek votes on the basis of faulty policies of the INLD government. Also, it has expressed resentment against the Congress-led government at the Centre. With regards the BJP, the party has toed the line that it is much interested in dividing the polity on sectarian lines. In its manifesto, the NCP has made immediate construction of the SYL its main concern. It has rooted for better remunerative price for the agricultural products. It has made out a strong case for the government agencies purchasing the products from the mandis well in time. It has alleged that the government agencies step into to purchase the yields of the farmers only when half of the grains are already sold. This puts the farmers at the mercy of the middlemen and unscrupulus elements. The party expressed the view that the farmers defaulting on the payment of bank debts should not be put behind bars. Also, it has made out a strong case for lower rate of interest of 4 per cent. With regard to the youth it wants revamp in the education policy so as to make education a job-earner. In all, there are 46 agendas in the manifesto. According to Mr Vedpal Chaudhary, the party will rope in its national leaders to campaign for its candidates. |

Media barred from entering Mini-Secretariat
Karnal, January 16 Local journalists brought the matter to the notice of Mr R.S. Doon, District Election Officer-cum-District Magistrate, but despite his intervention the police did not change its attitude towards the media. On Friday, the DM rang up the SP in front of mediapersons and directed him to allow mediapersons into the Mini-Secretariat, but the orders were not followed. The DM also directed the District Public Relations Officer to hold a meeting with the SP and issue special passes to mediapersons. However, nothing has been done in this regard. Meanwhile, the district election authorities are concealing information relating to the filing of affidavits by candidates regarding property and assets. The journalists have brought the matter to the notice of the Chief Election Commissioner, the Chief Electoral Officer of Haryana, the Chief Secretary of the state and the Director-General of Police. |

Karnal, January 16 The District Magistrates were also the District Electoral Officers and would decide the fare and the prevailing market rates of commodities that would be used by the candidates in their election campaign. It may be mentioned that an expenditure ceiling of Rs 10 lakh has been fixed for the candidates. “We have decided the prevailing market rate of vehicle fare, loudspeaker rent, rates of banners/flags and rates of tents. Self-declaration of expenditure by the candidates will be cross-checked and if found exceeding the Rs 10-lakh limit, the candidature would automatically be cancelled even after the election,” said Mr R.S. Doon, District Electoral Officer-cum-District Magistrate of Karnal. The calculation of expenditure incurred by a candidate would start from the date on which he or she filed the nomination papers, he said. He said the candidates would have to take prior permission for the use of vehicles in poll campaign and for this they would have to give details about the vehicle to be so used. Permission would also have to be taken for the use of loudspeakers, putting up banners and posters. The venue for holding a public conference would also have to be intimated in advance, he added.

Yamunanagar, January 16 The returning officer of Yamunanagar Assembly constituency and Additional Deputy Commissioner, Mr Supraveen Kumar, issued the notice to the party for allegedly pasting party posters on public property. It is being alleged that her posters had been pasted on government and private properties. Meanwhile, almost all office-bearers of the district Congress have resigned to protest against the allocation of ticket to Ms Pandit. The rebel Congress leaders have also announced to field Mr Raj Kumar Tyagi, who resigned form his post of District Congress president yesterday. Mr Tyagi is expected to file his nomination papers tomorrow. |

Ranga takes charge as police chief
Panchkula, January 16 The former SP, Ms Mamta Singh, was transferred on January 13, on the orders of the Election Commission for allegedly violating the model code of conduct by initiating recruitment process of constables in the police. The orders for transferring Mr Ranga as SP, Panchkula, were issued by the Home Department yesterday. He has also served as SP, Narnaul, and SP, Rewari, earlier. Mr Ranga, while interacting with mediapersons, said that his foremost priority will be to ensure a free and fair poll. “I have held discussions with the Deputy Superintendents of Police, and I am looking at arrangements to ensure free and fair polls and that law and order is maintained during the election period.” “We will ensure adequate security for the sensitive and hyper-sensitive booths in the Kalka constituency. Special patrolling parties will also be constituted,” he said. Mr Ranga, who was earlier a commandant with a battalion, has also led his battalion for poll duty in hyper-sensitive places like Godhra in Gujarat, post riots, two years ago, besides poll duty in Rajasthan. He said that his experience at these places would come in handy for ensuring free and fair polls. Quizzed about the spate of burglaries in Panchkula, he said that he would chalk out a plan of intelligence gathering by police and work to put an end to such crimes. |

Karnal, January 16 Earlier, there was a huge demand for cutouts, loudspeakers fixed atop auto-rickshaws with music systems, posters and banners, but subsequent to the ban by the District Election Officer-cum-District Magistrate of Karnal under Section 144 of the CrPC, there is disappointment among candidates. The law-enforcing authorities have categorically told parties that they should not erect any cutout or place hoardings and banners at public places. Writing on walls of government buildings is prohibited and on private property it can be done with the written consent of the owner and the civic bodies concerned — the municipal committee and the Haryana Urban Development Authority (HUDA) by paying advertisement rent as per the prescribed rules. Meanwhile, artistes rue that these rules had rendered them virtually jobless. A local artiste said, “Earlier, artistes and painters would be so busy during election time that they would hardly find time to sleep, but this time there is no work.” Even carpenters, cart men and tempo drivers have started feeling the pinch. Their services are no longer required for electioneering. Sound system providers have also been affected as campaign through loudspeakers has been banned in compliance with a Supreme Court ruling regarding examinations of students. Sonepat, January 16 According to police sources, the Rai police has found these rockets and sent a report to the Army authorities for their testing. Officials from the Army Headquarters are likely to visit the site tomorrow for testing the rockets. It is stated that the safai worker was engaged in the sanitation work when he spotted the explosive materials lying in the bushes. He immediately informed the police. On receiving the information, the police reached the spot and took into possession all explosive materials. Each rocket carried a weight of 10 to 12 kg. The police has sounded alert in all police stations of the state and nearby states, particularly Delhi, as the explosives have been found at a time when the process of the Assembly elections was in progress and Republic Day is coming nearer. Police officials believe that these explosives have been thrown by some owners of industrial units after they found these in their materials. |

Karnal, January 16 The study project has been assigned to Ms Upayana Singh, a research scholar of the institute. She will help the policy makers and the research scientists to work in accordance to the aspirations of the dairy farmers to make dairying a commercially viable profession. Revealing this to The Tribune, Dr Ram Chand, Head of the Extension Division of the NDRI, said the Haryana Dairy Development Cooperative Federation launched a Centrally—sponsored Haryana Women’s Dairy Project in the year 1998 at a total cost of Rs 4.48 crore. The project was established to benefit about 10,000 women through 200 WDCS in the districts of Ambala, Kurukshetra, Karnal, Jind, Rohtak, Faridabad and Sirsa in three years. The main aim of the project was to increase the production and procurement of milk through the establishment of women’s cooperative societies with latest technology available in the country. However, its impact on beneficiaries was not studied as on date, he added. The total number of cooperative milk societies in Haryana increased from 2,399 in 1998-99 to 3,166 in 2003-04. But there was hue and cry among the farming community that dairying on the whole was becoming a non-profitable profession day-by-day. Chandigarh, January 16 According to a press note, the adalats were held under the supervision of Punjab and Haryana High Court Judge-cum-Executive Chairman of Haryana State Legal Services Authority Justice V.K. Bali. Giving details, an official press statement said 69 accident cases were decided, along with 737 cases under the Indian Penal Code, besides the Hindu Marriage Act. |

Murder case solved
Rewari, January 16 The junk dealer was shot by some unidentified assailants while he was sleeping in front of his shop in Kapriwas village, near Dharuhera, on the night of June 8, 2004. He was admitted to Batra Hospital in Delhi where he succumbed to his injuries. Harpal Singh’s another accomplice, Jageshwar, was still at large, according to the police. Harpal Singh, who used to drive a truck owned by Nirmala Devi, had developed bitter animosity against Ghisa Ram after he was thrashed and humiliated by him Ram and his son following alleged bungling of junk material that he transported from Delhi by truck. Consequently, a conspiracy was hatched and Ghisa Ram was shot. |

Road blocked to protest child’s death
Ambala, January 16 Kuldeep sustained serious injuries and he was rushed to the Civil Hospital, Ambala Cantt, where he was declared brought dead. The police was informed about the incident and it promised to take action in the matter. However, this morning, when the family of Kuldeep was returning with the body after post-mortem, they stopped at the police station to enquire about the police proceedings. They were not satisfied with the police action and decided to block the Jagadhari road by keeping Kuldeep’s body in the middle of the road. The blockade by villagers caused a major traffic jam. The police had to divert traffic through Rampur Sarsehri. The blockade started at about 9 am and was lifted at 11 am, only after assurance was given by the SDM, Mr Satbir Saini, and the ASP, Y. Puran Kumar. The officers said prompt action would be initiated against the contractor and the mason who built the gate. |
