Bihar parties plan joint campaign PATNA, April 3 (PTI) An all-party meet convened by Chief Minister Rabri Devi to discuss extremist menace in central Bihar today resolved to launch a "joint campaign" in extremist-infested belts. Finance Minister Shanker Prasad Tekriwal told reporters joint padyatras and public meetings would be held in the extremist-infested belts to instil confidence among the masses. The meet expressed serious concern over the ongoing conflicts among ultra-left outfits, including Maoist Communist Centre, Peoples War Group, and private armies like the Ranvir Sena which had claimed the lives of several innocent people, Mr Tekriwal said. The meeting, which lasted for nearly four hours, was attended by representatives of the Rashtriya Janata Dal, Congress, CPI, CPI-M, Samata Party (Patel), Revolutionary Communist Party, Jharkhand Peoples Party and the Bahujan Samaj Party. The main opposition BJP, Samata Party, Janata Dal, Jharkhand Mukti Morcha (Soren) and CPI-ML (Liberation) stayed away from the meet. The meeting condemned the BJP-Samata combine for keeping away from the meeting, Mr Tekriwal said. RJD chief Mr Laloo Prasad Yadav, who was not present at the meeting, later criticised the leaders of the BJP-Samata combine for keeping away and alleged that they had a "nexus" with Ranvir Sena and other extremist organisations. The state government, Mr Yadav said, had already taken effective steps within two months to check recurrence of violence in the extremist areas. He charged the Centre with adopting a "dilly-dallying" attitude towards providing adequate central forces to assist in combing operations against extremists. The Centre had so far made available 39 companies of the promised 52 companies of para-military forces to Bihar. Mr Yadav alleged that the violence in the state was perpetrated "under sinister designs of forces already exposed by now". Earlier, addressing the meeting the Chief Minister Ms Rabri Devi, appealed to political parties to cooperate with the state government in flushing out extremists from central and south Bihar. Ms Rabri Devi said her government was irrevocably committed to settling cases relating to land dispute within "a stipulated time-frame". The Bihar government had formulated a Rs 110 crore special package to accelerate the pace of development in Jehanabad. Over 50,000 pucca houses would be constructed under Indira Niwas Yojana for people living below the poverty line and inaccessible villages in Jehanabad would be linked by roads, she said. Earlier, Bihar Pradesh Congress Committee President Sadanand Singh and Congress legislature party leader Ramashray Prasad Singh told the meeting that the state government should constitute "a special monitoring cell", led by the chief secretary, to oversee combing operations against extremists and land reform measures. the state administration should have "will power to

Dismiss Rabri Govt, says Paswan LUCKNOW, April 3 (PTI) The Janata Dal leader, Mr Ram Vilas Paswan, today demanded the dismissal of the Rabri Devi government in Bihar saying that all "criminals who had left the state during a short spell of Presidents rule have now returned to the state and were calling the shots once again. The law and order situation had improved during the Presidents rule in the state but now the situation had "worsened once again, he told reporters here. It was not just the political parties which were complaining about the "dismal law and order situation in the state but the Patna High Court too had said, time and again, that there was complete "jungle raj, he said. Mr Paswan added that he did not foresee Assembly elections in Bihar in the near future but whenever elections were held there he would support winning candidates against the Rashtriya Janata Dal. He asked the Congress to review its earlier decision to support the Rabri Devi government. "The Congress should not continue to shield the Rabri government in the name of defending the secular forces, he said. He lashed out at the RJD chief, Mr Laloo Prasad Yadav and the Samajwadi Party President, Mr Mulayam Singh Yadav, saying that their efforts to evolve a third front was just to lure the Left parties. "These parties were instrumental in dislodging the United Front and now they are talking about evolving a viable third front, he said. Mr Paswan said he would organise a "samajik ekta rally (social unity rally) in Patna on April 17. Some Congress and CPI leaders were likely to take part in the proposed rally, he added. BJP lauds 'swadeshi' policies PANAJI, April 3 Carefully avoiding controversies on the WTO related issues, the Bharatiya Janata Party national executive today urged the government to make "an assessment" of the impact of recently announced exim policy on agriculture and domestic consumer good industry . Briefing newspersons about the resolution on economic affairs adopted today after a debate, the party General Secretary, Mr K.N. Govindacharya, said that the meeting further asked the government to harness indigenous talents and put into place legal safeguards to prepare the country for future WTO negotiations. With the objective of silencing the 'swadeshi' lobby, the three page resolution applauded the government, especially the Prime Minister, for articulating the economic concerns of developing countries at the recently held G-15 summit in Jamaica. "We believe that under the BJP-led government, India will emerge as a natural leader of developing countries and thus, with their cooperation, be in position to protect the interests of the developing world at future multilateral negotiations" "India will be hosting a crucial meeting of G-15 trade ministers in August and this could be used as an opportunity to frame a combined approach towards the WTO", the meeting pointed out. In a further move the resolution said: "We record our appreciation of the sincere efforts made by the government in putting the philosophy of 'swadeshi' into practice by seeking to build an economy that rests on the pillars of self-reliance and self respect. Congratulating the BJP-led government for bringing the economy back on the rails and laying a strong foundation for sustained economic growth, Mr Govindacharya said the GDP growth of 5.8 per cent in 1998-99, compared to 5 per cent in 1997-98, has been a commendable achievement in the background of global recession and international economic sanctions. The achievement has been made possible mainly due to emphasis on agriculture and rural development in the first budget of the BJP-led government, he said. Complimenting the government for successfully bringing prices under control, the resolution said it is notable that the number of strikes and lockouts has decreased by half. Mandays lost due to strikes and lockouts have come down from 17 million during April-September, 1997 (when the Congress-backed UF was in power) to 7.9 million in April-September, 1998. "This reflects improved industrial relations and both management and workers faith" in the Prime Minister s leadership and the BJP-led government, the resolution said. Mr. Govindacharya said
that the government proposes to transfer 29 subjects to
gram sabhas and panchayats. The meeting has also asked
the government to fully implement the 73rd amendment so
as to ensure full empowerment of and devolution of powers
to Panchayati raj institutions, he said. |
Kalyan dared to hold legislature party meeting LUCKNOW, April 3 (PTI) Former UP minister Devendra Singh "Bhole", who resigned from the Kalyan Singh Ministry earlier this week, today dared the Chief Minister to convene a legislature party meeting saying that he would prove the charges of misconduct, corruption and misdeeds against Mr Kalyan Singh. Bhole, who resigned as the Minister of State for Social Welfare, said the evidences regarding his charges against Mr Kalyan Singh could only be presented during such a meeting. "The Chief Minister is lying by denying my charges against him," Bhole said, adding that Mr Kalyan Singh was, however, right in stating that his political life was an open book as people of the state had read it and were "fully aware of his acts of nepotism, corruption and misconduct". "Kalyan Singh is the first Chief Minister whose misconduct and autocratic functioning have become public knowledge," he alleged, adding that his style of functioning was harming the "just and principled" image of the BJP and the RSS. In reply to a question, Bhole rejected criminal charges against him and his family members claiming that after his resignation "fake" charges were being framed against him. "Very old cases are also being reopened." Asked whether he was going
to Delhi tomorrow along with dissident legislators to
meet the Prime Minister, Bhole said he was visiting Delhi
but on a private visit. "Till now I have no

Parties' realignment in offing: Yadav NEW DELHI, April 3 (PTI) The Janata Dal said today that a realignment of political parties was in the offing at the national level but kept its options open on joining any new combination or extending outside support. "It all depends on how the Congress acts (in bringing down the Vajpayee government). As and when the Congress acts, we will decide whether to extend outside support or join the anti-BJP coalition," the Dal President, Mr Sharad Yadav, told reporters. Criticising the style of functioning of the BJP-led coalition, which he claimed did not have any collective responsibility or respect for coalition culture, Mr Yadav alleged that the government had no major achievement to its credit. "Some of the coalition partners are disillusioned with the government's policies and programmes, and hence it appears that realignment of political parties was very much on the cards," he said. Mr Yadav said a national camp of the Dal would be held after May 15 to tone up the party before Assembly elections in four states of Andhra Pradesh, Karnataka, Manipur and Goa. He said the party's leaders from Bihar recently discussed the political situation in the state at a two-day meeting held here and decided to strengthen the party at the grassroots. Asked about the party's stand on Article 356, particularly the concern expressed by Bihar Janata Dal leaders over the central leadership's decision to oppose in Parliament the imposition of President's rule in the state, Mr Yadav said "my view is that it should not be misused. It should be used judiciously." He criticised the Kalyan Singh government in Uttar Pardesh, saying that it had failed to render succour to earthquake victims in the state. Referring to prospects of a bumper foodgrain output, he said the government should call a meeting of Chief Ministers to fix the procurement price. Mr Yadav said the Dal was opposed to the Patents Bill as it would affect the pharmaceutical and agriculture sectors. He also accused the government of misusing Doordarshan for giving "undue" publicity to its programmes. To a question on

Dislodge BJP-led Govt, TMC urges Congress CHENNAI, April 3 (PTI) The Tamil Maanila Congress (TMC) said today that the Congress should take the initiative to dislodge the Vajpayee government and form an alternative government with the help of secular parties, but said the AIADMK had still to prove its secular credentials and justify moves to realign with the Congress. Briefing mediapersons after the partys general council meeting here, the TMC President, Mr G.K. Moopanar said the TMCs offer for coordination with the Congress both at national and state levels still continued. It was for the Congress to take a decision on whether to accept the offer or not, he added. A resolution adopted by the TMC general council criticised the functioning of the Vajpayee government and said it had created "distrust" among the people about the future of the country. The government was prepared to make any "compromise" just for the sake of continuing in power and even "prepared to bend the law", it said in an apparent reference to the Centres notification regarding the transferring of cases against Ms Jayalalitha from special courts to other courts. Mr Moopanar anticipated elections to the Lok Sabha this year. Asked for his comments on the meeting between the AICC President, Ms Sonia Gandhi, and the AIADMK supremo, Ms Jayalalitha at a tea party in New Delhi recently, Mr Moopanar said he did not attach any political significance to the meeting. About the AIADMK leaders remarks that the Congress, a trusted ally of it, had been cleansed of "undesirable elements" in 1996 (in an obvious reference to Mr G.K.Moopanar and Mr P.Chidambaram, who left the Congress in 1996), he asked what prevented the AIADMK from aligning with the Congress in 1998 Lok Sabha elections. Meanwhile, the fissures in the DMK-led front in Tamil Nadu came to the open today with the TMC, the second biggest constituent of the front, declaring that it would not spare any effort to come to power in the state in the 2001 Assembly elections. "We want to bring back the Kamaraj rule in the state, which was known for its simplicity, honesty, efficiency and foresightedness", he said. "The TMC is the only
party which has a national tradition and could fulfil the
aspirations of the people of Tamil Nadu who want
nationalist forces to come to power in the state. All
secular, nationalist and democratic forces should extend
support to TMCs efforts to make Mr G.K. Moopanar
the next Chief Minister of the state", the

Sonia clears PPCC office-bearers NEW DELHI, April 3 Congress President Sonia Gandhi has cleared the appointment of 73 office-bearers of the Punjab Pradesh Congress Committee (PPCC), which includes three Vice-Presidents. The PPCC President, Mr Amarinder Singh, told TNS this evening that apart from the Vice-Presidents, the appointments include 15 General Secretaries, 12 Secretaries and 43 Organising Secretaries. The primary task of the PPCC was to ensure proper enrolment of primary members ahead of the organisational elections due to be held later this year. The PPCC chief said he had formed a watchdog committee in each district which would ensure that utmost care was taken in enrolling new members and cross-checked for accuracy. Mr Amarinder Singh, who is
also engaged in supervising the party celebrations to
mark the tercentenary of the founding of the Khalsa, has
prepared an elaborate chart which specifies
responsibilities of each office-bearer. |
Left parties to support Sonia NEW DELHI, April 3 (UNI) Left parties are of the view that they will consider extending support to the Congress President Ms Sonia Gandhi if she takes an initiative in forming a government after the collapse of the BJP-led government at the Centre. In an interview to a private TV channel, the Communist Party of India General Secretary, Mr A.B. Bardhan said the question of extending support to her would arise only after the BJP-led government, which was limping on the edge of the precipice, falls and Mrs Gandhi shows willingness to form an alternative government. Why should we run after her?, he added. He was also categorical that the CPI will not give any undertaking to the Congress or any other political party. We will decide on our own , he added. His party was of the view that the BJP-led government must go as it was a disaster. Replying to another
question, he ruled out the possibility of forging any
alliance with the Telugu Desam Party (TDP) saying that it
was in the BJP camp so there cannot be any understanding
with BJP for the assembly elections in Andhra Pradesh, he
said. |
Kumaramangalam not to apologise PANAJI, April 3 (PTI) Parliamentary Affairs Minister P.R. Kumaramangalam today refused to apologise for his remarks against AIADMK supremo Jayalalitha saying these were his "personal views". He emphatically said "no" when asked at a Press conference here if he would apologise for his remarks that led to a major controversy between the BJP and its ally AIADMK, with the latter threatening to withdraw its support to the Vajpayee government on an hours notice. "I only spoke of a coalition dharma but for some, coalition has become a convenient handle," he said declining to elaborate further. Stating that there was a
difference between a member of parliament and a minister,
he said "as an individual MP, I have a right to
speak". |
A hard look Think of Jean Cocteau: The poet is a liar who always speaks the truth. Move on to an impulsive or arrogant politician. Call her Ms J.Jayalalitha, if you like. She wants to show that she rules and reigns. But where? In the make-believe world of sycophants? On Saturday her party gave her limitless power and a member thundered: One who can install a person on a pedestal can also bring him down. The other day she was fuming against Union Parliamentary Affairs Minister P. R. Kumaramangalams remarks against some of her observations, which, she felt, were insulting and needed immediate rebuttal by no less a person than Prime Minister Atal Behari Vajpayee. Mr Kumaramangalam had virulently assailed her for taking the government to task on the Admiral Bhagwat issue despite her party being a partner in the government. She gave Mr Vajpayee barely an hour to disown his Ministers comments. The Minister sought the protection of the provision of the collective responsibility of the Cabinet on official opinions regarding crucial issues. Lo and behold! Mr Kumaramangalam backtracked immediately and Mr Vajpayee did not lose more than 60 minutes in clarifying his stand along with the apparent myth of now-degraded collective responsibility. He said, according to a contemporary: The remarks attributed to Mr Kumaramangalam were his personal views.... They were off-the-cuff.... Nothing should be read into them. Somebody is acting like the poet and (Jean Cocteau be praised) telling the truth. Ironically, Mr Vajpayee had said on the morning of April 1 at Panaji that his government would continue to enjoy majority support even if the AIADMK withdrew its backing. Ms Jayalalitha had castigated Mr Kumaramangalam and her Ministers had warned the Prime Minister: He (the Prime Minister) need only tell us that he agrees with Kumaramangalam and in one hour we will be at Rashtrapati Bhavan informing the President that we are no longer supporting the government that does not want us to stay in it. There was a party statement to this effect also which was signed by Mr V. R. Nedunchezhian and other senior leaders. Did Mr Vajpayee yield to the bullying tactics of the AIADMK supremo? Was he speaking off-the-cuff? Was he expressing the collective view of the Cabinet or uttering his final word as a person? One thought that a wise man, who was also a poet, knew like Chanakya that bullies needed bullying for the management of their conduct. However, things seem to have drifted away like autumnal leaves. The confusion has been further confounded. The lady from Chennai is prone to making sensational statements. The BJP leaders who point out to her that double roles are effective only in films are not quite right. Even senior Cabinet Ministers have adopted the proverbial double standard, indulged in doublespeak and then adopted face-saving postures. Ms Jayalalitha has not been encouraged by Mrs Sonia Gandhi beyond a limit. But the popular impression that the saffron party and its generally supportive outfits have called the bluff of Ms Jayalalitha does not seem to be correct. A clarification issued by influential AIADMK leaders went thus: We are not aware that the Minister (Mr Kumaramangalam) has been appointed the de facto Prime Minister and given the authority to speak on behalf of the Vajpayee government. In the process, the senior Minister has got a snub from the Prime Minister. The haughty lady has shown that she is able to get away with her frequent threats and extract flattering statements or score points according to her sweet or sour will. Politics need not be brought to such an abysmally low level of unmeant contradictions and genuflection on the part of persons in high places. Mr Vajpayee had to deny his governments intention to withdraw the pension of the sacked Chief of the Naval Staff, Admiral Vishnu Bhagwat. Many such bizarre or incredible verbal storms are occurring in the political tea cup of the government. When people complimented Mr Vajpayee as the tallest politician of the day, they credited him with immense resilience, firmness and the ability to deal effectively with time-servers, bullies and blackmailers. Their impression has not changed. He should make it amply
clear to his habitual detractors that he is a
representative of the people in a democracy in which
faint-heartedness and duplicity are not regarded as
virtues. Most of our politicians do not share the view of
John Kenneth Galbraith that nothing is so admirable in
politics as a short memory with which electors are
credited. |
Haryana refutes Dikshits
charges NEW DELHI, April 3 Haryana stated today that the Capital was already getting much more than its due share of water while dismissing as baseless the charges that it had stopped releasing water to Delhi despite an agreement to this effect. Haryana Irrigation Minister Harsh Kumar said here that under the memorandum of understanding (MoU) of 1994, Delhi is supposed to get 750 cusecs of water daily but gets 1000 cusecs. About Delhi Chief Minister Sheila Dikshits statement that Haryana had not released raw water 40 million gallons (80 cusecs) of raw water per day to the Nangloi treatment plant, he said Delhi had constructed the plant without seeking any consent from Haryana. Haryana has never agreed to supply any additional Yamuna water to the Nangloi treatment plant, he said. Describing the charges as politically motivated, he said this government is trying to pass on the buck to us just because they have made promises to the people and find it difficult to keep them. He also denied that his governments stand on the Nangloi plant changed after the Congress took over reins in Delhi and said the Delhi Government was trying to pressure Haryana into releasing additional water. He claimed that Delhis per capita consumption of water was 250 litres as compared to a mere 40 litres in Haryana. The Yamuna river is a source of water for Delhi and Haryana. The minister said Haryana was supplying more water than what was agreed to in the MoU as per the Supreme Court directive. The apex court had directed the state government to keep the pond of Haiderpur and Wazirabad full irrespective of the share of Delhi under the MoU. Terming that the courts direction was harming the interests of the people in Haryana, Mr Harsh Kumar suggested that both state governments should file an application in the apex court that they would abide by the MoU and bilaterally discuss the water sharing issue. Stating that Delhi, which had initially agreed to the Haryana Governments proposal, later withdrew with the intent of having the cake and eat it too. About a new carrier canal proposed to be built for Nangloi, Mr Kumar said the project was still in initial stages and there was no agreement yet on it. He said Delhi had already given Rs 5 crore to Haryana as against the canal estimates of over Rs 330 crore. The Haryana Irrigation

Clinton visit hinges on CTBT accord BANGALORE, April 3 (UNI) The visit of US President Bill Clinton will materialise by the year-end if India signs the comprehensive test ban treaty (CTBT), according to Mr Richard A Gephardt, Montana Senator in the US Congress. The two nations shared a common foundation of democratic government backed by the rule of law and this was the key for mutual understanding and political stability, Mr Gephardt, who is leading a US Congress delegation here told reporters after a dinner meeting with members of the Greater Mysore Chamber of Industry (GMCI) last night. The USA wanted to multiply the strands of communication and with Mr Clintons likely visit, several issues could be sorted out, he said. Replying to a question, Mr Gephardt said the US Government should consider according most favoured nation status to India on a par with China. China had a track record of human rights violations, he added. On the Kashmir issue, he
said it was a bilateral issue and could be sorted out

Fear of landslides in quake zone GOPESHWAR, April 3 (UNI) As clouds gathered over the skies in the Garhwal Himalayas the spectre of landslides and house collapses loomed large in the quake-hit areas where villagers waited with bated breath for succour while the administration struggled for the sixth day today to tie up the loose ends in relief efforts. Relief was yet to reach many interior villages in Chamoli and Rudraprayag districts in the Garhwal region where Sunday nights quake left a trail of destruction. In many villages like Akhadi in Rudraprayag district, mediapersons were virtually the first ones to arrive, five days after the quake yesterday. None of the relief personnel have set foot on our place, said a villager of Akhadi. While the administration and the relief agencies are primarily concerned about those rendered homeless after the calamity, people whose dwellings have become vulnerable in the wake of the quake and its continuing aftershocks remain virtually on the verge of death. It is dangerous to live in those houses which have developed cracks as they would crumble in the event of rains and landslides, said Dr D.C. Roy, a Quake Engineer from Roorkee University who is part of a three-member team touring the area to assess the damages. All such houses should be dismantled and constructed afresh before the onset of monsoons to prevent another disaster, he added. Dr Roy is accompanied by another Quake Engineer, Dr R.N. Dubey, and Seismologist Dr M.L. Sharma for survey of the entire region and to make recommendations for future construction work. We are also trying to make an iso-seismic map, said Dr M.L. Sharma. The sporadic drizzles on Thursday and yesterday afternoon filled the people with fear. In Chamoli district over 3.25 lakh people were affected by the quake and the administration has so far been able to provide relief to over 500 families and distribute cash amounting to over Rs 1 crore but scores of families still remain roofless and await provision of tents from the authorities. NEW DELHI (TNS): The Indian Air Force has undertaken massive relief work in the quake-hit areas of the Garhwal Himalayas. According to an IAF spokesman here today, the helicopters and transport planes of the force had dropped over 32 tonnes of relief supplies in the quake-affected areas over the past two days. The spokesman said the IAF was expecting to drop another 20 tonnes of relief material today. The relief materials that were dropped in the Chamoli and Gauchar areas were tents, tarpaulins, poles, blankets, medicines and food.Six medium-lift MI-17 helicopters were pressed into service in addition to two AN-32 transport aircraft for the airlifting of relief supplies from Allahabad to Sarsawa Saharanpur. Since today morning, the
IAF helicopters had already undertaken four sorties and
operations were continuing, the IAF spokesman said. |
Haryana BJPs plea on SYL PANAJI, April 3 The delegates from Haryana at the national executive meeting of the BJP today made a fervent appeal to Prime Minister, Atal Behari Vajpayee, to get the problem of the Sutlej Yamuna Link canal resolved. Talking to TNS, Education Minister, Ram Bilas Sharma said people from Haryana had great expectations from the Prime Minister ever since he succeeded in resolving the Cauvery issue which had been defying a solution for the past so many decades. Mr Sharma, who is also the leader of the BJP Legislature Party in the Haryana Assembly, said an all-party delegation, consisting of all state MPs and leaders of the political parties, would meet the Prime Minister soon in the capital and make a joint appeal for finding an amicable solution to the problem. Almost 95 per cent work on
the canal in Punjab and 100 per cent work in Haryana had
been completed but the problem continued, he said. |
