CHANDIGARH, Sept 11 — The Punjab and Haryana High Court today directed the Haryana Government to file reply to an application filed by Mr S.C. Chaudhary, a senior IAS officer, alleging that the Chief Secretary had deliberately circumvented the order passed by the court earlier on the undertaking given by the Advocate-General that he would be provided with an appropriate car.

Millers left high and dry

CHANDIGARH, Sept 11 — The Union Ministry of Food has left paddy growers and rice millers of Haryana in a lurch while it extended concessions to their counterparts in Punjab and Uttar Pradesh.

The Union Minister of Food, Mr S.S. Barnala, recently announced that the Food Corporation of India would not impose any levy on paddy purchased by the millers up to September 15. Since the announcement was made by a Union Minister, it was presumed by the millers and the growers of Haryana that it would be applicable for the entire paddy-growing area.

The Union Ministry of Food sent instructions in this regard to Punjab and Uttar Pradesh, while the instructions are still awaited by Haryana. Meanwhile, the Haryana millers paid a good price to the growers for their produce in anticipation of levy-free rice.

However, it came as a rude shock to the millers when they learnt yesterday that the Union Ministry had no plans to sent similar instructions to Haryana. The revelation came at a meeting between millers and government representatives, including those of the Centre, held in Karnal yesterday. The meeting was presided over by the Haryana Food and Supplies Minister, Prof Ganeshi Lal.

When the millers raised the issue the Central representatives told them that no such instruction had been issued for Haryana because the state had not made any request in this regard. However, they promised to consider the issue afresh.

Sources in the industry say that if the Union Ministry did not extend concessions to Haryana at par with Punjab and UP, the millers and the growers of the state would suffer.

They say last year also the Union Ministry had ignored the interests of the Haryana paddy growers when it decided to club fine and superfine varieties of paddy in one category, "Grade A". The decision helped the Punjab growers but harmed the Haryana growers who were getting more price for superfine variety than the minimum support price announced by the Centre. Under the new categorisation their produce was treated as equivalent to the fine variety.

The Haryana industry says the Centre cares more for Punjab where the millers do not cooperate with the FCI and the farmers are vocal.

Another problem highlighted by Mr Dharam Pal Gupta, President of the Haryana Rice Millers Association, was regarding the anticipated shortage of space with the FCI to store fresh crop of rice. Though FCI officials claimed that the corporation had 15-day storage capacity in Haryana at present, the industry sources say the storage space of the FCI was away from the four main paddy districts of Kaithal, Kurukshetra, Karnal and Panipat.

They say their past experience had been that whenever the millers had been asked by the FCI to deliver rice at centres other than the centre of production, it had led to harassment and corruption. Moreover, the FCI also do not bear the additional transport cost.

The millers also wanted the FCI to settle the issue of reimbursement of sales tax on gunny bags purchased by them at an early date.

DC orders house survey

ROHTAK, Sept 11 — The Deputy Commissioner, Jhajjar, Mr Arun Kumar, today said the activities of the serial killer at Bahadurgarh, a sub-divisional town bordering Delhi, were a challenge to the administration and society.

He sought public cooperation in nabbing the sex maniac who has taken the lives of 11 children since July 1995.

The serial killer has been striking in the industrial town at will. He has designed his operations in an immaculate manner and no one has so far seen him.

Interestingly, none of the 11 girls, who were kidnapped and murdered, had raised any cry when they were lifted from their houses. Does it mean that the criminal used either chlorofom or either while kidnapping his victims?

Mr Arun Kumar told industrialists and their associations to issue identity cards to workers engaged in their units. Similar, identity cards would be issued by the municipal committee to the rickshaw pullers operating in Bahadurgarh. This would help the administration in identifying a large section of the population in the town.

He also ordered house-to-house survey of the town to establish identification of inhabitants. School teachers have been advised to maintain vigilance during the teaching hours so as to ensure safety of the students.

The Deputy Commissioner has decided to meet the residents ward-wise so as to infuse confidence among them. Today he visited the civic wards across the railway line, which was the main area of his criminal activity. He said he proposed to meet residents of every ward in the town.

Mr Arun Kumar said the administration had taken other measures to restore confidence among citizens. A control room was set up in the office of the SDM so that people could share information about the maniac if they are reluctant to approach the police.

A police post has been set up at Assaudha-Mor which would be manned by a head constable and four constables armed with weapons and a walkie-talkie system. Another police post was being set up in the outskirts of Kilahwar village situated on the national highway.

The administration has advised the civic authorities to clear shrubs and wild grass from the empty plots and public places. Street lights have been installed on a number of parks and public places and flash lights have been fixed at the sensitive points. Night patrolling by the police, too, has been intensified, he added.

CM seeks details of power
consumed by ministers

ROHTAK, Sept 11 — The Chief Minister, Mr Bansi Lal has asked for details of electricity consumed by the ministers and senior officers and the bills outstanding against them.

He reportedly told the chairman Haryana Vidyut Parsaran Nigam, that the position of the meters installed at the residences of ministers and officers since April 1 1997 should also be provided to him without delay.

The HSEB Workers Union, it may be recalled, has been alleging that the ministers, senior officers and legislators had been paying nominal bills though their houses were fitted with air-conditioners and other electrical gadgets.

The union leaders had on August 19 told newsmen here that the power shown as "line losses" was, in fact, being consumed at the "unmetered" residences of the ministers, MLAs, VIPs and senior officers. They had also named certain prominent functionaries of the government who were paying merely Rs 200 to Rs 300 per month despite the fact that air-conditioners were installed at their residences.

The union leaders have also alleged that majority of the VIP consumers owe thousands of rupees to the Haryana Vidyut Parsaran Nigam.

The Chief Minister was reportedly perturbed over these allegations and he has now asked for the information so as to counter the charges. The Chief Minister's orders has caused panic among the erring officers, it is learnt.

Haryana Government asked to file reply

CHANDIGARH, Sept 11 — The Punjab and Haryana High Court today directed the Haryana Government to file reply to an application filed by Mr S.C. Chaudhary, a senior IAS officer, alleging that the Chief Secretary had deliberately circumvented the order passed by the court earlier on the undertaking given by the Advocate-General that he would be provided with an appropriate car.

A Division Bench consisting of Mr Justice J.L. Gupta and Mr Justice V.S. Aggarwal, before whom the application came up for hearing, adjourned the case to September 18.

Earlier counsel for the state submitted that the car already allotted to Mr Chaudhary could be made roadworthy after repairs.

"What is all this?", remarked Mr Justice Gupta. "It was your undertaking that the car given to Mr Chaudhary will be replaced and now you are coming with the plea that it can be used after repairs."

And when the counsel told the court that the car allotted to Mr Chaudhary was appropriate, the judges asked: "If that be so, are you willing to exchange it with the car used by the Home Secretary or the State Transport Commissioner or any other Secretary?".

Counsel then told the Bench that he had no instructions about this.

During the course of arguments, Mr Justice Aggarwal enquired from Mr Chaudhary (who was present in the courtroom) what post he held. On being told that he was OSD, Manpower and Planning, Mr Justice Gupta remarked: "All officers are considered persona non grata by the government OSDs , OSD Rules, OSD Land Use Board and so on".

Professor murder case closed

ROHTAK, Sept 11 — The CBI has failed to solve the mystery shrouding the murder of Prof P.S. Suhag, a lecturer in the Journalism Department of Maharshi Dayanand University (MDU) and has closed the investigation as untraced.

Professor Suhag was reported missing on January 7, 1995, and his body was recovered from the JLN Canal on January 14. The death caused widespread resentment among teaching and non-teaching employees who went on strike and the university remained closed till January 25.

The investigation into the case was transferred to the CBI by the Punjab and Haryana High Court on January 25 on a petition filed by the father of the deceased.

During the course of investigation, lasting for over three years, CBI sleuths had interrogated many university functionaries including the then Vice-Chancellor, Mr Vivek Sharma, but failed to get any breakthrough.

The CBI then reported the matter to the Punjab and Haryana High Court, which allowed the agency to close the case as untraced.

However, the Superintendent of Police (CBI), Mr J.S. Yadav, in a letter to Mr Wazir Singh Nehra, President, MD University Teachers Association, has offered to meet him in case he or others had any information which the CBI might not have come across during the investigation.

Shopkeepers hold procession

BHIWANI, Sept 11 — Main bazars of the city remained closed till noon today as shopkeepers took out a procession in protest against the last evening incident when some miscreants allegedly misbehaved with the owner and employees of a local sweet shop at Hansi Gate market.

The shopkeepers of the area have threatened to start an agitation if the miscreants are not arrested.

According to reports, over 20 youths threatened the sweet shop employees with dire consequences when they demanding money for sweets the youths had bought. The matter was reported to the police and it was resolved.

However, some of them came to the Hansi Gate market later and threatened to teach the shopkeeper a lesson.

Resentment prevails among shopkeepers against the anti-enchroachment drive of the administration. They said a notice should have been served to them before the start of the operation.

A few shopkeepers in Jawahar Chowk also pulled down the shutters today when HSEB men removed electricity meters of those shops whose bills were unpaid.

Jain Foundation award for
Mahesh Chander

AMBALA, Sept 11 — The Gian Chand Jain Memorial Foundation has decided to confer the scientist of the year award for 1998 Dr Mahesh Chander, head of the national calibration service programme of the National Board for Testing Calibration Laboratories.

Born on January 1, 1941, Dr Mahesh Chander did his Ph.D in Physics from the Indian Institute of Technology, New Delhi, in 1973. He is responsible for providing direction to the national accreditation programme for establishing a chain of laboratories in the sphere of calibrations.

Dr Mahesh Chander is a member of several technical committees of the Bureau of Indian Standards. He is an ISO 9000 auditor and specialises in the training of Malcolm Baldrige quality standards, QS 9000, ISO 9000 and ISO quality management systems.

The award will be conferred on Dr Mahesh Chander here on September 15 when the ninth Gian Chand Jain Memorial Lecture will be delivered by Prof S. Mohan, Director of the Central Scientific Instruments Organisation, Chandigarh. He will speak on "The Role of Instrumentation in Improving the Quality of Life".

Spate of thefts in Karnal

KARNAL, Sept 11 — A gang of thieves is operating here and in Kurukshetra. A spate of thefts has been reported from the cities.

Interestingly, the thieves have chosen the houses of some VIPs.

The latest incident of theft has been reported by Mr Parveen Chaudhary of Sector 13 whose house was burgled here last night. The thieves are reported to have decamped with valuables worth Rs 3 to 4 lakh. His family was sleeping in the adjoining room when the incident happened.

In another incident reported some time ago the house of Mr Narwal, Child Welfare Officer at Panipat, was burgled in Nayayapuri Colony which is situated near the residence of the district police chief.

In yet another incident, a house near Dyal Singh College was burgled. The thieves took away valuables from the house when the members of the family were away to Delhi. The house is situated in the middle of the city.

In Kurukshetra, the house of Vijay Sabharwal, a senior journalist was burgled recently. The police has so far failed in making any arrests.

The DIG of Ambala Range, Mr Resham Singh, also visited the house of the victim to get first hand information but despite strict instructions from him there has been little progress in the case.

In another incident, the house of Mr A.P.S. Lamba in the Urban Estate was also burgled.

Wheat husk for UP, Bihar

KURUKSHETRA, Sept 11 — A 65-bogey goods train carrying wheat husk will be flagged off from here to the flood-affected areas of UP and Bihar for the consumption of animals.

The wheat husk has been sent by Mr Shyam Singh Rana, general secretary of the Rashtriya Samajwadi Janata Party, on the instructions of Mr Chandra Shekhar, president of the party.

The wheat husk was collected from party workers of the district.


 

Protest march

ROHTAK, Sept 11 — Activists of the Haryana Karamchari Mahasangh today took out a march and raised anti-government slogans in protest against the non-acceptance of their demands.

The president of the sangh, said nearly 4 lakh employees of the state had been agitating for pay scales on a par with their counterparts in Punjab, Himachal Pradesh and Chandigarh.

A statewide electricity, water and chakka jam will be held on September 16.

175 quintals of oil sealed

HISAR, Sept 11 — Officials of the Health Department yesterday sealed over 175 quintals of mustard oil of a local oil mill on the Delhi road here.

A spokesman of the District Food and Supply Controller said here that the department had collected 15 samples out of which two had failed.

Subsequently, officials conducted the raid on the godown of the Messers Rawalwasia Industries and sealed the oil packed in tins, bottles and tankers.

SIRSA: A spokesman of Health Department said here on Friday that the department seized a tanker of mustard oil from Mohan Lal of a oil mill on the Barnala road here on Thursday.

Sources said that 90 quintals of mustard oil stored in the tanker was being taken to some other place. The department has so far taken 14 samples of mustard and other edible oils and 136 quintals of mustard oil has been seized in the district during the past 10 days.

Fix cane price at 125, govt urged

YAMUNANAGAR, Sept 11 — The Haryana Krishak Samaj has demanded that the rate of sugarcane be fixed at Rs 125 per quintal from the ensuing session.

Mr Shamsher Singh Surjewala, chief of the Samaj, addressing a convention of farmers here today said the state government as well as the Centre should announce a special package for the farmers as their crop had failed for the third successive year.

He said the government should suspend the recovery of loan else it would lead to suicide by the farmers.

Mr Surjewala said a grievances committee should be formed to solve the problems of the farmers on the pattern of Tamil Nadu.

The Haryana Krishak Samaj would hold a dharna in front of the office of Punjab National Bank at Rohtak on September 14th in this regard.

Assault case against father

SONEPAT, Sept 11 — The Gohana police has registered a case of murderous assault against Sumer Singh, a labourer, of Khotpura village in Panipat district following report of his 11-year-old son, Jatinder.

According to a report, the accused had taken his two sons, Jatinder (11) and Babloo (4), on a bicycle to a canal near Sagathal village on September 6, and threw them into it. Jatinder, however, swam to safety but the fate of Babloo is not yet known. The police has so far failed to recover his body.




 

DC's stress on cleanliness

FATEHABAD, Sept 11 — The Deputy Commissioner, Mr KS Yadav, has stressed the need for cleanliness in villages.

Inaugurating a convention of village sarpanches in the local Block Development Office here today, Mr Yadav said a country's progress, villages must feel the taste of development, cleanliness of the villages was must for the development, he said.

Mr Yadav said nearly 180 crores man hours were being wasted every year due to diseases spread by contaminated water and unhygienic condition in villages. Most of the girls over the age of 12 in villages, were forced to leave the schools for want of proper toilets in the schools.

He calls upon the sarpanches to adopt the cleanliness programme and help the administration in combating diseases. More than 40 per cent of ailments could be prevented by just washing hands regularly.

He asked the sarpanches to make arrangements for the drainage of waste and filthy water from the area inhabited by the people, as this is one of the biggest cause of diseases.

The convention was organised jointly by the State Community Development Training Centre, Nilokheri, Karnal and the District Administration.

Lok Adalat Benches constituted

NARNAUL, Sept 11 — Mr R.S. Madan, District and Sessions Judge, has constituted Lok Adalat Benches for here and Rewari district comprising judicial service officers and social workers, among others.

Two Lok Adalat Benches have been set up for Narnaul. One Bench will hold Lok Adalats until November and the other from November 26 to February 2.

Similarly, a Bench at Rewari will organise Lok Adalats from August 26 to November 11 and the second from November 11 to February 2.

Two Benches have also been constituted for Mahendragarh subdivision.

Minister for action against officials

FARIDABAD, Sept 11 — Mr Satya Narain Lather, Minister of State for Housing, today admitted that political interference was coming in the way of action against corrupt officials of the Haryana Housing Board.

Talking to newspersons here, he said officials of the board were working as "benami" contractors and property dealers. The government had now decided to take strict action against the erring officials. Samples of materials would be tested and if they failed, action would be taken.

He said 8,600 houses would be constructed at Faridabad, Palwal, Rewari, Bahadurgarh, Panipat and Sonepat during the current financial year. Top

 

Robbers kill 1

ROHTAK, Sept 11 — One person was killed and another was injured when they were attacked with knives by robbers at the Shora Kothi locality here today.

The deceased has been identified as Sanjay of Nehru Colony.

The injured, Raj Kumar, has been admitted to hospital.

Sources said the assailants belonged to nearby localities and were often seen here till late in the evening.

The police has registered a case under Sections 302 and 324, IPC. No arrest has been made so far.

In another incident armed robbers reportedly looted jewellery from a businessman and took away his Maruti Esteem at Lahli village.

 

3-year RI for 7

REWARI, Sept 11 — Mr J.S. Dahiya, Chief Judicial Magistrate, has sentenced Kartar Singh, an advocate, and six others to rigorous imprisonment for three years and fined them Rs 1000 each for rioting and inflicting grievous injuries on Sri Chand, his wife, Chameli Devi, son Ramesh Chand, his wife, Chanderkala, and another person while they were working in the fields on the Konsiwas road on July 17, 1988.

The CJM also sentenced them to rigorous imprisonment for one year on another count.

Both sentences will run concurrently.
