Residents seek extension of municipal limits

After the Punjab and Haryana High Court quashed the Panchkula Corporation, panic seems to be spreading among residents of villages adjacent to Kalka and Pinjore over the Periphery Act, which had been included in the Panchkula Corporation.

They feel insecure that under the Periphery Act, the department of Town and Country Planning may even demolish their residential houses, which have been constructed beyond the red line of villages.

Thousands of residents have urged the state government either to extend the limits of municipal committees of Kalka and Pinjore or extend the red line of the villages.

Notably, the municipal committees of Kalka and Pinjore two years ago had sent proposals to district administration regarding extension of municipal limits. Village residents also rued that the state government had not extended the limits of red line of villages since two decades despite ever-increasing population.

Residents of Kalka sub-division that fall under the new capital Periphery Control Act have demanded to implement the Punjab New Capital (Periphery) Control (Haryana Amendment Act, 2003) under which there is a provision of extension of 60 per cent of red line of the existing village “abadi” area.

The village residents say that a notification published in official Gazzet of Haryana, under the Haryana Act no- 22 of 2003 provides the extension, but the Punjab New Capital (Periphery) Control Haryana Amendment Act, 2003, has not been implemented so far.

They have demanded immediate demarcation of village agricultural land and to extend Lal Dora.

They also alleged that due to non-implementation of the Act, the department of Town and Country Planning, under a special campaign had demolished residential houses in the areas, including Tipra Colony of Kalka.

Vijay Bansal, local advocate and politician in November, 2008, had served legal notice to the state government and department of Town and Country Planning, Haryana. Residents of the area have also written to Haryana Chief Minister and Revenue Minister.

4-yr-old killed, 3 seriously hurt in head-on collision

Rajpura, November 2
A four-year-old girl, Samran, was killed while her parents and seven-year-old sister received serious injuries in a road accident that occurred near Uksi Jattan.

The family members, including Kuldip Singh, Anjisha and Vineeta, were travelling in a Tata Indica car from Yamunanagar to Ludhiana. Their car collided head on with a truck when the former was overtaking another vehicle. While Samran was declared dead on arrival at the town’s Civil Hospital doctors said the condition of the three others was still critical. The body of the dead girl has been kept in the hospital’s mortuary.

Police officials said a case would be registered against the truck driver after recording the statements of the deceased’s parents.

103 examined at dental camp

Ambala, November 2
Ahluwalia Dental Care Centre organised a free dental check-up and awareness camp at Gurdwara Panjokhara Sahib, here yesterday.

Residents of Panjokhara and other surrounding villages were benefited. A team of senior dental surgeons headed by Dr Sunny Singh Ahluwalia, Dr Raman, Dr Sunita, Dr Seenu Jain and Dr Parveen Tandon co-ordinated the camp activities. A total of 103 persons were examined. A dental awareness talk, educating people about dental ailments, especially tooth decay and gum diseases were discussed. Medicines were distributed free of cost among the needy. The camp was organised with the co-operation of Gurdwara Committee, Panjokhara Sahib.–TNS

Thieves decamp with jewellery, Rs 30,000

Thieves decamped with gold and silver jewellery and cash from a house at Lalru mandi on Monday.According to the information, there was no one in the house at the time of the incident. House owner Madan Lal said the thieves took away 280 grams gold of jewellery, 600 grams of silver jewellery and Rs 30,000 cash.

The incident took place at around 2 pm when all the members of the house were away for work. Thieves had entered the house from the rear by braking open the grill of a window.

Madan Lal said when his wife returned, she found the window broken and valuables missing. The police had registered a case against unidentified persons and has started investigations.

Remand of accused extended

Chief Judicial Magistrate JS Sidhu today sent Rajinder to one-day police remand for his alleged involvement in the CTU conductors’ entrance examination scam.The police had sought for a four-day remand stating that many documents relating to the identification of the accused were yet to be collected.

Rajinder had surrendered on October 30 and was remanded till November 2. According to the prosecution, 25 to 30 persons had come to impersonate in the exam for the recruitment of conductors in the CTU on October 3.

The exam was conducted at 68 centres and around 20,000 candidates had appeared. The invigilating staff had also handed over three impersonators to the CBI. One of the impersonators is a BA-I student of DAV College, Sector 10, Chandigarh.

Right to Education Act
Notice issued to DPI (S)

Additional Chief Judicial Magistrate Anshul Berry today issued a notice for November 8 to the secretary education and DPI (Schools), Chandigarh administration, and the Independent Schools Association on a petition seeking immediate framing of guidelines for implementing the Right to  Education Act.

Residents of Panchkula, Pankaj Chandgothia, an advocate and his wife Sangeeta, filed the petition reacting to a report carried in these columns on  the issue.

The couple stated in the petition that they had experienced the trauma, tension and worry during the admission process of their two sons.

“This tension is multiplied when the administration adds certain rules and regulations to the admission policy of schools. It only adds more confusion to the already tedious admission processes,” the couple stated.

It was stated that they had been reading various newspaper reports over the past few days highlighting the requirement of reserving 25 per cent seats for economically weaker sections in each school as per the provisions of the Right to Education Act.

“Although the administration knows that the admission process in  various schools starts in the month of November, it has not yet finalised specific guidelines in this respect.

This inaction and delay on the part of official defendants is creating an unnecessary confusion and imbroglio over the admission process to be adopted by various schools.”

It was also mentioned in the petition that there was no clarity regarding the number of seats which each school had to fill through the EWS quota, how would students, eligible for admission under the EWS quota, be identified, whether the EWS quota could be implemented in phased manner, whether the respective schools could increase the fee for private students in order to recover the loss, which they would incur on account of implementation of the EWS quota.

Man caught pelting stones at tenant’s house

A houseowner found himself in an embarrassing situation yesterday night when a CCTV camera captured him throwing stones at his Sector 6 house that his mother had rented out to a tenant, who had installed the camera there.

Irked over the tenant not vacating their house, the owner’s son, Rohit Kumar, pelted stones at the house that was rented out about two years ago. The tenant and his family members were not present there at the time.

However, when he returned home today morning he found the windowpanes broken. He immediately reported the matter to the cops and showed them the CCTV footage. The police is now investigating the matter.

In his complaint to the police, Lovelesh Kumar, a native of Patiala, alleged Rohit, son of his landlady, Kuldeep Kaur, pelted stones at the windows of his house when he along with his family was out. He `claimed Rohit broke the windows, a TV set and the CCTV camera besides threatening the watchman as well.

“I had rented the house and am paying a rental of Rs 10,000 per month. Though the police arrived at the scene it didn’t arrest Rohit”, he stated.

Both sides lodged a complaint today with SP Maneesh Chaudhary. When contacted the latter said he had marked an inquiry to the Sector 5 police station SHO to conduct a fair probe into the incident.

Kuldeep Kaur, a resident of Sector 36, Chandigarh, refuted Kumar’s allegations as “baseless” and claimed the latter along with his friends had “thrashed” her son. “Kumar is very clever and has been occupying our house for a long time. He has also undertaken illegal construction in the house without informing us and we have received notices from HUDA in this regard”, she claimed.

Kumar said Rohit acted even though He (Kumar) had obtained a stay order on vacating the house from a local court. “I had installed a CCTV camera there for reasons of security. I managed to get yesterday evening’s footage from camera, which shows how Rohit vandalized my house”, he added.

2 booked in shooting incident

The police today booked two unidentified persons, who allegedly shot at a chemist in Zirakpur last night.SHO Zirakpur Yogi Raj said investigations in the case had been started and accused would be arrested soon.

The police said a case had been registered on the complaint of Ravinder Singh, who alleged that he had property dispute with Kuljit Singh, a Zirakpur-based property dealer and Barnala builders.

The police said the incident occurred around 8 pm when one of the unidentified miscreants asked the shopkeeper for a medicine, while Ravinder turned back, the accused shot him at his abdomen area and managed to flee.

The victim told the police that youths were carrying a country-ade pistol and failed first two shots. It was on his third trial that the accused managed to hurt, he told the police.

The victim has been shifted to the PGI, Chandigarh, from GMCH-32, Chandigarh, where his condition was said to be stable, the police added.

Kabir Manrai of the Chandigarh Club Tennis Academy sailed through the pre-quarters, defeating Yatan Sharma of Himachal Pradesh by 4-0, 4-1 in the AITA Talent Series Tennis Tournament being held at Manav Mangal School, Sector 11, here today. Kabir would now be facing fourth seeded Parmeet Singh Deol in the quarterfinal match to be held tomorrow.

Sports Fest for Women
Selection trials on November 9

Trials to select Chandigarh teams for the XXXVI Sports Festival for Women-2010-11 in various sports disciplines to be held in various states would be held on November 9 at 3.30 pm.

The trials for events like athletics, basketball, gymnastics and volleyball would be held at the Sports Complex, Sector 7, while the trials for badminton, handball, hockey and lawn tennis would be held in Sector 42. For swimming and table tennis, the trials would be held at the all-weather swimming pool and TT hall, respectively, in Sector 3, while the trials for kabaddi and kho-kho would be held at the Sector 42 Sports Complex.

The tournaments in Group-I, basketball, gymnastics and swimming would be held at Rajnandgaon, Chattisgarh, from December 6 to 9, Group-II, handball, hockey and lawn tennis at Bhopal, MP, from November 24 to 27, Group-III, athletics, badminton and table tennis at Lucknow, UP, from November 22 to 25 and Group-IV, kabaddi, kho-kho and volleyball at Mandya, Karnataka from December 4 to 7.

UT sports department spokesperson said women of any age group employed with various departments of the municipal corporation and institutions of the Chandigarh administration were eligible to participate in the above said trials.

252 sportspersons to be felicitated on Nov 10

The Chandigarh Sports Council is organising a felicitation function at Tagore Theatre on November 10 to honour players of Chandigarh, who brought laurels to the city in various national-level tournaments and championships.

According to joint director, Dr JPS Sidhu, as many as 252 sportspersons, along with 21 coaches will be conferred cash award, amounting to Rs 11,28,000.

“We are honouring the sportspersons of various disciplines, including archery, athletics, badminton, basketball, boxing, cycling, cricket, football, gymnastics, hockey, handball, judo, rowing, skating, softball, shooting, table tennis, tennis and weightlifting,” said Sidhu.

UT Adviser Pradip Mehra will give away cash awards to the eligible sportspersons and coaches.

A compulsory rehearsal will be held on November 9 at 10.30 am at Tagore Theatre. Only those, who would attend the rehearsal, shall be entertained for the cash award function on November 10, added Sidhu.
